Taxing Emissions, Not Income: How to Moderate the Regional Impact of Federal Environment Policy
Canadian policymakers have the policy tools needed to ameliorate the regional economic harm that taxing GHG emissions can cause. A price on GHG emissions will affect Canadian provinces differently, possibly undermining support for a policy that incurs regional transfers of income. The authors recommend returning to the provinces the revenues collected through auctioned emissions permits, so that they may offer personal and corporate income tax relief, all to moderate the regional impact of GHG carbon policy. Allowing provinces to retain the revenues collected from auctioned emissions permits would achieve a greater degree of regional equity than the other policy options.Economic Growth and Innovation, GHG emissions, GHG carbon policy. Asymmetric Proteome Equalization of the Skeletal Muscle Proteome Using a Combinatorial Hexapeptide Library
Immobilized combinatorial peptide libraries have been advocated as a strategy for equalization of the dynamic range of a typical proteome. The technology has been applied predominantly to blood plasma and other biological fluids such as urine, but has not been used extensively to address the issue of dynamic range in tissue samples. Here, we have applied the combinatorial library approach to the equalization of a tissue where there is also a dramatic asymmetry in the range of abundances of proteins; namely, the soluble fraction of skeletal muscle. We have applied QconCAT and label-free methodology to the quantification of the proteins that bind to the beads as the loading is progressively increased. Although some equalization is achieved, and the most abundant proteins no longer dominate the proteome analysis, at high protein loadings a new asymmetry of protein expression is reached, consistent with the formation of complex assembles of heat shock proteins, cytoskeletal elements and other proteins on the beads. Loading at different ionic strength values leads to capture of different subpopulations of proteins, but does not completely eliminate the bias in protein accumulation. These assemblies may impair the broader utility of combinatorial library approaches to the equalization of tissue proteomes. However, the asymmetry in equalization is manifest at either low and high ionic strength values but manipulation of the solvent conditions may extend the capacity of the method

Effect of supplemental sericea lespedeza pellets on internal parasite infection and nutritional status of grazing goats
Feeding pelleted sericea lespedeza (SL; Lespedeza cuneata) on pasture can reduce gastrointestinal nematode (GIN) and coccidia (Eimeria spp.) infection in sheep and goats, but effects on nutritional status are unclear. Therefore, a study was completed comparing yearling goats grazing grass pasture supplemented with SL or non-condensed tannins (CT) commercial pellets (control group), respectively, at 1.5% of body weight for 14 weeks, and then after 14 weeks, they were only fed with non-CT pellets at 2.5% of body weight for additional six weeks. Animal body weight was measured at the start of the trial, the 7th week, 14th week and end of the trial. Fecal samples were taken weekly to determine GIN egg output (fecal egg count; FEC) and coccidial oocyst production (fecal oocyst count; FOC). Blood samples (to determine packed cell volume; PCV) were taken weekly to monitor anemia status of the goats, and on days 0, 98 and 137 to determine aspartate aminotransferase (AST), alanine aminotransferase (ALT) and creatine kinase (CK). The study revealed that supplemental SL leaf meal pellets had no effect on FEC, but reduced FOC (P < 0.05) and improved FAMACHA© scores (P < 0.001) in the goats, and the SL supplemented goats tended to gain more weight (P = 0.07) than control animals during the first 49 d, following initiation of pellet feeding. There were no treatment effects on enzymes related to liver function or muscle turnover (AST, ALT and CK), suggesting that there was no muscle damage due to long-term feeding of SL pellets. Aquatic biosurvey of the Lovell River on UNH land
We assessed the physical, chemical and biological conditions at two sites along the Lovell River on University of New Hampshire (UNH) -owned conservation land. The discharge was 4.4 m3 s-1 at Site 1 and 5.7 m3 s -1 downstream at Site 2. Canopy coverage ranged from 8-25%. Canopy was dominated by Eastern Hemlock (79-84%). Much of the stream was strewn with large boulders and the substrate consisted of rocks of highly variable sizes ( 3-549 cm dia.). Specific conductivity (22.1-23.3 µS), pH (6.4) and temperature (7.9-8.3 °C) varied little between sites. Macro-invertebrate bio-indices indicated either excellent water quality with no apparent organic pollution (3.0/10) or good water quality with possible slight organic pollution (4.4/10)
Advancing socioecological mental health promotion intervention: A mixed methods exploration of Phase 1 Agenda Gap findings
Introduction: Protecting and promoting the mental health of youth under 30 years of age is a priority, globally. Yet investment in mental health promotion, which seeks to strengthen the determinants of positive mental health and wellbeing, remains limited relative to prevention, treatment, and recovery. The aim of this paper is to contribute empirical evidence to guide innovation in youth mental health promotion, detailing the early outcomes of Agenda Gap, an intervention centering youth-led policy advocacy to influence positive mental health for individuals, families, communities and society.Methods: Leveraging a convergent mixed methods design, this study draws on data from n = 18 youth (ages 15 to 17) in British Columbia, Canada, who contributed to pre- and post-intervention surveys and post-intervention qualitative interviews following their participation in Agenda Gap from 2020-2021. These data are supplemented by qualitative interviews with n = 4 policy and other adult allies. Quantitative and qualitative data were analyzed in parallel, using descriptive statistics and reflexive thematic analysis, and then merged for interpretation.Results: Quantitative findings suggest Agenda Gap contributes to improvements in mental health promotion literacy as well as several core positive mental health constructs, such as peer and adult attachment and critical consciousness. However, these findings also point to the need for further scale development, as many of the available measures lack sensitivity to change and are unable to distinguish between higher and lower levels of the underlying construct. Qualitative findings provided nuanced insights into the shifts that resulted from Agenda Gap at the individual, family, and community level, including reconceptualization of mental health, expanded social awareness and agency, and increased capacity for influencing systems change to promote positive mental health and wellbeing.Discussion: Together, these findings illustrate the promise and utility of mental health promotion for generating positive mental health impacts across socioecological domains. Using Agenda Gap as an exemplar, this study underscores that mental health promotion programming can contribute to gains in positive mental health for individual intervention participants whilst also enhancing collective capacity to advance mental health and equity, particularly through policy advocacy and responsive action on the social and structural determinants of mental health
