What is Natural about Natural Capital during the Anthropocene?
The concept of natural capital denotes a rich variety of natural processes, such as ecosystems, that produce economically valuable goods and services. The Anthropocene signals a diminished state of nature, however, with some scholars claiming that no part of the Earth’s surface remains untouched. What are ecological economists to make of natural capital during the Anthropocene? Is natural capital still a coherent concept? What is the conceptual relationship between nature and natural capital? This article wrestles with John Stuart Mill’s two concepts of nature and argues that during the Anthropocene, natural capital should be understood as denoting economically valuable processes that are not absolutely—but relatively—detached from intentional human agency
Value Commitment, Resolute Choice, and the Normative Foundations of Behavioural Welfare Economics
Given the endowment effect, the role of attention in decision-making, and the framing effect, most behavioral economists agree that it would be a mistake to accept the satisfaction of revealed preferences as the normative criterion of choice. Some have suggested that what makes agents better off is not the satisfaction of revealed preferences, but ‘true’ preferences, which may not always be observed through choice. While such preferences may appear to be an improvement over revealed preferences, some philosophers of economics have argued that they face insurmountable epistemological, normative, and methodological challenges. This article introduces a new kind of true preference – values-based preferences – that blunts these challenges. Agents express values-based preferences when they choose in a manner that is compatible with a consumption plan grounded in a value commitment that is normative, affective, and stable for the agent who has one. Agents who choose according to their plans are resolute choosers. My claim is that while values-based preferences do not apply to every choice situation, this kind of preference provides a rigorous way for thinking about classic choice situations that have long interested behavioral economists and philosophers of economics, such as ‘Joe-in-the-cafeteria.

MedImmune, Inc. v. Genentech, Inc. asks whether Article III\u27s restriction on the jurisdiction of the federal courts only to cases and controversies, as required by the actual controversy limitation of the Declaratory Judgment Act, necessitates that a patent licensee terminate or breach its license agreement before seeking a declaratory judgment to hold the underlying patent invalid, unenforceable, or not infringed. Breaking with the Court of Appeals for the Federal Circuit, the MedImmune majority clearly establishes a patent licensee\u27s legal right to challenge the validity and enforceability of a patent without actually breaching or terminating the underlying licensing agreement for the challenged patent. Thus, a challenge to the validity of a patent is now a justiciable controversy for which a federal court has subject matter jurisdiction
The Anisoplanatic Point Spread Function in Adaptive Optics
The effects of anisoplanatism on the adaptive optics point spread function
are investigated. A model is derived that combines observations of the guide
star with an analytic formulation of anisoplanatism to generate predictions for
the adaptive optics point spread function at arbitrary locations within the
field of view. The analytic formulation captures the dependencies of
anisoplanatism on aperture diameter, observing wavelength, angular offset,
zenith angle and turbulence profile. The predictions of this model are compared
to narrowband 2.12 um and 1.65 um images of a 21 arcsec binary (mV=7.3, 7.6)
acquired with the Palomar Adaptive Optics System on the Hale 5 meter telescope.
Contemporaneous measurements of the turbulence profile made with a DIMM/MASS
unit are used together with images of the primary to predict the point spread
function of the binary companion. Predicted companion Strehl ratios are shown
to match measurements to within a few percent, whereas predictions based on the
isoplanatic angle approximation are highly discrepant. The predicted companion
point spread functions are shown to agree with observations to 10%. These
predictions are used to measure the differential photometry between binary
members to an accuracy of 1 part in 10^{3}, and the differential astrometry to
an accuracy of 1 mas. Errors in the differential astrometry are shown to be
dominated by differential atmospheric tilt jitter. These results are compared
to other techniques that have been employed for photometry, astrometry, and
high contrast imaging.Comment: 26 pages, 7 figure
Sub-Saharan Africa at a crossroads: a quantitative analysis of regional development
This repository item contains a single issue of The Pardee Papers, a series papers that began publishing in 2008 by the Boston University Frederick S. Pardee Center for the Study of the Longer-Range Future. The Pardee Papers series features working papers by Pardee Center Fellows and other invited authors. Papers in this series explore current and future challenges by anticipating the pathways to human progress, human development, and human well-being. This series includes papers on a wide range of topics, with a special emphasis on interdisciplinary perspectives and a development orientation.Sub-Saharan Africa is at a crossroads of development. Despite a quarter of a century of economic reforms propagated by national policies and international financial agencies and institutions, sub-Saharan Africa is still lagging in development. In this paper, the authors adopt two techniques using both qualitative (e.g. governance) and quantitative factors (e.g., GDP) to examine regional patterns of development in sub-Saharan Africa. More specifically, they examine and analyze similarities and differences among the countries in this region using a multivariate statistical technique, Principal Component Analysis (PCA), and a unsupervised neural network called Kohonen’s Self-Organizing Map (SOM) to cluster levels of development. PCA serves as a tool for determining regional patterns while SOM is more useful for determining continental patterns in development. Both PCA and SOM results show a “developed” cluster in Southern Africa (South Africa, Namibia, Botswana, and Gabon). SOM exhibits a cluster of least developed countries in southern Western Africa and western Central Africa. The results demonstrate that the applied techniques are highly effective to compress multidimensional qualitative and quantitative data sets to extract relevant information about development from a policy perspective. Our analysis indicates the significance of governance variables in some clusters while a combination of variables explains other regional clusters.
