    Can land value capture make PPP's competitive in fares? A Mumbai case study

    Mumbai Metro is planning to build 152 km of high-speed urban rail lines. The first line of Mumbai Metro was built through a Public-Private Partnership (PPP) and opened in 2014. Financial issues since its opening necessitated a fare increase—among one of the highest in India to maintain the line's commercial viability for the private operator. This paper examines how high dependence on farebox revenue could have been avoided by using Land Value Capture (LVC) to finance Mumbai Metro. A panel data hedonic price model was used to assess the impact of Mumbai Metro's commencement on approximately 66,000 apartments. The model shows a significant uplift of 14% in property prices in the Mumbai Metro catchment area resulting in USD 179 million value capture opportunity under Mumbai's existing legislative framework. This paper suggests that LVC could enable a PPP urban rail projects to achieve financial and social viability if governance systems can enable appropriate mechanisms

    Is practice aligned with the principles? Implementing New Urbanism in Perth, Western Australia

    New Urbanism is a recent American reform approach to urban development, which attempts to reduce car dependence through traditional design qualities such as connected streets with paths, higher density and mix with local centres. The Western Australian State Government has developed ‘Liveable Neighbourhoods’, which is a context-specific design code based on new Urbanist principles. This design code has been applied in the development of several dozen new neighbourhoods in Perth over the last decade. This paper shows that these developments do create more local walking but are no different to conventional suburban development in their regional car dependence. The causes of this are pursued in terms of a gap between principles and practice

    Site-Specific Effects of PECAM-1 on Atherosclerosis in LDL Receptor-Deficient Mice

    Objective—Atherosclerosis is a vascular disease that involves lesion formation at sites of disturbed flow under the influence of genetic and environmental factors. Endothelial expression of adhesion molecules that enable infiltration of immune cells is important for lesion development. Platelet/endothelial cell adhesion molecule-1 (PECAM-1; CD31) is an adhesion and signaling receptor expressed by many cells involved in atherosclerotic lesion development. PECAM-1 transduces signals required for proinflammatory adhesion molecule expression at atherosusceptible sites; thus, it is predicted to be proatherosclerotic. PECAM-1 also inhibits inflammatory responses, on which basis it is predicted to be atheroprotective. Methods and Results—We evaluated herein the effect of PECAM-1 deficiency on development of atherosclerosis in LDL receptor– deficient mice. We found that PECAM-1 has both proatherosclerotic and atheroprotective effects, but that the former dominate in the inner curvature of the aortic arch whereas the latter dominate in the aortic sinus, branching arteries, and descending aorta. Endothelial cell expression of PECAM-1 was sufficient for its atheroprotective effects in the aortic sinus but not in the descending aorta, where the atheroprotective effects of PECAM-1 also required its expression on bone marrow–derived cells. Conclusion—We conclude that PECAM-1 influences initiation and progression of atherosclerosis both positively and negatively, and that it does so in a site-specific manner.     The atmospheric circulation and dust activity in different orbital epochs on Mars

    A general circulation model is used to evaluate changes to the circulation and dust transport in the martian atmosphere for a range of past orbital conditions. A dust transport scheme, including parameterized dust lifting, is incorporated within the model to enable passive or radiatively active dust transport. The focus is on changes which relate to surface features, as these may potentially be verified by observations. Obliquity variations have the largest impact, as they affect the latitudinal distribution of solar heating. At low obliquities permanent CO2 ice caps form at both poles, lowering mean surface pressures. At higher obliquities, solar insolation peaks at higher summer latitudes near solstice, producing a stronger, broader meridional circulation and a larger seasonal CO2 ice cap in winter. Near-surface winds associated with the main meridional circulation intensify and extend polewards, with changes in cap edge position also affecting the flow. Hence the model predicts significant changes in surface wind directions as well as magnitudes. Dust lifting by wind stress increases with obliquity as the meridional circulation and associated near-surface winds strengthen. If active dust transport is used, then lifting rates increase further in response to the larger atmospheric dust opacities (hence circulation) produced. Dust lifting by dust devils increases more gradually with obliquity, having a weaker link to the meridional circulation. The primary effect of varying eccentricity is to change the impact of varying the areocentric longitude of perihelion, l, which determines when the solar forcing is strongest. The atmospheric circulation is stronger when l aligns with solstice rather than equinox, and there is also a bias from the martian topography, resulting in the strongest circulations when perihelion is at northern winter solstice. Net dust accumulation depends on both lifting and deposition. Dust which has been well mixed within the atmosphere is deposited preferentially over high topography. For wind stress lifting, the combination produces peak net removal within western boundary currents and southern midlatitude bands, and net accumulation concentrated in Arabia and Tharsis. In active dust transport experiments, dust is also scoured from northern midlatitudes during winter, further confining peak accumulation to equatorial regions. As obliquity increases, polar accumulation rates increase for wind stress lifting and are largest for high eccentricities when perihelion occurs during northern winter. For dust devil lifting, polar accumulation rates increase (though less rapidly) with obliquity above o=25°, but increase with decreasing obliquity below this, thus polar dust accumulation at low obliquities may be increasingly due to dust lifted by dust devils. For all cases discussed, the pole receiving most dust shifts from north to south as obliquity is increased

    Modeling the Martian dust cycle 1. Representations of dust transport processes

    A dust transport scheme has been developed for a general circulation model of the Martian atmosphere. This enables radiatively active dust transport, with the atmospheric state responding to changes in the dust distribution via atmospheric heating, as well as dust transport being determined by atmospheric conditions. The scheme includes dust lifting, advection by model winds, atmospheric mixing, and gravitational sedimentation. Parameterizations of lifting initiated by (1) near-surface wind stress and (2) convective vortices known as dust devils are considered. Two parameterizations are defined for each mechanism and are first investigated offline using data previously output from the non-dust-transporting model. The threshold-insensitive parameterizations predict some lifting over most regions, varying smoothly in space and time. The threshold-sensitive parameterizations predict lifting only during extreme atmospheric conditions (such as exceptionally strong winds), so lifting is rarer and more confined to specific regions and times. Wind stress lifting is predicted to peak during southern summer, largely between latitudes 15° and 35°S, with maxima also in regions of strong slope winds or thermal contrast flows. These areas are consistent with observed storm onset regions and dark streak surface features. Dust devil lifting is also predicted to peak during southern summer, with a moderate peak during northern summer. The greatest dust devil lifting occurs in early afternoon, particularly in the Noachis, Arcadia/Amazonis, Sirenum, and Thaumasia regions. Radiatively active dust transport experiments reveal strong positive feedbacks on lifting by near-surface wind stress and negative feedbacks on lifting by dust devils

    Oceanic dispersal barriers, adaptation and larval retention: an interdisciplinary assessment of potential factors maintaining a phylogeographic break between sister lineages of an African prawn

    <p>Abstract</p> <p>Background</p> <p>Genetic breaks separating regional lineages of marine organisms with potentially high broadcasting abilities are generally attributed either to dispersal barriers such as currents or upwelling, or to behavioural strategies promoting self-recruitment. We investigated whether such patterns could potentially also be explained by adaptations to different environmental conditions by studying two morphologically distinguishable genetic lineages of the estuarine mudprawn <it>Upogebia africana </it>across a biogeographic disjunction in south-eastern Africa. The study area encompasses a transition between temperate and subtropical biotas, where the warm, southward-flowing Agulhas Current is deflected away from the coast, and its inshore edge is characterised by intermittent upwelling. To determine how this phylogeographic break is maintained, we estimated gene flow among populations in the region, tested for isolation by distance as an indication of larval retention, and reared larvae of the temperate and subtropical lineages at a range of different temperatures.</p> <p>Results</p> <p>Of four populations sampled, the two northernmost exclusively included the subtropical lineage, a central population had a mixture of both lineages, and the southernmost estuary had only haplotypes of the temperate lineage. No evidence was found for isolation by distance, and gene flow was bidirectional and of similar magnitude among adjacent populations. In both lineages, the optimum temperature for larval development was at about 23°C, but a clear difference was found at lower temperatures. While larvae of the temperate lineage could complete development at temperatures as low as 12°C, those of the subtropical lineage did not complete development below 17°C.</p> <p>Conclusion</p> <p>The results indicate that both southward dispersal of the subtropical lineage inshore of the Agulhas Current, and its establishment in the temperate province, may be limited primarily by low water temperatures. There is no evidence that the larvae of the temperate lineage would survive less well in the subtropical province than in their native habitat, and their exclusion from this region may be due to a combination of upwelling, short larval duration with limited dispersal potential near the coast, plus transport away from the coast of larvae that become entrained in the Agulhas Current. This study shows how methods from different fields of research (genetics, physiology, oceanography and morphology) can be combined to study phylogeographic patterns.</p
