Paving the way forward: A case study in innovation and process control

Co-operation between clients and the private sector provides significant opportunities to promote innovation in the road construction industry. This paper describes such an innovation project. In 2006, the Dutch ministry of Transport organised an innovation competition, challenging contractors to propose new technologies that might be relevant for the future of roads and road construction. BAM Wegen proposed using a combination of a dual layer paving process with a shuttle buggy for improved homogeneity, and themographic imagery and continuous GPS tracking on the paver and rollers for improved process control during the asphalt paving process. The main objectives were two-fold. Firstly, to work towards a 25% increase in the service life of the porous asphalt by improving the total process from the choice of raw materials and mix design to the monitoring of the finished product. Secondly, to develop innovative monitoring techniques of the asphalt laying process, since major developments in road paving are often hampered by insufficient feedback from finished projects. This proposal was one of the three "winners" that were each granted a project to put their ideas to the test on a short stretch of the A35 highway. This paper explains the idea's behind the proposed innovations, the way they where translated into practice, the actual project and the findings. Evaluation and discussion subsequently focuses on [1] the success of the proposed new technologies, on [2] the way the contractor has dealt with an innovation project in its daily business, and on [3] the effect of monitoring additional process data on quality control. Finally, the introduction of innovation during the construction process is discussed in the context of new trends in contracting i.e. the introduction of performance-based contracts, the move towards longer guarantee periods, risk transfer and new business models

Band - Weg interactie

De huidige infrastructuur van wegen waarover men zich snel en comfortabel kan verplaatsen is niet meer weg te denken uit onze maatschappij. Twee “componenten” die hierbij een belangrijke rol spelen zijn het wegdek en de band. Het contact tussen band en wegdek is mede bepalend voor de veiligheid. De rolweerstand beïnvloedt het brandstofverbruik en dus de uitstoot van uitlaatgassen. De mechanische eigenschappen en geometrie van het wegdek en de band bepalen de geluidproductie (verkeersgeluid) maar ook de mate van slijtage van beide componenten (fijn stof). Er wordt onderzoek gedaan om de veiligheid, de rolweerstand, de duurzaamheid e.d. van banden en wegdek te verbeteren. In veel gevallen wordt dit door de bandenindustrie en de wegdekproducenten afzonderlijk gedaan. Op deze manier streeft men er naar om te komen tot een optimale band en een optimaal wegdek. Maar wat optimaal is voor de band hoeft nog niet optimaal voor het wegdek te zijn. Vandaar dat voor een echt optimale combinatie van band en wegdek, onderzoek moet worden gedaan naar de gekoppelde situatie of wel naar band-weg interactie. Om dit te realiseren hebben 4 onderzoeksgroepen van de Universiteit Twente met ervaring op het gebied van wegdekken of banden de krachten gebundeld teneinde band-wegdek interactie (modelmatig en experimenteel) integraal te kunnen onderzoeke

As the Supreme Court continues to struggle to produce a coherent doctrine of personal jurisdiction, a growing number of commentators argue that personal jurisdiction lacks a constitutional foundation. On this view, the decision to elevate personal jurisdiction to a constitutional requirement following the Civil War was a mistake only partially remedied when the Court loosened the reins by adopting a more flexible requirement in the line of cases following World War II. What advocates of curtailing or eliminating the personal jurisdiction requirement overlook is both the historic pedigree of personal jurisdiction and its ongoing vitality as a substantive due process right. The concept of jurisdiction as a tool for policing the boundaries between sovereign states predated the Constitution and was embraced from ratification through the Civil War. The novel idea developed by the Supreme Court at that time was the transformation of personal jurisdiction into an individual right to be free from ill founded assertions of government authority. This transformation foreshadowed the similar transformations that the Bill of Rights would undergo in the process of incorporation. This Article argues that treating personal jurisdiction as an incorporated right both explains its constitutional status and suggests a new framework for the debate regarding the scope of the right
