Poverty Targeting and Impact of a Governmental Micro-credit Program in Vietnam
It is argued that without collateral the poor often face binding borrowing constraints in the formal credit market. This justifies a micro-credit program, which is operated by the Vietnam Bank for Social Policies to provide the poor with preferential credit. This paper examines poverty targeting and impact of the micro-credit program. It is found that the program is not very pro-poor in terms of targeting. Among the participants, the non-poor account for a larger proportion of loans. The non-poor also tend to receive larger amounts of credit compared to the poor. However, the program has positive impact on poverty reduction of the participants. This positive impact is found for all the three Foster-Greer-Thorbecke poverty measures.Micro-credit, poverty, poverty targeting, impact evaluation, instrumental variables, fixed-effect model
Should Parents Work Away from or Close to Home? The Effect of Temporary Parental Absence on Child Poverty and Children’s Time Use in Vietnam
Working away from home might bring higher earnings than working near home. However, the absence of parents due to work can have unexpected effects on children. This paper examines the effects of the temporary absence of parents on the well-being of children aged 5–8 years old in Vietnam, using indicators of household poverty, per capita consumption expenditure, and child time allocation. The paper relies on OLS and fixed-effects regression and panel data from the Young Lives surveys in 2007 and 2009. It finds a positive correlation between parental absence and per capita expenditure. Parental absence tends to increase per capita food expenditure instead of per capita non-food expenditure. Regarding the way children spend their time, there are no statistically significant effects of parental absence
Lignin and Cellulose Extraction from Vietnam’s Rice Straw Using Ultrasound-Assisted Alkaline Treatment Method
The process of cellulose and lignin extraction from Vietnam’s rice straw without paraffin pretreatment was proposed to improve economic efficiency and reduce environmental pollution. Treatment of the rice straw with ultrasonic irradiation for 30 min increased yields of lignin separation from 72.8% to 84.7%. In addition, the extraction time was reduced from 2.5 h to 1.5 h when combined with ultrasonic irradiation for the same extraction yields. Results from modern analytical methods of FT-IR, SEM, EDX, TG-DTA, and GC-MS indicated that lignin obtained by ultrasound-assisted alkaline treatment method had a high purity and showed a higher molecular weight than that of lignin extracted from rice straw without ultrasonic irradiation. The lignin and cellulose which were extracted from rice straw showed higher thermal stability with 5% degradation at a temperature of over 230°C. The ultrasonic-assisted alkaline extraction method was recommended for lignin and cellulose extraction from Vietnam’s rice straw
