    Parametric and Non-Parametric Estimation of Soil Conservation Impact on Productivity in the Northwestern Ethiopian Highlands

    The impact of fanya juu bunds on productivity in a high rainfall area in the Ethiopian highlands is analyzed based on data from a cross section household survey with multiple plot observations per household. The results from parametric and non-parametric analysis indicated that productivity from conserved plots was lower than from non-conserved plots. The Oaxaca-Blinder productivity decomposition results showed that there was little difference in plot characteristics between conserved and non-conserved plots, however the returns to those characteristics were higher for non-conserved plots. The sensitivity analysis, increasing fodder grass production on bunds, suggests that there are possibilities to make conserved plots as productive as non-conserved ones. The findings imply that fanya juu bunds may be inappropriate to the local conditions under the existing condition. Farmers in the study area reported that these bunds h ave problem of water-logging, reduce land available for production, and create difficulties in turning the ox-drawn plough due to narrow bund sp acing. Apart from these, there is no attempt made to integrate these bunds with soil fertility management techniques.     The Role of Production Risk in Sustainable Land-Management Technology Adoption in the Ethiopian Highlands

    This paper provides empirical evidence of production risk impact on sustainable land- management technology adoption, using two years of cross-sectional plot-level data collected in the Ethiopian highlands. We used a moment-based approach, which allowed a flexible representation of the production risk (Antle 1983, 1987). Mundlak’s approach was used to capture the unobserved heterogeneity along with other regressors in the estimation of fertilizer and conservation adoption. The empirical results revealed that impact of production risk varied by technology type. Production risks (variance and crop failure as measured by second and third central moments, respectively) had significant impact on fertilizer adoption and extent of adoption. However, this impact was not observed in adoption of conservation technology. On the other hand, expected return (as measured by the first central moment) had a positive significant impact on both fertilizer (adoption and intensity) and conservation adoption. Economic instruments that hedge against risk exposure, including downside risk and increase productivity, are important to promote adoption of improved technology and reduce poverty in Ethiopia.Production risk, sustainable land management technology adoption, moment based estimation, Ethiopia

    Adoption and Impact of Improved Groundnut Varieties on Rural Poverty: Evidence from Rural Uganda

    This paper evaluates the ex-post impact of adopting improved groundnut varieties on crop income and rural poverty in rural Uganda. The study utilizes cross-sectional farm household data collected in 2006 in seven districts of Uganda. We estimated the average adoption premium using propensity score matching (PSM), poverty dominance analysis tests, and a linear regression model to check robustness of results. Poverty dominance analysis tests and linear regression estimates are based on matched observations of adopters and non-adopters obtained from the PSM. This helped us estimate the true welfare effect of technology adoption by controlling for the role of selection problem on production and adoption decisions. Furthermore, we checked covariate balancing with a standardized bias measure and sensitivity of the estimated adoption effect to unobserved selection bias, using the Rosenbaum bounds procedure. The paper computes income-based poverty measures and investigates their sensitivity to the use of different poverty lines. We found that adoption of improved groundnut technologies has a significant positive impact on crop income and poverty reduction.     Household Tree Planting in Tigrai, Northern Ethiopia: Tree Species, Purposes, and Determinants

    Trees have multiple purposes in rural Ethiopia, providing significant economic and ecological benefits. Planting trees supplies rural households with wood products for their own consumption, as well for sale, and decreases soil degradation. We used cross-sectional household-level data to analyze the determinants of household tree planting and explored the most important tree attributes or purpose(s) that enhance the propensity to plant trees. We set up a sample selection framework that simultaneously took into account the two decisions of tree growers (whether or not to plant trees and how many) to analyze the determinants of tree planting. We used logistic regression to analyze the most important tree attributes that contribute to households’ tree-planting decisions. We found that land size, age, gender, tenure security, education, exogenous income, and agro-ecology increased both the propensity to plant trees and the amount of tree planting, while increased livestock holding impacted both decisions negatively. Our findings also suggested that households consider a number of attributes in making the decision to plant trees.     Sustainable Agricultural Practices and Agricultural Productivity in Ethiopia: Does Agroecology Matter?

    This paper uses data from household- and plot-level surveys conducted in the highlands of the Tigray and Amhara regions of Ethiopia to examine the contribution of sustainable land-management practices to net values of agricultural production in areas with low- and high-agricultural potential. A combination of parametric and nonparametric estimation techniques is used to check result robustness. Both techniques consistently predict that minimum tillage is superior to commercial fertilizers—as are farmers’ traditional practices without use of commercial fertilizers—in enhancing crop productivity in the low-agricultural potential areas. In the high-agricultural potential areas, by contrast, use of commercial fertilizers is superior to both minimum tillage and farmers’ traditional practices without commercial fertilizers. The results are found to be insensitive to hidden bias.     Urban Energy Transition and Technology Adoption: The Case of Tigrai, Northern Ethiopia

    Dependency of urban Ethiopian households on rural areas for about 85 percent of their fuel needs is a significant cause of deforestation and forest degradation, resulting in growing fuel scarcity and higher firewood prices. One response to reducing the pressure on rural lands is for urban households to switch fuel sources (from fuelwood to electricity, for example) to slow deforestation and forest degradation and reduce indoor air pollution. However, such an energy transition is conditioned on the adoption of appropriate cooking appliances or stove technologies by the majority of users. This paper investigates urban energy transition and technology adoption conditions using a dataset of 350 urban households in Tigrai, in northern Ethiopia.     Determinants of food security in Kenya, a gender perspective

    Contributed Paper prepared for presentation at the 86th Annual Conference of the Agricultural Economics Society, University of Warwick, United Kingdom 16 - 18 April 2012The paper contributes to an understanding of the determinants of food security with a bias on the link between gender of household head and food security using detailed farm household and plot level survey data from 30 divisions in rural Kenya. Both parametric and non-parametric econometric techniques are used to ensure robustness of the results from the econometric analyses. Since the assumption of pooled regression is rejected, we run separate food security regressions at plot level both for Male Headed Households (MHHs) and Female Headed Households (FHHs). Both descriptive and econometrics results shows that FHHs in general are more likely to be food insecure compared to their male counterparts. The analysis further reveals that Female Headed Households‘ food security increases with quality of extension workers; land quality, farm size while distance to the market reduces the probability of food security. For the quality of extension staff, policy makers should focus on improving the skill of extension staff for efficient and effective dissemination of technologies and other important information that has impact on food security.     "Land degradation, in the form of soil erosion and nutrient depletion, threatens food security and the sustainability of agricultural production in many developing countries. Governments and development agencies have invested substantial resources in promoting soil conservation practices, in an effort to improve environmental conditions and reduce poverty. However, very limited rigorous empirical work has examined the economics of adopting soil conservation technology. This paper investigates the impact of stone bunds on crop production value per hectare in low and high rainfall areas of the Ethiopian highlands using cross-sectional data from more than 900 households having multiple plots per household. We use modified random effects models, stochastic dominance analysis (SDA) and matching methods to ensure robustness. The parametric regression and SDA estimates are based on matched observations obtained from nearest neighbor matching using propensity score estimates. This is important because conventional regression and SDA estimates are obtained without ensuring the existence of comparable conserved and non-conserved plots within the distribution of covariates. Here, we use matching methods, random effects and Mundlak's approach to control for selection and endogeneity biases that may arise due to correlation of unobserved heterogeneity and observed explanatory variables. The three methods used herein consistently show that plots with stone bunds are more productive than those without such technologies in semi-arid areas but not in higher rainfall areas, apparently because the moisture-conserving benefits of this technology are more beneficial in drier areas.     Seed market liberalization, hybrid maize adoption, and impacts on smallholder farmers in Tanzania

    Since the early 1990s, liberalization of the seed market in Tanzania has attracted several foreign companies that now market maize hybrids in the country. In this article, we analyze the impacts of proprietary hybrids on maize yields, production, and household living standards. We build on a recent survey of smallholder maize farmers in two zones of Tanzania. Hybrid adoption rates are 48% and 13% in the North and East, respectively. Average net yield gains of hybrids are 50-60%, and there are also significant profit effects. Geographical disaggregation reveals that the benefits have mostly occurred in the North, which also explains higher adoption there. In the North, hybrid adoption caused a 17% increase in household living standards. We conclude that proprietary hybrids can be suitable for semi-subsistence farms and that seed market liberalization has generated positive socioeconomic developments

    Big Constraints or Small Returns? Explaining Nonadoption of Hybrid Maize in Tanzania

    Modern technologies are often not widely adopted among smallholder farmers in Sub-Saharan Africa. Several adoption constraints have been discussed in the literature, including limited access to information. Using survey data from farmers in Tanzania and the average treatment effect framework, we question the hypothesis that limited information is an important constraint for the adoption of hybrid maize technology. While we find an adoption gap from incomplete awareness exposure, this gap is sizeable only in the east of Tanzania, where productivity effects of hybrids are small. In the north, where adoption is much more beneficial, almost all farmers are already aware of hybrids. The results suggest that exposure to a new technology may be a function of expected returns to adoption. We also test for other constraints related to credit and risk, which do not determine adoption significantly. More generally, nonadoption of technologies is not always a sign of constraints but may also indicate low benefits. Some policy implications are discussed
