Research of the surge voltage protection by means of Hybrid Real-Time Power System Simulator
The article considers the simulation of surge voltage protection. A functional diagram of this protection model and the means by which the researches were made are presented. The results are the oscillograms of the surge voltage protection operation for the generator
A Lagrangian Decomposition Algorithm for Robust Green Transportation Location Problem
In this paper, a green transportation location problem is considered with
uncertain demand parameter. Increasing robustness influences the number of
trucks for sending goods and products, and consequently, makes the air
pollution enhance. In this paper, two green approaches are introduced which
demand is the main uncertain parameter in both. These approaches are addressed
to provide a trade-off between using available trucks and buying new hybrid
trucks for evaluating total costs besides air pollution. Due to growing
complexity, a Lagrangian decomposition algorithm is applied to find a tight
lower bound for each approach. In this propounded algorithm, the main model is
decomposed into master and subproblems to speed up convergence with a tight
gap. Finally, the suggested algorithm is compared with commercial solver
regarding total cost and computational time. Due to computational results for
the proposed approach, the Lagrangian decomposition algorithm is provided a
close lower bound in less time against commercial solver
Observation of the lowest energy gamma-ray in any superdeformed nucleus : 196Bi
New results on the superdeformed Bi nucleus a re reported. We have
observed with the EUROBALL IV -ray spectrometer array a superdeformed
trans ition of 124 keV which is the lowest observed energy -ray in any
superdeformed nucleus. We have de velopped microscopic cranked
Hartree-Fock-Bogoliubov calculations using the SLy4 effective force and a
realistic surface p airing which strongly support the

Chirality in odd- nucleus Nd in particle rotor model
A particle rotor model is developed which couples several valence protons and
neutrons to a rigid triaxial rotor core. It is applied to investigating the
chirality in odd- nucleus Nd with configuration for the first time in a fully quantal approach.
For the two chiral sister bands, the observed energies and the and
values for the in-band as well as interband transitions are reproduced
excellently. Root mean square values of the angular momentum components and
their probability distributions are used for discussing in detail the chiral
geometry of the aplanar rotation and its evolution with angular momentum.
Chirality is found to change from a soft chiral vibration to nearly static
chirality at spin and back to another type of chiral vibration at
higher spin.Comment: 16 pages, 5 figure
The behaviour of political parties and MPs in the parliaments of the Weimar Republic
Copyright @ 2012 The Authors. This is the author's accepted manuscript. The final published article is available from the link below.Analysing the roll-call votes of the MPs of the Weimar Republic we find: (1) that party competition in the Weimar parliaments can be structured along two dimensions: an economic left–right and a pro-/anti-democratic. Remarkably, this is stable throughout the entire lifespan of the Republic and not just in the later years and despite the varying content of votes across the lifespan of the Republic, and (2) that nearly all parties were troubled by intra-party divisions, though, in particular, the national socialists and communists became homogeneous in the final years of the Republic.Zukunftskolleg, University of Konstan
A framework for intelligent policy decision making based on a government data hub
Author ProofThe e-Oman Integration Platform is a data hub that enables data
exchanges across government in response to transactions. With millions of
transactions weekly, and thereby data exchanges, we propose to investigate the
potential of gathering intelligence from these linked sources to help government
officials make more informed decisions. A key feature of this data is the richness
and accuracy, which increases the value of the learning outcome when augmented
by other big and open data sources. We consider a high-level framework
within a government context, taking into account issues related to the definition
of public policies, data privacy, and the potential benefits to society. A preliminary,
qualitative validation of the framework in the context of e-Oman is
presented. This paper lays out foundational work into an ongoing research to
implement government decision-making based on big data.“SmartEGOV: Harnessing EGOV for Smart Governance (Foundations, Methods, Tools)/NORTE-01-0145-FEDER-000037”, supported by Norte Portugal Regional Operational Programme (NORTE 2020), under the PORTUGAL 2020 Partnership Agreement, through the European Regional Development Fund (EFDR
