A Study of the Truants Alternative Program in the Clay-Jasper-Richland Educational Service Region, Southeastern, Illinois
The purpose of this study was to determine if the Clay-Jasper-Richland Truants Alternative Program had reduced truancy and chronic truancy in the region during the 1984-85 school year and to identify possibly needed modifications in the Truants Alternative Program.
A review of the research and literature revealed that truancy is a complex problem that may require the treatment of the student, school environment, and general environment. Only after a careful evaluation of a student\u27s situation can a plan be formulated for remediating the truancy problem.
Statistics were obtained on the numbers of truants, chronic truants, and student population in each public school district in the region for the 1983-84 and 1984-85 school years. Comparison of statistics for the two years showed there was a large decrease in chronic truancy and a slight increase in truancy in the region during the 1984-85 school year.
Through an interview of the Assistant Regional Superintendent, descriptive information provided by Truants Alternative Program teachers, and responses to questionnaires from principals and teachers, it was found that modifications were indicated mainly in the areas of remediation and inservice.
Finally, it was recommended that the Truants Alternative Program provide more inservice, a comprehensive plan for remediation, and an alternative school setting for drop-outs and students needing extensive modifications in their educational plan

Systems Analysis, Simulation, and Signal s@tiDm@"21s7c Processing Aspects of Coordinated Experimental and Modeling Investigations of Gas Discharge Switch Breakdown and Energy Loss Behavior $?"" 2+
ABSTRACT The authors are engaged in an experimental and modeling investigation of the macroscopic electrical turn-on behavior of high-pressure gas discharge switching. Emphasis is on characterizing the fiist few nanoseconds of switch turn-on for a range of operational conditions (i.e., gas type, gas pressure, gap length, drive circuit impedance, etc.). This paper describes the modeling, signal processing, and systems analysis aspects of the investigations. A highfidelity 3-D model of the experimental apparatus is developed and simulations are performed using a fill 3-D time-domain Maxwell solver. This provides detailed electrical characterization of the experimental system and development of transfer fimctions $at allow for the estimation of time-varying discharge gap voltage and current waveforms based on experimental D-dot probe measurements taken some distance away from the discharge gap. The steps of this process. are outlined, example results are shown, work currently underway is discussed, and fiture directions noted
Plastic Laminate Pulsed Power Development
The desire to move high-energy Pulsed Power systems from the laboratory to practical field systems requires the development of compact lightweight drivers. This paper concerns an effort to develop such a system based on a plastic laminate strip Blumlein as the final pulseshaping stage for a 600 kV, 50ns, 5-ohm driver. A lifetime and breakdown study conducted with small-area samples identified Kapton sheet impregnated with Propylene Carbonate as the best material combination of those evaluated. The program has successfully demonstrated techniques for folding large area systems into compact geometry's and vacuum impregnating the laminate in the folded systems. The major operational challenges encountered revolve around edge grading and low inductance, low impedance switching. The design iterations and lessons learned are discussed. A multistage prototype testing program has demonstrated 600kV operation on a short 6ns line. Full-scale prototypes are currently undergoing development and testing
