Jurisdictional approaches to reducing emissions from deforestation and forest degradation in Brazil: Why do states adopt jurisdictional policies?
Although the role of subnational governments in multi-level climate governance is recognized by scholars and policymakers, we still know little about whether and why some subnational jurisdictions in the Global South decide to engage in decentralized climate action. This article yields new insights on this question by explaining variations in the decision of Brazilian states to establish legal frameworks for jurisdictional REDD+, enabling them to receive transnational climate finance, in the early stages of the emergence of REDD+ in Brazil between 2007 and 2017. We draw on key informant interviews with policy entrepreneurs and actors to understand the roles played by (1) the transnational pathways of influence associated with the regime complex for REDD+ and (2) the strategies adopted by state-level policy entrepreneurs in subnational REDD+ readiness policy processes in Brazil in five case studies (Amazonas, Acre, Mato Grosso, Pará and Amapá). According to respondents, credible market incentives were the key influence for state governors to adopt a jurisdictional framework to channel REDD+ funds, but transnational norms and material assistance played important mediating roles. The perceived credibility of market incentives was influenced by: (1) the presence of policy entrepreneurs at the state level; (2) the timing of strategies employed by policy entrepreneurs; (3) the policy beliefs held by the governor regarding environmental issues; and (4) evidence regarding availability of REDD+ finance for states

From Agroforestry to Agroindustry: Smallholder Access to Benefits From Oil Palm in Ghana and the Implications for Sustainability Certification
Oil palm production in Ghana—which is primarily cultivated by smallholders (60%+)—plays an important role in local economies and rural livelihoods. As a multi-functional crop, it is embedded in the everyday life of rural and urban Ghanaians both by individual households and on an industrial level. The sector is currently experiencing a resurgence under Ghana's New Patriotic Party (NPP) rule and is being targeted by the Roundtable on Sustainable Palm Oil (RSPO) for yield intensification and increased export production. End goals of these efforts include poverty alleviation, environmentally responsible development efforts, and agricultural diversification in rural areas. We apply Ribot and Peluso's “theory of access” (2003) to assess the barriers and opportunities for smallholder oil palm farmers, and the degree to which these are addressed by RSPO interventions. Our results highlight how Ghanaian smallholders gain many benefits from palm oil production as a source of regular income, a drought-resilient crop, and a source of cooking oil for household use. However, they also report different levels of access to finance, markets, land, and technical support, along with differing views and visions of the oil palm sector's development. The focus of governmental and RSPO initiatives on international trade-based incentives overlooks this diversity and, in particular, the importance of local markets for Ghanaian livelihoods. This poses a threat to women millers and traders, poorer producers, and the local markets they supply who risk losing access to the palm oil supply chain. More generally, these findings illustrate the importance of understanding how markets interact at multiple local to international scales, in order to design interventions that will more equitably reach and benefit local communities

Coffee certification in Brazil: compliance with social standards and its implications for social equity

This paper addresses the relationship between compliance with social performance criteria (the social outcomes that must be achieved for certification) and procedural (management) criteria and this relationship’s significance for social equity at both farm and wider landscape levels. We consider social performance compliance to be pertinent to farm-level equity, and the relative compliance of small versus large farms to be pertinent to landscape-level equity. Certification’s management requirements are often deemed disproportionately burdensome for small, resource-poor producers, and hence a barrier to landscape-level equity. There is a lack of research examining how management criteria impact the ability of different sized farms to meet certification’s social performance requirements. We analysed 435 certification audits, covering all Brazilian coffee farms that sought Rainforest Alliance certification from 2006 to 2014 inclusive: 80 individual farms and 23 groups of farms. In principle, undergoing group certification permits smallholders to benefit from economies of scale. Our analysis revealed a statistically significant, positive correlation between compliance with procedural (managing sustainability plans) and social performance criteria. This correlation was stronger for groups than individual farms. Group farms’ compliance was statistically equivalent to that of individual farms, suggesting that group certification is achieving its intended purpose of socio-economic levelling of certified farmers. Over time, certified farms’ average compliances improved. Our findings suggest that management requirements play an important role in improving smallholders’ overall social sustainability performance and that group certification may help resource-poor smallholders achieve those requirements. Further work is required to understand causal mechanisms underlying the relationships we present
Pre-pregnancy predictors of hypertension in pregnancy among Aboriginal and Torres Strait Islander women in north Queensland, Australia; a prospective cohort study
BACKGROUND Compared to other Australian women, Indigenous women are frequently at greater risk for hypertensive disorders of pregnancy. We examined pre-pregnancy factors that may predict hypertension in pregnancy in a cohort of Aboriginal and Torres Strait Islander women in north Queensland. METHODS Data on a cohort of 1009 Indigenous women of childbearing age (15–44 years) who participated in a 1998–2000 health screening program in north Queensland were combined with 1998–2008 Queensland hospitalisations data using probabilistic data linkage. Data on the women in the cohort who were hospitalised for birth (n = 220) were further combined with Queensland perinatal data which identified those diagnosed with hypertension in pregnancy. RESULTS Of 220 women who gave birth, 22 had hypertension in the pregnancy after their health check. The mean age of women with and without hypertension was similar (23.7 years and 23.9 years respectively) however Aboriginal women were more affected compared to Torres Strait Islanders. Pre-pregnancy adiposity and elevated blood pressure at the health screening program were predictors of a pregnancy affected by hypertension. After adjusting for age and ethnicity, each 1 cm increase in waist circumference showed a 4% increased risk for hypertension in pregnancy (PR 1.04; 95% CI; 1.02-1.06); each 1 point increase in BMI showed a 9% adjusted increase in risk (1.09; 1.04-1.14). For each 1 mmHg increase in baseline systolic blood pressure there was an age and ethnicity adjusted 6% increase in risk and each 1 mmHg increase in diastolic blood pressure showed a 7% increase in risk (1.06; 1.03-1.09 and 1.07; 1.03-1.11 respectively). Among those free of diabetes at baseline, the presence of the metabolic syndrome (International Diabetes Federation criteria) predicted over a three-fold increase in age-ethnicity-adjusted risk (3.5; 1.50-8.17). CONCLUSIONS Pre-pregnancy adiposity and features of the metabolic syndrome among these young Aboriginal and Torres Strait Islander women track strongly to increased risk of hypertension in pregnancy with associated risks to the health of babies.Sandra K Campbell, John Lynch, Adrian Esterman and Robyn McDermot
Fate of the Josephson effect in thin-film superconductors
The dc Josephson effect refers to the dissipationless electrical current --
the supercurrent -- that can be sustained across a weak link connecting two
bulk superconductors. This effect is a probe of the fundamental nature of the
superconducting state. Here, we analyze the case of two superconducting thin
films connected by a point contact. Remarkably, the Josephson effect is absent
at nonzero temperature, and the resistance across the contact is nonzero.
Moreover, the point contact resistance is found to vary with temperature in a
nearly activated fashion, with a UNIVERSAL energy barrier determined only by
the superfluid stiffness characterizing the films, an angle characterizing the
geometry, and whether or not the Coulomb interaction between Cooper pairs is
screened. This behavior reflects the subtle nature of the superconductivity in
two-dimensional thin films, and should be testable in detail by future

Improved care of acute exacerbation of chronic obstructive pulmonary disease in two academic emergency departments
Background: Although several chronic obstructive pulmonary disease (COPD) practice guidelines have been published, there is sparse data on the actual emergency department (ED) management of acute exacerbation of COPD (AECOPD). Aims: Our objectives were to examine concordance of ED care of AECOPD in older patients with guideline recommendations and to evaluate whether concordance has improved over time in two academic EDs. Methods: Data were obtained from two cohort studies on AECOPD performed in two academic EDs during two different time periods, 2000 and 2005–2006. Both studies included ED patients, aged 55 and older, who presented with AECOPD, and cases were confirmed by emergency physicians. Data on ED management and disposition were obtained from chart review for both cohorts. Results: The analysis included 272 patients: 72 in the 2000 database and 200 in the 2005–2006 database. The mean age of the patients was 72 years; 50% were women and 80% white. In 2005–2006, overall concordance with guideline recommendations was high (for chest radiography, pulse oximetry, bronchodilators, all ≥ 90%), except for arterial blood gas testing (7% among the admitted) and discharge medication with systemic corticosteroids (42%). Compared to the 2000 data, the use of systemic corticosteroids in the ED improved from 53 to 77% [absolute improvement: 24%, 95% confidence interval (CI): 11–37%], and the use of antibiotics among the patients with respiratory infection symptoms improved from 56 to 78% (absolute improvement: 22%, 95% CI: 6–38%). Conclusions: Overall concordance with guideline-recommended care for AECOPD was high in two academic EDs, and some emergency treatments have improved over time
Walk well:a randomised controlled trial of a walking intervention for adults with intellectual disabilities: study protocol
Background - Walking interventions have been shown to have a positive impact on physical activity (PA) levels, health and wellbeing for adult and older adult populations. There has been very little work carried out to explore the effectiveness of walking interventions for adults with intellectual disabilities. This paper will provide details of the Walk Well intervention, designed for adults with intellectual disabilities, and a randomised controlled trial (RCT) to test its effectiveness. Methods/design - This study will adopt a RCT design, with participants allocated to the walking intervention group or a waiting list control group. The intervention consists of three PA consultations (baseline, six weeks and 12 weeks) and an individualised 12 week walking programme. A range of measures will be completed by participants at baseline, post intervention (three months from baseline) and at follow up (three months post intervention and six months from baseline). All outcome measures will be collected by a researcher who will be blinded to the study groups. The primary outcome will be steps walked per day, measured using accelerometers. Secondary outcome measures will include time spent in PA per day (across various intensity levels), time spent in sedentary behaviour per day, quality of life, self-efficacy and anthropometric measures to monitor weight change. Discussion - Since there are currently no published RCTs of walking interventions for adults with intellectual disabilities, this RCT will examine if a walking intervention can successfully increase PA, health and wellbeing of adults with intellectual disabilities
Effect of Groundwater Pumping on Seawater Intrusion in Coastal Aquifers
Many aquifers around the globe are located in coastal areas and are thus subjected to the seawater
intrusion phenomenon. The growth of population in coastal areas and the conjugate increase in human, agricultural, and industrial activities have imposed an increasing demand for freshwater. This increase in water demand is often covered by extensive pumping of fresh groundwater, causing subsequent lowering of the water table (or piezometric head) and upsetting the dynamic balance between freshwater and saline water bodies. The classical result of such a development is seawater intrusion. This paper presents a review for the seawater intrusion phenomenon in coastal aquifers. The effect of pumping activities on the seawater intrusion in the Nile Delta aquifer of Egypt is investigated. It was concluded that any additional pumping should be located in the middle Delta and avoided in the eastern and western sides of the Delta
A multi-phenotypic imaging screen to identify bacterial effectors by exogenous expression in a HeLa cell line
We present a high-content screen (HCS) for the simultaneous analysis of multiple phenotypes in HeLa cells expressing an autophagy reporter (mcherry-LC3) and one of 209 GFP-fused proteins from the Crohn’s Disease (CD)-associated bacterium, Adherent Invasive E. coli (AIEC) strain LF82. Using automated confocal microscopy and image analysis (CellProfiler), we localised GFP fusions within cells, and monitored their effects upon autophagy (an important innate cellular defence mechanism), cellular and nuclear morphology, and the actin cytoskeleton. This data will provide an atlas for the localisation of 209 AIEC proteins within human cells, as well as a dataset to analyse their effects upon many aspects of host cell morphology. We also describe an open-source, automated, image-analysis workflow to identify bacterial effectors and their roles via the perturbations induced in reporter cell lines when candidate effectors are exogenously expressed
