Status pooblaščenega gospodarskega subjekta in varnost podjetja
Status pooblaščenega gospodarskega subjekta je bil uveden v okviru sprememb Carinskega zakonika Evropske unije, ki se nanašajo na izboljšanje varnosti na zunanjih mejah Evropske unije in na hitrejši pretok blaga s poenostavljenimi postopki ter uporabo informacijske tehnologije.
Razlog za pisanje prispevka je pomen uvedbe statusa pooblaščenega gospodarskega subjekta, ki je zagotavljanje varnosti celotne dobavne verige in njenih posameznih členov – gospodarskih subjektov.
Cilj prispevka je predstavitev procesa pridobivanja statusa pooblaščenega gospodarskega subjekta z vidika zahtev, ki jih mora gospodarski subjekt izpolnjevati, da ustreza merilom za podelitev statusa, s poudarkom na varnostnih in varstvenih zahtevah
A resilience based approach to critical infrastructure and social safety issues
The critical infrastructure is by definition the operation, knowledge and the situation that has in a given moment the vital effects on the level of the state. Each risk, which could seriously endanger the functioning of a critical infrastructure, can lead to terrible consequences from the point of view of the national security, economy, social security and wealth, public health, welfare and human rights. With this contribution, we want to present the domain of risks for the critical infrastructure of Republic of Slovenia, because in this field can the unexpected and unforeseen events seriously endanger the national security. Furthermore, such events can endanger already established rights of citizens of Republic of Slovenia and also basic human rights and liberties. The duty of subjects of leading and operating of Republic of Slovenia is to assure the existence and development of sovereignty of the State and a long-term security for all citizens. Critical infrastructure is unavoidable and is essential for societal safety. The success of organizations, populations and society that are part of the infrastructure function relies in the unconditional reliability and usefulness
Nevarnost JRKB napada zaradi možnosti zlorabe uporabe nevarnih kemikalij v proizvodno raziskovalnih procesih
V članku je predstavljena ustreznost zagotavljanja varnosti in varovanja v organizaciji, pri kateri, glede na uporabo nevarnih kemikalij v proizvodno raziskovalnih procesih, lahko pride do zlorabe proizvodnih in raziskovalnih procesov za namene kemijskega napada, ki se obravnava kot del napada z jedrskimi, radiološkimi, kemijskimi in biološkimi (JRKB) agensi
Police Officers and Pride Parades in Slovenia
Namen prispevka:
Namen prispevka je predstaviti varovanje parade ponosa v Sloveniji, ugotoviti, ali policisti zagotavljajo varnost prireditve na ustrezen način, in ali so seznanjeni z zgodovinskim pomenom ter družbeno pomembnostjo parade ponosa.
Metode:
Raziskavo o odnosu policistov do parade ponosa smo izvedli na vzorcu 108 policistov treh policijskih postaj v Ljubljani. Na temo raziskave smo izvedli tudi nekaj polstrukturiranih intervjujev z udeleženci parade ponosa.
Ugotovitve:
Rezultati raziskave med policisti kažejo, da je bolj izkušenim policistom parada ponosa bolj družbeno pomembna kot manj izkušenim. Na podlagi intervjujev z udeleženci parade ponosa je bilo ugotovljeno, da so ti pozitivno ocenili vlogo policistov pri zagotavljanju varnosti.
Omejitve/uporabnost raziskave
Omejitev raziskave izhaja iz majhnega števila anketiranih policistov in manjšega števila intervjujev udeležencev parade ponosa./p>
Praktična uporabnost:
Policijsko delo v skupnosti se odraža v sodelovanju policistov z lokalnim okoljem, zato bodo rezultati raziskave in intervjujev policijskim vodjem in policistom vodilo pri sodelovanju z LGBT skupnostjo in ostalimi udeleženci na paradi ponosa.
Izvirnost/pomembnost prispevka:
Prispevek je izviren, saj predstavlja korak k poglobljenemu raziskovanju varnosti na paradi ponosa pri nas. Prispevek je zaradi še boljšega sodelovanja na paradi ponosa pomemben tako za slovensko policijo kot tudi za udeležence.Purpose:
The Purpose of this paper is to show the Pride parade security provision in Slovenia, to determine if security of this event is appropriately and adequately provided by the police and if police officers are aware of the parade’s historical significance and social relevance.
Design/Methods/Approach:
For the purposes of research, we conducted a survey in 2014 with 108 police officers from three police stations in Ljubljana, as well as interviews with a small number of Pride parade participants.
Findings:
Survey results indicate that the Pride parade is more socially important to the experienced police officers as compared to those less experienced. Based on the interviews, it was found that the participants of Pride parade assessed the role of the police in security provision positively.
Research Limitations / Implications:
The survey is limited, as it was carried out on a small sample of police officers, and interviews were conducted only with certain participants of the Pride parade.
Practical Implications:
Community policing is reflected in the participation of police officers in the local environment, therefore the results of research and interviews can guide police chiefs and police officers to improve collaboration with the LGBT community and other participants of the Pride parade.
Originality/Value:
This article presents the first step towards more thorough research of the safety in Pride parades. The article is important for both the police and Pride parade attendees, as it represents groundwork for better cooperation
Adaptability of state to a new CI challenges – with focus on cyber warfare domain
The article presents the current state of the field of regulation of cyber security in the Republic of Slovenia, since the presentation of what cyber security is at all, through the general presentation of individual elements of the Critical Infrastructure Act in the Republic of Slovenia, to the presentation of selected elements of the cyber security strategy in the Republic of Slovenia, which inevitably critical infrastructure. Information security and organizations that ensure the operation of services that fall within the scope of critical infrastructure are a new and essential element of every society and, as such, an exceptionally sensitive topic for the attitude of organizations to service users, on the other hand, a technology-sensitive topic for security issues, which are a key element in assessing the effective and successful handling of critical infrastructure in the country
Climate change in the Western Balkans and EU Green Deal: status, mitigation and challenges
The European Commission (EC), based on the European Green Deal (2019) and the Recovery plan for
Europe (2021), envisages investing 30% of the budget in climate-related programs, projects, and initiatives, which
clearly shows Europe’s commitment to becoming the frst climate-neutral region by 2050. Activities are also planned
for countries that are not members of the European Union (EU), which require complex changes in the feld of legisla tion, strategic planning, implementation, and monitoring. To successfully plan short-term and long-term activities
on these grounds, it is necessary to have a realistic picture of the state of climate change in each country—as they
spill over into the entire region of Europe. The main objective of this paper is to answer the following questions: (i) is
climate change observed in Western Balkans? (ii) how are certain sectors vulnerable to climate change in Western Bal kans? (iii) what are the climate change adaptation strategies in the six countries of the Western Balkans? The answers
to these questions can help in planning activities and initial alignment of Western Balkan countries with the EU plan
to achieve net zero greenhouse gas (GHG) emissions by 2050
Methodology of an Aircraft Accident Response System Assessment
The paper investigates the ability to learn from an aircraft accident as the opportunities for learning diminish with the decline in the accident rate. A safety compromising case is studied as the processes of aircraft accident intervention and recovery can degrade the ability of an aircraft accident investigation process to enhance aviation safety by revealing accident causation. In the case study an assessment of the Slovenian aircraft accident response system was made. For the purpose of evaluating the successfulness of aircraft accident intervention and effectiveness of recovery, a model of aircraft accident response system requirements has been developed. Based on non-conformances identified by the model of requirements, remedial measures are proposed for the enhancement of the aircraft accident response system operation. Criteria for the definition of the transition from accident intervention to recovery are derived from the assessment findings in a manner not to impede the aircraft accident investigation effectiveness and efficiency.</p
