    Revisited The Measurement Strategy of Public Sectors Performance Using Fitted Management

    There are no organization of public sector in developing countries can afford to reduce and eliminate the waste resources by an effectively way, especially when the centrally regulated of public service policy is a hindrance to effective delivery of public services in modern globally competitive competitions. Based on this reason, new approaches to making large and complex bureaucratic organizations more responsive to citizens and their needs are required by building on charting the new relationships among officials and the administrators. First, the effectiveness of public should be therefore associated to the policies and programs based on the functions of public services where their roles to become better at achieving what are expected over better service and dignity, as well as to positively affects the workers. Second, the performance related should not be always about the developing of targets, setting measures, and measuring the process but rather to develop the indicators of performance management and understanding the outcome to support the organizational needs. This is means that the measurements of public service organizations need to understand what is required. Based on this background, this paper review the challenges faced by public sector in order to seek for the solutions based on concept integration, implementation, and performance measurement of their business. The proposed conceptual framework is Fitted Management, where the exploration of organization processing capabilities and how to manage it (to be consistent with the globalization) based on the premise of what constitutes a customer value in the public sector by improving the ability of employees and organizations

    Taguchis Quality Improvement Analysis of the SME Bread Manufacturing

    The purpose of this study is to optimize the manufacturing process of the SME bread product using Taguchi method. The study is focused on the quality problems occurred as the outcomes of the process (quality of the bun produced) related to controllable factors of products design identified (machine temperature and length duration time) for the improvement required. By implementing the technique of analysis of variance (ANOVA), the composition of the controlled parameters, such as machine temperatures and duration times, is therefore determined and constructed into Orthogonal Array (OA) of L9(33) related to what the setting parameters produces the optimal output. To improve the quality of the manufactured product, the setting of parameter recommended in this study is A2B2C2 or A1B2C2 {(Low or High) ∩ 10minutes ∩ 200OC)}

    In current hypercompetitive markets, customer satisfaction is one of major requirements that enable the company to generate some benefits to their business. This is also including the relationship with the customers as a good foundation for the creation of loyalty and repeat purchase of customers. However, the customer requirements are much more technically complex than in consumer market, especially in service sector. On the other hand, the analysis of importance and performance assumed on Kano method to measure customer satisfaction also lead to misleading the implications of customer satisfaction since some scholars use this technique into symmetric and linear relationships between attribute level performances. In this study, we poposes the approach on how to find the priority improvement or the most significant element required for improvement based on Kano method as a measurement basis ; using Kano manipulating graph, ranking level, and then a simplification approach toward the graphs to enable the priorities / significant element required for improvement determined and justified. To justify the approach proposed, some trials carried out in service companies as the case of study

    Extensive Tracking Performance Analysis of Classical Feedback Control for XY Stage Ballscrew Drive System

    Performance analysis in term of identifying the system's transient response, stability and system's dynamical behavior in control system design is undeniably a must process. There are several ways in which a system can be analyzed. An example of well known techniques are using time domain and frequency domain approach. This paper is focused on the fundamental aspect of analysis of classical feedback controller in frequency domain of XY milling table ballscrew drive system. The controller used for the system is the basic PID controller using Matlab SISOTOOL graphical user interface. For this case, the frequency response function (FRF) of the system is used instead of using estimated model of transfer function to represent the real system. Result in simulation shows that after proper tuning of the controller, the system has been successfully being controlled accordingly. In addition, the result also fulfill the set requirement of frequency domain analysis in terms of the required gain and phase margin, the required maximum peak sensitivity and complimentary sensitivity function and the required stability

    Mechanical Properties and Failure Analysis of Laminated Glass Reinforced Composite with Various Gelcoat Thickness

    The aim of this study is to evaluate the mechanical properties and study the failure of laminated glass reinforced composite coated with gelcoat of different thickness. Firstly, the gelcoat was applied to the mould using brush and subsequently, glass fiber reinforced composite laminates were fabricated on it using vacuum bagging technique. The mechanical properties of the composites various were tested by using tensile and three-point flexural tests. The fracture behaviour of different gelcoat thickness was observed using scanning electron microscope (SEM) to determine the failure behaviour that occurred. The flexural test was performed in two ways, i.e., gelcoat layer facing top and facing down. For both flexural tests, composite coated with 0.30 mm thick of gelcoat shows the highest mechanical strength. Tensile test is useful to investigate the interfacial bonding in between gelcoat and laminate composite. The composite coated with 0.40 mm of gelcoat showed the highest tensile strength, an increase of 38 % compared to the uncoated composite. It was observed that an increase in gelcoat thickness increased the brittleness of the laminated composite. From the failure analysis, failures were caused by the delamination of matrix between the plies, while the gelcoat was still strongly bonded with composite laminate

    Tensile Properties of Angle Cured Laminated Composites Structures under Gravity Effects

    As the usage of composites materials are significant in the industries of automobiles,shipping and constructions due to their non-corrosive and high strength to weight ratio. Anyway, the production of composites needed to be increased to meet the demand. At this stage, problem faced by Small and Medium Industries / Entrepreneurs (SMI/E) is the confined and limited space available that restricts the optimum productivity. They commonly cure the composites horizontally that requires ample space and unable to afford for high-end equipment such as mechanical oven and autoclave in the production as a result of high capital cost.This research is carried out to study the feasibility of the gravity effects on curing position of the laminated composite structures to enhance the curing space needed. The aim of the research was to investigate the tensile properties of the thermosetting laminated composite by curing the laminate at different angle using vacuum bagging technique. From the testing, SN 5 which denominated to be 60˚ found to have the best tensile properties in term of maximum force exerted and Young’s modulus

    Laminated Jute and Glass Fibre Reinforced Composite for Repairing Concrete Through Wrapping Technique

    In the recent decades, the research of natural fibre in concrete structure materials had attracted many researchers and engineers due to its good agreement in mechanical properties, economically and sustainability. In this study, the jute and glass fibre laminated composite for repairing concrete through the wrapping technique was analysed. A total of 66 concrete specimens, 150 x 50 mm each, were tested. Six concrete specimens were kept as control specimen, 30 specimens were laminated with glass fibre-reinforced thermoset (GFRT) and 30 specimens were laminated with jute fibre-reinforced thermoset (JFRT). The vinyl ester (VE) was used as a matrix. Eventually, all specimen was tested using compression and Brazilian testing. It was found that both GFRT and JFRT had the potential to improve the mechanical performance of concrete specimens with the increment of a maximum number of five (5) layers of woven fibre. It was also found that the four (4) layers of JFRT had the highest mechanical properties with improvement of 72.62% compare to GFRT (4 layers). The results presented here may facilitate improvements in the concrete specimen by using JFRT where it had been suggested to have a higher improvement for the concrete specimen with the optimum layers applied. Hence, jute fibre had been proven to have better performance and can replace the use of glass fibre
