ORÇAMENTO PÚBLICO EM PROVIMENTO DOS ADOLESCENTES EM CONFLITO COM A LEI

Avaliação das informações orçarnentárias relacionadas às políticas públicas direcionadas aos adolescentes em conflito com a lei, como subsídio à ação da sociedade civil organizada na lula peios direitos desse grupo. Utilizando o conceito strícto sensu de orçamento definiu-se o conjunto de atividades e projetos previstos que se destinam exclusiva ou phoritariamente aos adolescentes em conflito com a lei. Verificou-se, desta forma! se os recursos auferidos às propostas do Piano Orçamentário Plurianual (2002/2005), da Lei de Diretrizes Orçamentárias (2004) e da Lei Orçamentária Anual (2004), de fato contemplam — ainda que de forma ‘genérica” — a previsão dos recursos orçamentários necessários às demandas de atendimento existentes, e se o orçamento federal segue em consonância com os ditames da lei, que preconiza a “doutrina da proteção ntegral” à criança e ao adolescente, estabelecendo mecanismos para a garantia da cidadania aos adolescentes que cometeram infrações. Observase, contudo, que os programas/ações específicos são importantes, mas não bastam para solucionar as enormes e profundas diversidades sociais que afetam essas crianças e adolescentes

The proposal of this work is give visibility the budget information related to political public for adolescents in conflict with the law, of way it intend aid the action of the civil society in the contest by the rights of this specifically group. Using the concept stricto sensu of budget we search priority lo define the foreseen set of activities and projects that if destine exclusive or to the adolescents in conflict with the law. It was verified, of this form, if the resources gained to the proposals of the Plan Budgetary Plurannual (2002/ 2005), of the Law the Diroctresses to a Budget (2004) and of the Law Budgetary Annual (2004) of fact contemplated - still that of “qeneric” form - the forecast of the necessary budgetary resources to the existing demands of attendance, and if the federal budget follows in accord with the rules of the law, that praises the “doctrine of the integral protection” to the child and the adolescent, establishing mechanisms for the guarantee of the citizenship the adolescents that they had committed intractions. Standing out itself, however that the programs and specific actions are important but not be enough lo solve the serious and deep social diversities that involve these adolescents
