    The National Marine Fisheries Service’s National Bycatch Strategy

    The National Marine Fisheries Service (NMFS) launched its National Bycatch Strategy (NBS) in March 2003 in response to the continued fisheries management challenge posed by fisheries bycatch. NMFS has several strong mandates for fish and protected species bycatch reduction, including the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, and the Marine Mammal Protection Act. Despite efforts to address bycatch during the 1990’s, NMFS was petitioned in 2002 to count, cap, and control bycatch. The NBS initiated as part of NMFS’s response to the petition for rulemaking contained six components: 1) assess bycatch progress, 2) develop an approach to standardized bycatch reporting methodology, 3) develop bycatch implementation plans, 4) undertake education and outreach, 5) develop new international approaches to bycatch, and 6) identify new funding requirements. The definition of bycatch for the purposes of the NBS proved to be a contentious issue for NMFS, but steady progress is being made by the agency and its partners to minimize bycatch to the extent practicable

    ABSTRACT—Bycatch mortality of Pacific halibut, Hippoglossus stenolepis, in nontarget fisheries is composed primarily of immature fish, and substantial reductions in yield to directed halibut fisheries result from this bycatch. Distant-water bottomtrawl fleets operating off the North American coast, beginning in the mid 1960’s, experienced bycatch mortality of over 12,000 t annually. Substantial progress on reducing this bycatch was not achieved until the of extension fisheries jurisdictions by the United States and Canada in 1977. Bycatch began to increase again during the expansion of domestic catching capacity for groundfish, and by the early 1990’s it had returned to levels seen during the period of foreign fishing. Collaborative action by Canada and the United States through the International Pacific Halibut Commission has resulted in substantial reductions in bycatch mortality in some areas. Methods of control have operated at global, fleet, and individual vessel levels. We evaluate the hierarchy of effectiveness for these control measures and identify regulatory needs for optimum effects. New monitoring technologies offer the promise of more cost-effective approaches to bycatch reduction

    Using the empirical Bayes method to estimate and evaluate bycatch rates of seabirds from individual fishing vessels

    Minimizing bycatch of seabirds is a major goal of the U.S. National Marine Fisheries Service. In Alaska waters, the bycatch (i.e., inadvertent catches) of seabirds has been an incidental result of demersal groundfish longline fishery operations. Notably, the endangered short-tailed albatross (Phoebastria albatrus) has been taken in this groundfish fishery. Bycatch rates of seabirds from individual vessels may be of particular interest because vessels with high bycatch rates may not be functioning effectively with seabird avoidance gears, and there may be a need for suggestions on how to use these avoidance gears more effectively. Therefore, bycatch estimates are usually made on an individual vessel basis and then summed to obtain the total estimate for the entire fleet

    Reducing Prawn-trawl Bycatch in Australia: An Overview and an Example from Queensland

    Prawn trawling occurs in most states of Australia in tropical, subtropical, and temperate waters. Bycatch occurs to some degree in all Australian trawl fisheries, and there is pressure to reduce the levels of trawl fishery bycatch. This paper gives a brief overview of the bycatch issues and technological solutions that have been evaluated or adopted in Australian prawn-trawl fi sheries. Turtle excluder devices (TED’s) and bycatch reduction devices (BRD’s) are the principal solutions to bycatch in Australian prawn-trawl fisheries. This paper focuses on a major prawn-trawl fishery of northeastern Australia, and the results of commercial use of TED’s and BRD’s in the Queensland east coast trawl fishery are presented. New industry designs are described, and the status of TED and BRD adoption and regulation is summarized. The implementation of technological solutions to reduce fishery bycatch is assumed generally to assist prawn-trawl fisheries within Australia in achieving legislative requirements for minimal environmental impact and ecological sustainable development

    The role of property rights in bycatch reduction: evidence from the British Columbia groundfish fishery

University of Alaska Fairbanks, 2014The following analysis seeks to contribute to the literature by examining the effectiveness of the individual vessel bycatch quota (IVBQ) system as an incentive structure for the mitigation of halibut bycatch in the British Columbia Groundfish fishery. Through the use of an OLS regression technique, this empirical analysis intends to quantify the importance and overall effectiveness of the vessel bycatch quota incentive system in respect to mitigating bycatch. The research utilizes time series fisheries data from 1962-2012, as provided by The International Pacific Halibut Commission and Fisheries and Oceans Canada. The research indicates that the IVBQ system has proven to be highly effective, confirming the significance of private property rights as a tool for the reduction of bycatch within British Columbia. Policy makers may utilize the information provided in this paper to design more feasible and effective policy options to promote the preservation of ecological balance in the management of marine resources

    Temporal and Spatial Distribution of Finfish Bycatch in the U.S. Atlantic Bottom Longline Shark Fishery

    Bycatch in U.S. fisheries has become an increasingly important issue to both fisheries managers and the public, owing to the wide range of marine resources that can be involved. From 2002 to 2006, the Commercial Shark Fishery Observer Program (CSFOP) and the Shark Bottom Longline Observer Program (SBLOP) collected data on catch and bycatch caught on randomly selected vessels of the U.S. Atlantic shark bottom longline fishery. Three subregions (eastern Gulf of Mexico, South Atlantic, Mid-Atlantic Bight), five years (2002–06), four hook types (small, medium, large, and other), seven depth ranges (300 m), and eight broad taxonomic categories (e.g. Selachimorpha, Batoidea, Serranidae, etc.) were used in the analyses. Results indicated that the majority of bycatch (number) was caught in the eastern Gulf of Mexico and that the Selachimorpha taxon category made up over 90% of the total bycatch. The factors year followed by depth were the most common significant factors affecting bycatch

    The Bioeconomic Implications of A Bycatch Reduction Device as a Stock Conservation Management Measure

    The proposed regulation to reduce bycatch and discarding of finfish in the southeastern region is a gear modification that excludes finfish from shrimp trawls. This regulation is analyzed using a simple theoretical model of a multispecies fishery whose bycatch is harvested in a directed fishery consisting of commercial and recreational fishermen. The costless reduction in bycatch fishing mortality imposed on the multispecies fishery does not result in an increased stock size for the bycatch fish species or a substantial increase in its level of harvest. Instead, the fish stock is reallocated from the multispecies fishery to the fishery directed at the bycatch species causing fishing effort to expand in the bycatch species fishery that drives the stock size down to the previously existing equilibrium level.     ECONOMIC EFFICIENCY OF ALTERNATIVE BYCATCH-REDUCTION POLICIES AND BYCATCH REDUCTION DEVICES

    This paper examines the ability of two new policies to reduce bycatch of red snapper by the shrimp fishery in the Gulf of Mexico: Fractional License and Fractional Gear Programs, as proposed by Townsend, reduce bycatch by reducing the effort levels of shrimp vessels. The policies are evaluated both theoretically and using a simulation model, and they are compared with the current regulatory policy requiring shrimp vessels to use bycatch reduction devices to rebuild red snapper stocks. We find that either a FL program or a FG program could reduce effort and the related problem of bycatch resulting in improving red snapper stocks, while at the same time increasing economic welfare in the fishery.Resource /Energy Economics and Policy,

    Bycatch management measures instituted for groundfish fisheries of the eastern Bering Sea have focused on reducing the incidental capture and injury of species traditionally harvested by other fisheries. These species include king crab, Paralithodes and Lithodes spp.; Tanner crab, Chionoecetes spp.; Pacific herring, Clupea harengus pallasi; Pacific halibut, Hippoglossus stenolepis; and Pacific salmon and steelhead trout, Oncorhynchus spp. Collectively, these species are called "prohibited species," as they cannot be retained as bycatch in groundfish fisheries and must be discarded with a minimum of injury
