    Warfighting for cyber deterrence: a strategic and moral imperative

    Theories of cyber deterrence are developing rapidly. However, the literature is missing an important ingredient—warfighting for deterrence. This controversial idea, most commonly associated with nuclear strategy during the later stages of the Cold War, affords a number of advantages. It provides enhanced credibility for deterrence, offers means to deal with deterrence failure (including intrawar deterrence and damage limitation), improves compliance with the requirements of just war and ultimately ensures that strategy continues to function in the post-deterrence environment. This paper assesses whether a warfighting for deterrence approach is suitable for the cyber domain. In doing so, it challenges the notion that warfighting concepts are unsuitable for operations in cyberspace. To do this, the work constructs a conceptual framework that is then applied to cyber deterrence. It is found that all of the advantages of taking a warfighting stance apply to cyber operations. The paper concludes by constructing a warfighting model for cyber deterrence. This model includes passive and active defences and cross-domain offensive capabilities. The central message of the paper is that a theory of victory (strategy) must guide the development of cyber deterrence

    Beyond tools: building learning organisations to adapt to a changing climate

    Executive summary: The focus of this VCCCAR Visiting Fellowship was participation in the project ‘Implementing tools to increase adaptive capacity in the community and natural resources management sectors’. This project aimed to improve understanding of the adaptation capabilities and needs of three types of government service providers and funded agencies (catchment management authorities, community sector organisations and primary care partnerships). The intention was to draw on my experience of working at the UK Climate Impacts Program (UKCIP) and with projects in Europe to inform the development of this project and the way it might support adaptation efforts in Victoria.UKCIP was a small organisation, varying in size over its life from 2 to a maximum of about 25 people. Given such limited capacity there was a tension between trying to address the need for tailored adaptation support and the capacity to deliver it. One response was to provide widespread support through downloadable tools and other web resources. However, it was quickly discovered that downloading a tool only gets you so far. Similarly, having access to accurate climate data and information about future climate projections was also seen as the obvious place to start in responding to a changing climate. However, it soon became clear that even with access to accurate, reliable, salient information there could still be no assumption that decision makers would take action to adapt and there was frequently a gap between the quite high general awareness of climate change within an organisation (and an understanding of how it could affect their core business) and the implementation of actions to respond to it. This raises key questions about availability of usable information and extent of agreement on potential responses to climate risks.To be usable, information should relate to existing decision making processes and the key priorities of the organisation. It should also be locally relevant. In discussions with Victorian organisations, people wanted to know how to translate more general information about climate change into useful messages for everyday practice and service delivery. It is clearly important to start with current concerns and overlay on these the likely impacts of changing climate. Most future climate impacts are often not yet seen as urgent or important and there is a need for better coordination of users, demonstration projects, activities that bridge the gap between providers and users, and demonstration of how climate information can improve decision making.&nbsp

    The Role of the University Library in supporting Information Literacy in UK Secondary Schools

    Purpose – The purpose of this research is to report on the findings of the CrossEd-2 study which investigated the role of the university library in delivering information literacy skills relating to the use of e-resources to secondary schools in the UK. Design/methodology/approach – A quantitative survey of all university libraries in the UK was undertaken using an e-mail questionnaire to identify the incidence of current collaboration. A return rate of 36 per cent was achieved, and the data provided information on the types of collaboration taking place in a total of 20 universities. These were categorized and used to select a survey population of six university libraries for the qualitative study. Data collection for the case studies was by means of face-to-face and telephone interviews with university librarians, using semi-structured interview schedules. Findings – Six forms of collaboration were identified with a range of levels of information literacy skills evident. Collaboration is characteristically ad hoc, with little involvement of school librarians. The research revealed six distinct positive aspects of cross-sectoral collaboration for school pupils. A fundamental lack of understanding of the respective roles of secondary school and university librarians was demonstrated. Practical implications – A strategy and a national seminar to enhance collaboration in the UK are discussed. Originality and value – The first qualitative study that has explored the issues surrounding information literacy skills relating to the use of e-resources across the secondary and tertiary education sectors in the UK

    Promoting your e-Books: Lessons from the UK JISC National e-Book Observatory

    Purpose – This paper describes the findings from the qualitative strand of the JISC National e-Book Observatory (2007-2009), relating to the promotion of e-textbooks in UK universities by the library, academics and publishers. A complementary article on the ways in which students and academics locate e-books provided by their library will appear in a future issue. Design/methodology/approach – Following the provision by the JISC of collections of e-textbooks, the project used deep log analysis, benchmark surveys and focus groups to develop a rich picture of library e-collection management and use by students and academics. Focus groups were undertaken with library staff, academics and students; the dialogues were transcribed and analysed using NVivo7 software. Findings – The qualitative studies found that libraries were using a range of promotional tools although these were not always finding their targets. Often libraries had no formal promotion strategy for e-resources. Although little in evidence, the value of academic commitment and promotion was emphasised. Promotion by publishers and aggregators is both to libraries and directly to academic staff. Students felt that they were largely unaware of promotion beyond the presence of e-books in the catalogue, and in some cases stated explicitly that they thought more should be done to promote library e-resources to them. Practical implications – The paper offers pragmatic guidance on promotional methodologies. Originality/value – The project describes the first major, national usage study of e-books in higher education. This paper contributes significantly to the literature in discussing the importance of promoting e-books to students and staff

    The current status of membrane technology is assessed and industrial processes in which membrane technology could effect energy savings or other advantages are identified. The extension of current trends is recommended; i.e., the development of ultrathin and highly permselective membranes, the use of specific carriers to enhance permselectivity and permit 'uphill' diffusion, and the improvement of separation efficiency. Membranes are predicted to be important in biotechnology and in the production of solar energy. Guidelines indicating where and how to look for opportunities where evolving membrane technology might fit are provided

    Resolution of the Compact Radio Continuum Sources in Arp220

    We present 2 cm and 3.6 cm wavelength very long baseline interferometry images of the compact radio continuum sources in the nearby ultra-luminous infrared galaxy Arp220. Based on their radio spectra and variability properties, we confirm these sources to be a mixture of supernovae (SNe) and supernova remnants (SNRs). Of the 17 detected sources we resolve 7 at both wavelengths. The SNe generally only have upper size limits. In contrast all the SNRs are resolved with diameters {\geq} 0.27 pc. This size limit is consistent with them having just entered their Sedov phase while embedded in an interstellar medium (ISM) of density 10^4 cm^{-3} . These objects lie on the diameter-luminosity correlation for SNRs (and so also on the diameter-surface brightness relation) and extend these correlations to very small sources. The data are consistent with the relation L {\propto} D^{-9/4}. Revised equipartition arguments adjusted to a magnetic field to relativistic particle energy density ratio of 1% combined with a reasonable synchrotron-emitting volume filling factor of 10% give estimated magnetic field strengths in the SNR shells of ~ 15-50 mG. The SNR shell magnetic fields are unlikely to come from compression of ambient ISM fields and must instead be internally generated. We set an upper limit of 7 mG for the ISM magnetic field. The estimated energy in relativistic particles, 2%-20% of the explosion kinetic energy, is consistent with estimates from models that fit the IR-radio correlation in compact starburst galaxies.Comment: 16 pages, 5 figure
