Numberical simulation of the effects of radially injected barium plasma in the ionosphere
The morphology of the ion cloud in the radial shaped charge barium injection was studied. The shape of the ion cloud that remains after the explosive products and neutral barium clears away was examined. The ion cloud which has the configuration of a rimless wagon wheel is shown. The major features are the 2.5 km radius black hole in the center of the cloud, the surrounding ring of barium ion and the spokes of barium ionization radiating away from the center. The cloud shows no evolution after it emerges from the neutral debris and it is concluded that it is formed within 5 seconds of the event. A numerical model is used to calculate the motion of ions and electrons subject to the electrostatic and lorenz forces

The detection and classification of blast cell in Leukaemia Acute Promyelocytic Leukaemia (AML M3) blood using simulated annealing and neural networks
This paper was delivered at AIME 2011: 13th Conference on Artifical Intelligence in Medicine.This paper presents a method for the detection and classification of blast cells in M3 with others sub-types using simulated annealing and neural networks. In this paper, we increased our test result from 10 images to 20 images. We performed Hill Climbing, Simulated Annealing and Genetic Algorithms for detecting the blast cells. As a result, simulated annealing is the “best” heuristic search for detecting the leukaemia cells. From the detection, we performed features extraction on the blast cells and we classifying based on M3 and other sub-types using neural networks. We received convincing result which has targeting around 97% in classifying of M3 with other sub-types. A State\u27s Power to Enter into a Consent Decree That Violates State Law Provisions: What Findings of a Federal Violation Are Sufficient to Justify a Consent Decree That Trumps State Law?
In the last forty years federal courts have played a prominent role in reshaping our public institutions. And while some scholars question the efficacy of these structural injuctions, the authority of federal courts to order such relief is generally unquestioned. What is open to debate, however, is whether state officials can agree to a remedy they would not have had the authority to order themselves; and if so, to what extent must an underlying constitutional violation be proved so as to justify the remedy?
This article discusses the competing theories and concludes that a remedy that violates state law may not be based on consent alone, but rather must be based on a violation of federal law. However, if a violation of federal law means a formal federal court determination on the merits, then in essence the state attorney general has no power to settle. Instead, this article proposes a preliminary injuction standard for determining whether there has been a sufficient finding of a violation of federal law to justify upholding a consent decree that trumps state law
