The welfare state and privatization
The “Great Capitalist Restoration” (Stanfield and Stanfield, 1996) from the 1970s/80s onward is predicated upon powerful convictions centring on economic efficiency and development, and the freedom and dignity of the individual. Indeed, so powerful are these convictions that they exude the aura of conventional wisdom. The welfare state has been, and continues to be, a prominent locus for these arguments. Yet there is some ambiguity concerning the nature of the ‘welfare state’ and what is meant by ‘privatization’. It is beyond the parameters of this chapter to furnish a comprehensive account of the complexities of this contested terrain, but nonetheless, some attempt will be made in furnishing definitions that act as entry points to the principal focus of the discussion. This relates to an aspect of the second claim noted above: dignity. Neo-liberalism embeds dignity in a particular conceptualisation of individual freedom. In this literature, as Sen (1993) observed, freedom- achievements are associated with welfare-achievements. For example, Wiseman (1991) contests that if “welfare” is identified with the “existence of caring feelings” then the market is revealed as not only the conduit to greater welfare and individual freedom, but also care and dignity.
Of necessity the paper is general in nature as it endeavours to address important conceptual issues. The following section considers the analytical terrain by briefly reviewing some definitional issues. Thereafter the rationale for ‘privatization’ and recent trends in associated approaches are noted, with a contrasting social economics perspective advanced.
Social economists also stress the importance of human dignity within the social provisioning process that is the economy. This has led Wisman (2003: 442) to observe that the scope of social economics encapsulates as its primary task the analysis of the requisites of “the good and just society”. Hence, in contrast to much of the underlying economic rationale for the “Great Capitalist Restoration”, or neo-liberalism, there is an explicit recognition that the Humean fault line between the positive and normative is more illusory than real. In setting out to investigate parameters of Wisman’s “good and just society” explicit recognition of human needs (O’Boyle, 2005) and the contours of “living standards” (Figart, 2007) are both necessary if not sufficient. Drawing from this literature this chapter argues that the patterns of welfare state reform, primarily through some form of privatization, are not as persuasively related to the enhancement of human dignity as its advocates suggest
Proceedings of a Workshop on Polar Stratospheric Clouds: Their Role in Atmospheric Processes
The potential role of polar stratospheric clouds in atmospheric processes was assessed. The observations of polar stratospheric clouds with the Nimbus 7 SAM II satellite experiment were reviewed and a preliminary analysis of their formation, impact on other remote sensing experiments, and potential impact on climate were presented. The potential effect of polar stratospheric clouds on climate, radiation balance, atmospheric dynamics, stratospheric chemistry and water vapor budget, and cloud microphysics was assessed. Conclusions and recommendations, a synopsis of materials and complementary material to support those conclusions and recommendations are presented
A normative price for energy from an electricity generation system: An Owner-dependent Methodology for Energy Generation (system) Assessment (OMEGA). Volume 1: Summary
The utility owned solar electric system methodology is generalized and updated. The net present value of the system is determined by consideration of all financial benefits and costs (including a specified return on investment). Life cycle costs, life cycle revenues, and residual system values are obtained. Break even values of system parameters are estimated by setting the net present value to zero. While the model was designed for photovoltaic generators with a possible thermal energy byproduct, it applicability is not limited to such systems. The resulting owner-dependent methodology for energy generation system assessment consists of a few equations that can be evaluated without the aid of a high-speed computer

The F-12 series aircraft control system design philosophy is reviewed as it pertains to functional reliability. The basic control system, i.e., cables, mixer, feel system, trim devices, and hydraulic systems are described and discussed. In addition, the implementation of the redundant stability augmentation system in the F-12 aircraft is described. Finally, the functional reliability record that has been achieved is presented

SAM 2 measurements of the polar stratospheric aerosol. Volume 9: October 1982 - April 1983
The Stratospheric Aerosol Measurement (SAM) II sensor aboard Nimbus 7 is providing 1.0 micron extinction measurements of Antarctic and Arctic stratospheric aerosols with a vertical resolution of 1 km. Representative examples and weekly averages including corresponding temperature profiles provided by NOAA for the time and place of each SAM II measurement are presented. Contours of aerosol extinction as a function of altitude and longitude or time are plotted, and aerosol optical depths are calculated for each week. Typical values of aerosol extinction and stratospheric optical depth in the Arctic are unusually large due to the presence of material from the El Chichon volcano eruption in the Spring of 1982. For example, the optical depth peaked at 0.068, more than 50 times background values. Typical values of aerosol extinction and stratospheric optical depth in the Antarctic varied considerably during this period due to the transport and arrival of the material from the El Chichon eruption. For example, the stratospheric optical depth varied from 0.002 in October 1982, to 0.021 in January 1983. Polar stratospheric clouds were observed during the Arctic winter, as expected. A representative sample is provided of the ninth 6-month period of data to be used in atmospheric and climatic studies

A meteoroid detector is described which uses, a cold cathode discharge tube with a gas-pressurized cell in space for recording a meteoroid puncture of the cell and for determining the size of the puncture
Doing evolution in economic geography
Evolutionary approaches in economic geography face questions about the relationships between their concepts, theories, methods, politics, and policy implications. Amidst the growing but unsettled consensus that evolutionary approaches should employ plural methodologies, the aims here are, first, to identify some of the difficult issues confronting those working with different frameworks. The concerns comprise specifying and connecting research objects, subjects, and levels; handling agency and context; engaging and integrating the quantitative and the qualitative; comparing cases; and, considering politics, policy, and praxis. Second, the purpose is to articulate a distinctive geographical political economy approach, methods, and illustrative examples in addressing these issues. Bringing different views of evolution in economic geography into dialogue and disagreement renders methodological pluralism a means toward improved understanding and explanation rather than an end in itself. Confronting such thorny matters needs to be embedded in our research practices and supported by greater openness; more and better substantiation of our conceptual, theoretical, and empirical claims; enhanced critical reflection; and deeper engagement with politics, policy, and praxis

SAM 2 data user's guide
This document is intended to serve as a guide to the use of the data products from the Stratospheric Aerosol Measurement (SAM) 2 experiment for scientific investigations of polar stratospheric aerosols. Included is a detailed description of the Beta and Aerosol Number Density Archive Tape (BANAT), which is the SAM 2 data product containing the aerosol extinction data available for these investigations.
