Invecchiamento, produttività e cambiamenti strutturali del mercato del lavoro: il ruolo della formazione
Nel corso degli ultimi decenni il processo di invecchiamento della popolazione ha interessato tutti i paesi maggiormente sviluppati. In Italia questo fenomeno si è verificato con maggiore rapidità e le cause sono da ricercarsi nell’aumento dell’aspettativa di vita, nei bassi livelli di natalità e nei flussi migratori che non compensano la diminuzione della popolazione. Le conseguenze dell’invecchiamento della popolazione non sono esclusivamente demografiche: gli effetti di tali dinamiche si ripercuotono sull’economia e sul mercato del lavoro. In particolare, appare interessante analizzare le conseguenze che possono scaturire a seguito dell’associazione tra invecchiamento della popolazione e cambiamenti in atto nel mondo del lavoro.
Il presente lavoro è diviso in tre capitoli: nel primo viene descritto il processo di invecchiamento della popolazione italiana negli ultimi decenni e le sue conseguenze sul mercato del lavoro.
Nel secondo capitolo vengono esaminati gli effetti dell’invecchiamento della forza lavoro sulla produttività delle imprese, mettendo in luce il ruolo specifico della formazione. Sebbene la popolazione non si ridurrà nel breve periodo, l’età media dei lavoratori si sta innalzando rapidamente e questo potrebbe avere ripercussioni sugli attuali livelli di crescita e sulla sostenibilità dei sistemi di protezione sociale. Un’importante condizione affinché lo scenario economico non peggiori è che il livello produttivo delle imprese rimanga sostenuto. A tale fine è stata analizzata empiricamente la relazione tra struttura per età dei dipendenti, investimenti in formazione e produzione delle imprese italiane. Le analisi sono state condotte su un campione longitudinale rappresentativo delle società di capitale in Italia (RIL-INAPP) opportunamente integrato con l’Archivio AIDA contenente i bilanci certificati delle imprese. Due i risultati principali: in primo luogo la quota di lavoratori over50 e l’investimento in formazione risultano associate ad un incremento positivo della produttività del lavoro, anche nel caso in cui l’eterogeneità non osservata delle imprese è tenuta sotto controllo (tecniche Fixed Effects). Inoltre è emersa una relazione potenzialmente positiva tra formazione e capacità produttiva dei lavoratori over50 nelle aziende manifatturiere e in quelle che occupano oltre 50 dipendenti.
Il terzo capitolo affronta il tema degli effetti della crisi economica sui lavoratori over50 a bassa qualificazione. Le statistiche indicano questa categoria come quella maggiormente a rischio di esclusione sociale soprattutto perché tali lavoratori presentano titoli di studio e tassi di partecipazione formativa mediamente più bassi. Le analisi trasversali e longitudinali, sviluppate attraverso quattro modelli logistici su dati LFS (Eurostat), stimano i fattori che determinano per tali lavoratori la propensione a fare formazione o a perdere l’occupazione a distanza di un anno dalla prima intervista. I risultati suggeriscono un peggioramento della condizione di questa categoria di lavoratori. Alcuni fattori di rischio sembrerebbero mostrare un rafforzamento (vivere nelle regioni meridionali, lavorare nelle piccole imprese, avere un basso livello d’istruzione), mentre altri fattori protettivi sembrerebbero aver attenuato la loro funzione (lavorare in grandi imprese, avere un titolo di studio più elevato)
The manual, communicative and quantitative abilities of native and foreign workers according to their level of education in Italy
Many studies address the labour market consequences of immigration flows. A branch of them argues that native workers respond to immigration by specializing in jobs where they have a comparative advantage, thus protecting themselves from labour market competition and possible wage losses. In order to examine this dynamic in the Italian labour market, we analysed the characteristics of jobs in Italy in terms of skills and tasks performed. The results show that foreigners hold more manual jobs, while natives hold jobs with more communicative and quantitative content

THE CONTRIBUTION OF FOREIGN WORKERS ON PRODUCTIVITY AND WAGES: COMPANY LEVEL EVIDENCE FROM ITALY
The aim of this paper is to describe the main features of firms for socio-characteristics of
employees and to investigate the effects of share of foreign workers on firm productivity and
wages. The analysis takes focuses on the medium and big size firms and on manufactured
and not agricultural sectors. For the study, we combined data from different data sources
(ASIA enterprises, ASIA employees and AIDA – Bureau Van Dijk). We found three main
results in this paper: primary, higher share of foreign workers has a negative impact on
productivity and wages of Italian firms, Secondary, the interaction between Extra-UE born
workers and blue collars (do not) reduce significatively (labour productivity) wages. Finally,
larger share of foreign-born employees that work in knowledge sector increases labour
productivity and wages.

Forecast of the foreign component in the Italian population to 2050
Although migrants are young when they arrive, they will age if they are allowed to stay in the destination
country. Available data show that the foreign component of the European population is experiencing an
aging process even in countries where net migratory gains are substantial. In Italy in the period from 2002
to 2021 the number of migrants aged 65 and over increased from 41 thousand to 274 thousand, the share of
over 65s was 3.0% in 2002 and almost doubled in 2021, reaching 5.5%. Studies specifically concerning the
demographic forecasts of the foreign population are scarce and can be of great interest as these processes
have direct repercussions on the composition of the job offer and inevitable and economic repercussions
regarding health and pension spending. For this purpose, the study adopts a stochastic approach based on
the properties of the event-point processes which allowed to make forecasts on the overall population
residing in Italy by 2050, highlighting the foreign componen
The Workforce Aging and Challenges for Policy and for Business. The Case of Italy
Across Europe, the working age population is decreasing and aging. In this study, with reference to Italy, we analyze the main demographic trends underlying these processes. By using data from the continuous Labor Force Survey, we show the effects of the overall population dynamics on workforce age structure and its composition by professional activities and economic sector. We argue that the observed changes in the labor market are only partially due to demographic trends since they are strictly intertwined with the rigidity of the Italian economic system. We then illustrate the results of two sample surveys conducted among large and small-medium Italian enterprises, respectively. The main result is that the Italian businesses are moderately aware of the aging process of their human resources, and only a few are worried about it. Only few larger companies are actively implementing strategies of age management in order to cope with the issue. Finally, we discuss the implications for the policy of the above results, also in the light of recommendations from the international organizations

concerns the study of the genetic disease with the identification
of the causal mutation, in order to develop a rapid test for his
detection, avoiding its transmission to the future generations
Association between atmospheric ozone levels and damage to human nasal mucosa in Florence, Italy
We evaluated the effects of urban air pollutants on
human nasal mucosa over an 8-month period on
102 subjects living in Florence, Tuscany, Italy. A
group of subjects living in a city with a lower level
of pollution (Sassari, Sardinia, Italy) was also analyzed.
Nasal mucosa cells were harvested by
brushing, a noninvasive procedure. Half of the
cells were used for genotoxicity studies using the
alkaline comet assay, and half for morphological
studies. The levels of DNA damage in the nasal
mucosa were considerably higher (+73%) in the
subjects living in Florence than in Sassari. High
levels of atmospheric ozone in Florence air correlated
with DNA damage, and to the prevalence of
inflammatory pathologies of the upper respiratory
tract, although the ozone concentrations were below
the Italian recommended attention level. Furthermore,
higher levels of DNA damage were correlated
with a dysfunction in the ability to maintain
a normal epithelial cell structure. These data suggest
an association between ozone air levels and
damage in the upper respiratory tract. It remains
unclear whether ozone itself or other associated
pollutants are responsible for the observed alterations
