    Globalization in the twenty-first century in quest of a new paradigm

    The historical significance of the tragedy on September 11 in 2001 may well be compared to the tragedy of June 28 in 1914 - the assassination in Sarajevo. Both tragedies closed two symbolic chapters of world history, i.e. that of the nineteenth century liberalism [1815-1914) and that of twentieth century nee-liberalism (1991- 200 l). The view that September l l , 200 l opened a new chapter in global histo颅ry has found full confirmation in the poll of 275 opinion leaders conducted by the International Herald Tribune and the Pew Research Centre for People and Press. The phenomenon of global terrorism should be interpreted as a consequence of two failings in the last decade of the twentieth century. The first failing was the absence of a grand strategic vision for ordering the global stage after the col颅lapse of the Soviet Empire. The second failing of the last decade of the twentieth century was the almost total disappearance of concern for the tragic plight of societies around the globe that led to polarization between rich and poor

    The European Uni贸n represents a聽machinery of economic integration which will lead聽to an integration of three types in the first years of聽the XXI Century: a monetary integration with a聽common European currency; a political integration with a conversion into a Federal State, and finally,聽the Union constitutes a process of formation of the聽new European space.The article highlights some elements which are聽relevant ta the integration through the promotion聽and reinforcement of the mechanisms of free聽competition in the whole territory of the Uni贸n; of聽the creation of conditions for the unrestricted聽movement of persons, goods, information, and聽capital; of the initiation and cofinancing of actions聽aiming at the development of the technical infrastructure on a national and European scale; of聽the initiation and cofinancing of actions referring to聽the "cleaning up" of the natural environment; and聽of the creation of a whole system of networks which聽will accelerate and rationalize the process of聽隆nnovation and its transmission; and through the use聽of the enormous financial resources set aside to the聽agricultural policy of the Uni贸n.

    In the field of theoretical and pragmatic reflection on regional policy, the paper goes from the classical model of regional policy lo a new emerging model developed by the information society and by global development. Discussing two main regional policies (globally-minded and socially-minded policy), the author proposes four actors that determine regional policies in today麓s world: The regions, the state, the transnational corporation and the European Union. On the other hand, the work focuses mainly on a European scenario and, therefore, on the European Community and the European landscape, everything coming to determine some of the research priorities in regional policies.Dentro del campo de la reflexi贸n te贸rica y pragm谩tica, el texto parte desde el modelo cl谩sico de pol铆tica regional hasta un nuevo modelo de pol铆tica regional surgido de la sociedad de la informaci贸n y del desarrollo global. Se discuten dos principales pol铆ticas regionales (la pol铆tica con 茅nfasis global y la pol铆tica con 茅nfasis social), y el autor propone cuatro actores que determinan las pol铆ticas regionales en el mundo actual: las regiones, el Estado, la corporativa transnacional y la Uni贸n Europea.
