Land-use planning as inter-organizational learning
Abstract
The aim of the study is to reveal the nature of learning in local land-use planning activity and to examine the
possibilities for the development of planning as a form of learning activity. The theoretical approach draws on
the pragmatist and dialectical reorientation of systems theory and the related theory of
learning organizations. The traditional, positivist systems approach to land-use planning is considered both to
depoliticize planning and to make it unreflective. Critical theory as
a basis of planning theory is also shown to be inadequate. Communicative planning theories that draw on critical
theory are rather theories of emancipation in the context of planning than theories of planning per
se. An alternative systems-theoretical view to land-use planning activity is presented, where
critical and constructive aspects as well as ethical and pragmatic aspects are interlinked in the
dialectical dynamics of planning as organizational and inter-organizational learning
activity.
Three subsystems within the system of local land-use planning are identified: expertise,
politics and economics. The subsystems of land-use planning build upon
the basic distinction between legitimate and illegitimate conduct. For each subsystem, the
context of its existence is formed by the interaction of all subsystems. By acting, each subsystem inevitably
changes its dialectical relationship to this context. Harmful changes are felt within the subsystem as inner
contradictions that interfere with its decision-making activity. If the subsystem is unable to face these
contradictions but instead resorts to the use of pathological power, they may develop into
paralyzing double bind situations. The resolution of a double bind situation requires
expansive learning by the subsystem.
However, there are also contradictions in land-use planning that the subsystems are unable to resolve by
expansive learning. Such inter-systemic contradictions stem from the dialectical
relationship between the overriding requirement of legitimacy on one hand and the basic goals of expert
knowledge and economic profit on the other. In the study a hypothesis is formulated, according to which these
basic - and, in the conditions of modern society, permanent - contradictions in local land-use
planning require such inter-organizational learning, which enables the creation of planning solutions that
provide means for their task-related harmonization, and, in the longer term, contributes to the emergence of a
participative planning culture where the contradictions can be handled legitimately, if not resolved

Johdanto
Tämä kirja on kaksivuotisen EkoSuKaT-hankkeen ensimmäinen väliraportti. Raporttiin sisältyy empiirisiä tutkimustuloksia ja ideasuunnitelmia liittyen hankkeen yhteen kohdealueeseen: Karhuoja-Niemenranta Oulunsalossa. Kirjan ensimmäisessä osassa tehdään keväällä 2004 toteutetun asukaskyselyn pohjalta päätelmiä koskien Oulunsalon asuinympäristöjen viihtyisyystekijöitä, ominaisuuksia lasten kasvuympäristönä ja kotina sekä asukkaiden suhdetta teknologiarakentamiseen ja -imagoon. Kirjan toisessa osassa esitellään Oulun yliopiston arkkitehtuurin ja maantieteen opiskelijoiden eri näkökulmista laatimia analyysejä, joiden puitteissa opiskelijat keräsivät tietopohjaa Karhuoja-Niemenrannan alueelle harjoitustyönä laadittavia asuinaluesuunnitelmia varten. Kaavoitus – suunnittelua?:suunnittelun patologioita maankäyttö- ja rakennuslain sovelluksissa
Abstract
In this book, a theoretical approach for the examination of planning practices from the pragmatist viewpoint is developed. The relationship between planning activity and representations produced within it is seen as paradoxical, having a tendency to gain pathological aspects in local governments. In pathological planning, inappropriate and counterproductive references to planning problems, opportunities and goals are unintentionally made. It is contradictory activity developed into a routine.
This approach enables one to reveal contradictions and inconsistencies in planning practices that apply the Finnish Land-use and Building Code. The core dilemma behind these contradictions is the confusion made in the Code between planning and zoning. The Code sets high standards on planning as regards such issues as sustainable development and inclusiveness of planning processes, as well as safety, security and comfort of the built environment, but when legal issues are involved, the context of zoning takes over planning matters, turning them into problems of legal administration of land ownership relations. The legal dealings of planning appear as planning issues, while they, in fact, have been transformed into zoning issues.
Planning practices that apply the new Land-use and Building Code are only taking shape. The spirit of the Code entails reflectivity of planning - a planning culture for the participants' mutual recognition of new opportunities to realize the Code's principles, not forgetting the systemic limitations of the Code in safeguarding planning attempting to live up to the Code's own principles.Tiivistelmä
Kirjassa kehitellään teoriaa maankäytön suunnittelukäytäntöjen tarkastelemiseksi pragmatistisesta näkökulmasta. Suunnittelutoiminnan ja siinä tuotettujen kuvausten välillä nähdään vallitsevan paradoksaalinen suhde, jonka taipumuksena on saada patologisia muotoja kuntaorganisaatioissa. Patologisessa suunnittelussa suunnitteluongelmia, mahdollisuuksia ja tavoitteita ilmaistaan epätarkoituksenmukaisesti ja todellisten toimintaedellytysten vastaisesti ilman, että huomattaisiin näin tehtävän. Se on rutiiniksi muodostunutta ristiriitaista toimintaa.
Tämä näkökulma mahdollistaa maankäyttö- ja rakennuslakiin liittyvien ristiriitojen ja epäjohdonmukaisuuksien paljastamisen lakia soveltavien suunnittelukäytäntöjen tasolla. Ristiriidat tiivistyvät siihen, että laissa ei tehdä eroa kaavoituksen ja maankäytön suunnittelun välillä. Laki asettaa yleviä suunnittelutavoitteita, mm. kestävän kehityksen, suunnittelun vuorovaikutteisuuden sekä terveellisyyden, turvallisuuden ja viihtyisyyden osalta, mutta kun suunnittelun ongelmiin liittyy laillisuuskysymyksiä, ne muuttuvat kaavoituksen ongelmiksi - ongelmiksi maan ja kiinteistöjen hallintasuhteiden oikeudellisissa järjestelyissä. Suunnittelun laillisuuskysymykset näyttäytyvät suunnittelukysymyksinä, vaikka ne itse asiassa muuntuvat kaavoituskysymyksiksi.
Uutta lakia soveltavat suunnittelukäytännöt ovat vasta muotoutumassa. Maankäyttö- ja rakennuslain hengen toteuttamiseksi tarvitaan reflektiivistä suunnittelua - suunnittelun toimintakulttuuria, jonka puitteissa voidaan tiedostaa lain tarjoamat mahdollisuudet lain tavoitteiden mukaiselle suunnittelulle mutta myös lain omat systeemiset rajoitteet tavoitteittensa mukaisen suunnittelutoiminnan turvaajana
