    Strategic Interaction in United States Fishery Management Councils

    A two-stage model of interactions within Regional Fishery Management Councils was developed in which management targets were set which may deviate from levels needed to achieve management policy. The first stage modeled bargaining solutions between Council members (harvesters, conservationists, and government) for management targets, and the second stage addressed litigation of those solutions. Results indicate that bargaining power favoring one constituent group could lead to Council outcomes that deviate from management policy. This, in turn, creates incentives for the aggrieved constituent group to litigate.     An Evaluation of the Sustainability of Global Tuna Stocks Relative to Marine Stewardship Council Criteria

    The Marine Stewardship Council (MSC) has established a program whereby a fishery may be certified as being sustainable. The sustainability of a fishery is defined by MSC criteria which are embodied in three Principles: relating to the status of the stock, the ecosystem of which the stock is a member and the fishery management system. Since many of these MSC criteria are comparable for global tuna stocks, the MSC scoring system was used to evaluate nineteen stocks of tropical and temperate tunas throughout the world and to evaluate the management systems of the Regional Fishery Management Organizations (RFMO) associated with these stocks

    Recruitment as an evolving random process of aggregation and mortality

    The dynamics of the survival of recruiting fish are analyzed as evolving random processes of aggregation and mortality. The analyses draw on recent advances in the physics of complex networks and, in particular, the scale-free degree distribution arising from growing random networks with preferential attachment of links to nodes. In this study simulations were conducted in which recruiting fish 1) were subjected to mortality by using alternative mortality encounter models and 2) aggregated according to random encounters (two schools randomly encountering one another join into a single school) or preferential attachment (the probability of a successful aggregation of two schools is proportional to the school sizes). The simulations started from either a “disaggregated” (all schools comprised a single fish) or an aggregated initial condition. Results showed the transition of the school-size distribution with preferential attachment evolving toward a scale-free school size distribution, whereas random attachment evolved toward an exponential distribution. Preferential attachment strategies performed better than random attachment strategies in terms of recruitment survival at time when mortality encounters were weighted toward schools rather than to individual fish. Mathematical models were developed whose solutions (either analytic or numerical) mimicked the simulation results. The resulting models included both Beverton-Holt and Ricker-like recruitment, which predict recruitment as a function of initial mean school size as well as initial stock size. Results suggest that school-size distributions during recruitment may provide information on recruitment processes. The models also provide a template for expanding both theoretical and empirical recruitment research

    Tunable Narrow Band Difference Frequency THz Wave Generation in DAST via Dual Seed PPLN OPG

    We report a widely tunable narrowband terahertz (THz) source via difference frequency generation (DFG). A narrowband THz source uses the output of dual seeded periodically poled lithium niobate (PPLN) optical parametric generators (OPG) combined in the nonlinear crystal 4-dimthylamino-N-methyl-4-stilbazolium-tosylate (DAST). We demonstrate a seamlessly tunable THZ output that tunes from 1.5 THz to 27 THz with a minimum bandwidth of 3.1 GHz. The effects of dispersive phase matching, two-photon absorption, and polarization were examined and compared to a power emission model that consisted of the current accepted parameters of DAST

    Head Impact Exposure in Youth Football: Elementary School Ages 9–12 Years and the Effect of Practice Structure

    Head impact exposure in youth football has not been well-documented, despite children under the age of 14 accounting for 70% of all football players in the United States. The objective of this study was to quantify the head impact exposure of youth football players, age 9–12, for all practices and games over the course of single season. A total of 50 players (age = 11.0 ± 1.1 years) on three teams were equipped with helmet mounted accelerometer arrays, which monitored each impact players sustained during practices and games. During the season, 11,978 impacts were recorded for this age group. Players averaged 240 ± 147 impacts for the season with linear and rotational 95th percentile magnitudes of 43 ± 7 g and 2034 ± 361 rad/s(2). Overall, practice and game sessions involved similar impact frequencies and magnitudes. One of the three teams however, had substantially fewer impacts per practice and lower 95th percentile magnitudes in practices due to a concerted effort to limit contact in practices. The same team also participated in fewer practices, further reducing the number of impacts each player experienced in practice. Head impact exposures in games showed no statistical difference. While the acceleration magnitudes among 9–12 year old players tended to be lower than those reported for older players, some recorded high magnitude impacts were similar to those seen at the high school and college level. Head impact exposure in youth football may be appreciably reduced by limiting contact in practices. Further research is required to assess whether such a reduction in head impact exposure will result in a reduction in concussion incidence
