A utilização de cultura popular nos estudos de relações internacionais: uma análise das teorias por meio do livro “American Gods”, de Neil Gaiman

A aplicação de cultura popular como uma ferramenta de ensino e aprendizagem permite a aproximação entre teoria e realidade, incentivando o aluno a tornar-se um interprete ativo e um melhor analista de seu próprio mundo. Compreender as Relações Internacionais por meio da ficção literária é uma forma de criar um paralelo com a realidade que permite que os alunos possam fazer suas próprias interpretações e aplicá-las aos eventos observados no mundo. Pensando nestas possibilidades, este trabalho procura analisar as Relações Internacionais à luz dos eventos do livro American Gods, de Neil Gaiman, relacionando as principais teorias das Relações Internacionais – Realismo, Liberalismo, Teorias de Gênero, Construtivismo e Pós-Colonialismo – com os fatos apresentados ao longo da obra. Fazendo uso de cultura popular, a monografia averiguou se o uso de mundos fantasiosos e personagens fictícios poderia ser uma forma de ensino diante das temáticas propostas pelas teorias das Relações Internacionais e se, de fato, essa aprendizagem poderia ser aplicada aos eventos que permeiam o cenário internacional. Defende-se que o exercício possibilita uma compreensão mais profunda das próprias teorias e do sistema internacional contemporâneo, uma vez que promove o entendimento dos temas e conceitos fundamentais da disciplina pelo rompimento de práticas docentes cotidianas e pelo oferecimento de novas formas de enxergar o mundo.The use of popular culture as a teaching and learning tool allows the approximation between theory and reality, encouraging the student to become an active interpreter and a better analyst of his own world. Understanding International Relations through literary fiction is a way of creating a parallel with reality that allows students to make their own interpretations and apply them to the events observed in the world. Thinking about these possibilities, this article seeks to analyze International Relations in light of the events of the American gods of Neil Gaiman, relating the main theories of International Relations - Realism, Liberalism, Gender Theories, Constructivism and Postcolonialism - with the facts presented through the paper. Using popular culture, the monograph investigated whether the use of fantasy worlds and fictional characters could be a form of teaching in the face of the themes proposed by International Relations theories and whether, in fact, this learning could be applied to the events that permeate the scene International. It is argued that the exercise allows for a deeper understanding of the theories and the contemporary international system, since it promotes the understanding of the fundamental themes and concepts of the discipline through the breakdown of everyday teaching practices and the offer of new ways of seeing the world

A influência do agronegócio na política externa ambiental brasileira

O presente trabalho objetivou avaliar a influência do agronegócio na política externa ambiental brasileira no período de 2010 a 2020, abarcando o final do governo de Lula da Silva (2003- 2011), Dilma Rousseff (2011-2016), Michel Temer (2016-2018) e Jair Bolsonaro (2019-2020). O recorte temporal levou em consideração o fortalecimento do setor frente à sua expansão econômica e aproximação da representação do agronegócio com o governo a partir da gestão de Rousseff. Com base no Modelo dos Jogos de Dois Níveis proposto por Robert Putnam, partindo de um sistema complexo de ações, buscou-se analisar a atuação o agronegócio, por meio da Frente Parlamentar da Agropecuária (FPA), frente à política externa ambiental a partir de sua atuação na Comissão de Relações Exteriores e de Defesa Nacional da Câmara de Deputados e do Senado (CREDN e CRE). O agronegócio é uma frente ampla, composta por uma série de grupos, com os mais variados interesses, muito bem articulados com governo, sociedade civil e setor privado. A FPA, como representante oficial dos interesses do agronegócio na Câmara, faz parte do processo de atuação do setor em busca de maior representatividade. Sua articulação com outras bancadas é notória e representa a força do agronegócio na política brasileira, justamente porque é essa habilidade de articulação que permite ao grupo a garantia de seus interesses. Sua atuação na CREDN e na CRE revelam espaços pertinentes à atuação da FPA como um grupo de interesse e de pressão, atuando a partir de um lobby, munida de mecanismos institucionalizados, garantindo a aproximação do setor agroexportador com o processo decisório da política externa ambiental brasileira. Em consonância com os discursos disponibilizados nas Resenhas de Política Exterior Brasileira, é possível verificar a atuação do agronegócio através da FPA e dos grupos interligados à Frente Parlamentar por meio da aproximação com o governo federal e suas instituições. No que toca ao meio ambiente, a atuação do grupo, dentro dos eixos temáticos aos quais à FPA atua, garantiu acesso às informações e respaldo nos discursos presidenciais de apoio de Temer e Bolsonaro. Destaca-se, contudo, que observar as Comissões isoladamente demonstra a participação, mas não demonstra o grau de influência, justamente por apresentarem apenas uma parte do desempenho Legislativo na política externa brasileira.The main objective of this research is assessing the influence of agribusiness on Brazilian environmental foreign policy from 2010 to 2020, covering the end of Lula da Silva's government (2003-2011), Dilma Rousseff (2011-2016), Michel Temer (2016- 2018) and Jair Bolsonaro (2019-current). The time frame took into account the strengthening of the sector due its economic expansion and approximation of the representation of agribusiness with the government from the management of Rousseff. Based on the Two-Level Games Model proposed by Robert Putnam, using foreign policy system approach, the main goal was to analyze the performance of agribusiness, through the Parliamentary Front of Agriculture (PFA), in the formulation of the environmental foreign policy due its performance in the Committee on Foreign Relations and National Defense of the House of Representatives and the Senate (CFRND and CFR). Agribusiness is a broad front, composed of a series of groups, with the most varied interests, well-articulated with government, civil society and the private sector. The PFA, as the official representative of agribusiness interests in the House of Representatives, is part of the sector's process of seeking greater representation. Its articulation with other parliamentary benches is notorious and represents the strength of agribusiness in Brazilian politics, precisely because it is this articulation ability that allows the group to guarantee its interests. The group work at CFRND and CFR reveals relevant spaces to the PFA's performance as an interest and pressure group, operating from a lobby, equipped with institutionalized mechanisms, ensuring the approximation of the agro-export sector with the decision-making process of Brazilian environmental foreign policy. In line with the speeches made available in the Brazilian Foreign Policy Reviews, it is possible to verify the performance of agribusiness through the FPA and groups linked to the Parliamentary Front through the approach with the federal government and its institutions. With regard to the environment, the group's activities, within the topics to which the PFA operates, guaranteed access to information and support in the presidential speeches of support from Temer and Bolsonaro. It is noteworthy, however, that observing the Commissions in isolation demonstrates participation, but does not demonstrate the degree of influence, precisely because they present only part of the Legislative performance in Brazilian foreign policy
