Scientific and method provision and evaluation of activities of local Rospotrebnadzor bodies in the Sverdlovsk region in the system of health risk management in municipalities

We describe the results of introducing the package of organizational and method documents in support of activities of the local Rospotrebnadzor offices in the Sverdlovsk Region and results of the pilot project of their testing. We propose an approach to planning and evaluating activities of the local Rospotrebnadzor bodies in the Sverdlovsk Region taking into account activities of municipalities (surveyed areas) within the common regional system of health risk management. The use of economic methods of substantiating health risk management actions («cost-benefit» and «cost-effect» analyses) is described. We substantiate the approach to optimization of activities of the local Rospotrebnadzor bodies in the Sverdlovsk Region based on realizing the principle of budgeting oriented to the end result.В статье описаны результаты внедрения пакета организационных и методических документов по обеспечению деятельности территориальных органов Управления Роспотребнадзора по Свердловской области и результаты пилотного проекта по их отработке. Предложен подход к планированию и оценке деятельности территориальных органов Управления Роспотребнадзора по Свердловской области с учетом деятельности муниципальных образований (поднадзорных территорий) в рамках единой региональной системы управления риском для здоровья населения. Описано использование экономических методов обоснования мер по управлению риском для здоровья (анализ «затраты - выгоды» и «затраты - эффективность»), Обоснован подход к оптимизации деятельности территориальных органов Управления Роспотребнадзора по Свердловской области на основе реализации принципа бюджетирования, ориентированного на конечный результат

Assessing suspended particulate aerosol matter air pollution in Sukhoy Log city using Land Use Regression model

Land Use Regression modeling has been successfully used for predicting particulate matter concentration in Sukhoy Log city, Russia. Statistical analysis of the correlation between the obtained measurement data and created GIS variables has been carried out; statistical model of the atmospheric pollution and the pollution map have been created.Проведено исследование загрязнения атмосферного воздуха города Сухой Лог взвешенными аэрозольными частицами методом Land Use Regression. Prospects for development and increasing efficiency of activities of Rospotrebnadzor institutions (on the example of the Sverdlovsk region)

The current status and main problems of the development of Rospotrebnadzor institutions in the Sverdlovsk Region are assessed. Methodical approaches to assessing influence of climate variability and air pollution on the health of population in industrially developed cities of the Sverdlovsk region

We conducted an environmental epidemiological study of influence of such risk factors as high temperature, forest fires, and atmospheric inversions related to an abnormally stable anticyclone established in the territory of the European part of the Russian Federation in May-August 2010 on the population mortality. On updating the major regulations of SANPIN 1.2.2353–08 “Carcinogenic factors and the main requirements to carcinogenic hazards prevention”

With transition of governmental supervision activities to risk-oriented model, a priority value is given to specifi cation of a structured pack of legal regulatory and methodic documents on evaluating and managing carcinogenic risk for human health. Some aspects of risk analysis methodology are covered in recent changes of 52-FZ “On sanitary epidemiologic supervision”, but sanitary legislation lacks regulatory and methodic sett ings for procedures to evaluate and manage risk (including carcinogenic) for human health.
