The aim of this article is to analyse the State’s role in the evolution and development of the Spanish system of press face to the British model and the Euro-Mediterranean model of press. Whereas the Euro-Mediterranean model has a similar starting point: the Declaration of the Rights of Man and the Citizen of August 26, 1789, the British model is characterised by the inhibition of public powers, developed in concordance with the North American tradition begun with the First Amendment to the U.S. Constitution (December 15, 1791). For this reason, it is necessary to recognize the legislative measures that every country has followed to understand why the current situation needs to diagnose and prescribe global and local solutions

The shortcomings of representative democracy, expressed in terms of distance and disaffection with traditional political actors, have triggered the demand for new structures that are accessible to citizens and promote transparency and accountability in the exercise of power. Civic technologies, tools that are mainly driven by civil society organizations, aim to involve citizens in public decision-making processes. In the following article we reflect on the potential and limits of these technologies in a context of a dynamic public sphere with the aim of deepening the relationship between new media, social networks and civic technologies

This paper addresses the role of open data in the development of civic technologies in Spain. We have analysed organisations that are using technology as a tool to improve transparency, democracy and citizen participation in public matters. During this research we run through the evolution of the use of technologies by civil society in Spain, we define the concept of civic technologies and propose a set of typologies, paying special attention to the source of data, with the final aim of knowing how often public open data has been used. We conclude by highlighting the need to increase the communication between public and private institutions and the organisations that use data in favour of providing useful information and making easier the development of civic technologies
