Researching call centres: gathering results and theories
"The paper looks at current British and German call centre research in the light of its
contributions to the issues of skill and control which are central in labour process theory.
What has indeed been learned or can be learned from empirical research?
After outlining a rough typology of call centre research, we present an overview of results
and theories and show how the diverse and controversial perspectives can be combined in a
fruitful way resulting in a description of call centres as hybrids of standardisation and
flexibilisation. This offers some explanation but may lead to new confusion. We suggest a
contextualised and process-oriented perspective for further research and suggest that the
current abundance of case studies be used in a comparative way." (author's abstract
Akkreditierung als Verfahren der Qualitätssicherung von Studiengängen in Deutschland. Eine Policy-orientierte Analyse
[Der Autor hinterfragt kritisch], ob Akkreditierung tatsächlich zu einem Moment kontinuierlicher Qualitätsverbesserung wird, der das Qualitätsbewusstsein an deutschen Hochschulen stärkt und Impulse für die Studienreform liefert, oder ob sie nur zu einer mehr oder weniger duldsam ertragenen formalen Prozedur wird, der man nicht entkommen kann. Die Tatsache, dass das Reformtempo an den Hochschulen - historisch eher ungewöhnlich - gegenwärtig schneller ist als die nachlaufende Praxis der Akkreditierung, könnte darauf schließen lassen, dass die Akkreditierung eine zwar formal unumgängliche, aber keine substanzielle Funktion für Qualitätsentwicklung ausübt, was im Übrigen durch den Wechsel zur Systemakkreditierung verstärkt würde. Flexibility and customer orientation: where does the slack come from?
"In this paper, we argue that the empirical evidence that the tayloristic option of call centre
organisation is limited, has its reasons in structural organisational dilemmata that cannot be
solved but only worked upon by call centre organisation. Organisations that use call centre
technology may increase their efficiency. But at the same time they must import and produce
organisational slack in order to deliver the expected and promised flexibility. Our point is
that they face this problem in a strategic and self-reflexive way especially by recruiting
certain types of employees. The status and biographical situation of these employees provides
the organisation with useful skills, subjective potential and commitment. Organisational
patterns of and employee contributions to slack production vary with different services and

Call centres: constructing flexibility
"The development of call centres as a flexible interface between firms and their environments
has been seen as exemplary or even symptomatic of flexible capitalism (Sennett 1998). We
are going to point out that they do not just stand for organisational change but also for
changes of institutions towards deregulation. Employers and managers hoped for gains of
flexibility, decreasing labour costs, and market gains by an expanded 24-hour-service.
Surveillance and control by flexible technology would be based on clearly structured
communication work. Low skill requirements would make an easy hiring and firing of
employees possible. On the other side, unionists and workers representatives feared the loss
of worker participation and co-determination (Mitbestimmung), a decline of working
conditions not protected by collective agreements, low payment standards without bonus
payment for night work and weekends, and even breaches of health and safety regulations,
e.g. for on-screen work.
In this paper, we argue that de-institutionalisation is only part of the story. A close
examination of organisational and institutional change in the emerging organisational field of
call centres reveals that initial moves of de-institutionalisation are followed and
complemented by tendencies of re-institutionalisation. We are presenting preliminary results
from the project 'Call centres in between neo-taylorism and customer orientation' which
explores the establishment and development of call centres on the levels of institutions,
organisations and work. As research methods we employ interviews with institutional and
management experts and with call centre agents, six case studies of call centres in contrasting
industries, and a survey of call centre workers' demography, careers and work experience. In
this paper we present an initial institutional analysis and draw on case studies of two banking
call centres, both of which belong to large banks in Germany. They handle telephone requests
for their banks' branches, operate a support hotline for online banking, and offer directbrokerage services by phone. Bank 2 offers telephone banking as well. Both employ between

Bildung und Qualifikation als Grundlage der technologischen Leistungsfähigkeit Deutschlands: Bericht des Konsortiums "Bildungsindikatoren und technologische Leistungsfähigkeit"
Die ausreichende Verfügbarkeit von hochqualifizierten Fachkräften wird zunehmend zum Schlüsselfaktor für die Wettbewerbs- und Innovationsfähigkeit - sowohl auf der Ebene von Unternehmen als auch auf der Ebene der Gesamtwirtschaft. Die vorliegende Studie beschäftigt sich daher mit Qualifikationen - insbesondere auf akademischem bzw. wissenschaftlichem Niveau, aber auch mit Qualifikationen, die in der beruflichen Bildung erworben werden - als Grundlage der technologischen Leistungsfähigkeit Deutschlands. Die hierfür maßgeblichen Indikatoren werden in der Zeitreihe und - soweit möglich - in international vergleichender Perspektive berichtet. Die Studie untersucht zunächst die in der Gesamtbevölkerung sowie die unter den Erwerbstätigen vorhandenen Qualifikationsstrukturen. Es zeigt sich, dass die Wissensintensivierung im Beschäftigungssystem auch während der Wirtschafts- und Finanzkrise in den Jahren 2008 bis 2010 vorangeschritten ist und die Nachfrage nach hochqualifizierten Beschäftigten weiter zunimmt. Trotz des Anstiegs des Anteils der Akademiker(innen) an allen Erwerbstätigen ist ihr Anteil in Deutschland im internationalen Vergleich noch immer sehr gering (ISCED 5A+6). Für Deutschland kommen die Analysen außerdem zu dem Schluss, dass die absolute Zahl der Akademiker(innen) im erwerbsfähigen Alter, unabhängig von ihrem Erwerbsstatus, bereits rückläufig ist. Dies kann als Hinweis auf erste Auswirkungen des demografischen Wandels interpretiert werden
Promovierende und Promovieren in der Erziehungswissenschaft
In diesem Kapitel werden erstmals im Datenreport Erziehungswissenschaft die Promovierenden im Fach und die Bedingungen des Promovierens untersucht. Diese Phase der akademischen Qualifizierung war bisher eine Leerstelle im Datenreport, in dem ausschließlich über die Zahl der abgeschlossenen Promotionen berichtet wurde. Sie ist jedoch von großer Bedeutung, weil der wissenschaftliche Nachwuchs qualifiziert wird, der in der Zukunft Forschung und Lehre in der Disziplin tragen soll. Zwischen Kundenorientierung und organisatorischer Effizienz: Callcenter als Grenzstellen
"Der Beitrag versammelt organisationssoziologische Argumente und empirische Belege für die These, dass Callcenter als Organisations- und Arbeitsform nicht einer ungebrochen tayloristischen oder neo-tayloristischen Rationalisierungslogik unterliegen. Callcenter als Grenzstellen von Organisationen stecken – zumindest wenn sie sich auf einem high road-Pfad bewegen – im Dilemma von Effizienz und Qualität. Sie sind Gegenstand von Rationalisierungs- und Outsourcingstrategien, während sie zugleich das Versprechen der 'Kundenorientierung' gegenüber der Umwelt umsetzen sollen. Dieses Organisationsdilemma schlägt auf die Arbeit an der Grenzstelle durch, die sich kompetent in diesem Dilemma bewegen muss. In der Auswertung qualitativen empirischen Materials wird sichtbar, wie die dilemmatischen Anforderungen an das Arbeitshandeln zu Balanceakten zwischen Empathie und Effizienz, Problemlösung und Zeitdruck führen. Auch organisatorische Kontexte der Arbeit wie Leistungskontrolle und Coaching sind reflexiv auf die Grenzstellenproblematik bezogen. Die Organisationen erzeugen den notwendigen slack für flexible Grenzstellenarbeit, indem Überschussqualifikationen und Wissensreserven der Beschäftigten mobilisiert und auf die Qualitäts- wie Effizienzerfordernisse der Organisation abgestimmt werden." (Autorenreferat)"The paper argues from an organisational and empirical perspective that call centres do not follow an unambiguously (neo-)Taylorist logic of rationalisation. As boundary-spanning units of organisations call centres are caught in a dilemma between efficiency and quality - at least if they follow the high road of quality-oriented service organisation. They are the object of rationalisation and outsourcing strategies while promising customer orientation to their environment. In call centres this organisational dilemma is translated into dilemmatic demands on work behaviour, requiring employees to move competently through the dilemma. Interpreting qualitative empirical research the paper demonstrates how call centre agents try to achieve a balance between empathy and efficiency, between finding solutions to customers' problems and temporal pressures. The organisational contexts of work, especially the modes of control and coaching, address the boundary problem reflexively. Flexible work at the boundaries requires organisational slack. This slack is generated by mobilising extra skills and knowledge reserves in employees and matching them with the organisational demands of quality and efficiency." (author's abstract
Call Center: die Institutionalisierung von Flexibilität
"Der Beitrag untersucht, ob die Etablierung des neuartigen Organisationstyps Call Center und dessen starkes Wachstum in den 90er Jahren umstandslos als Ausdruck, Ergebnis und Verstärkung von Prozessen der De-Institutionalisierung zu verstehen ist. Empirisch liegt die Auswertung von Experteninterviews und betrieblichen Erhebungen zugrunde. Die Ausbreitung von Call Centern wird theoretisch als Herausbildung eines neuen Organisationsfeldes begriffen, auf dem Isomorphietendenzen durch strategiefähige Akteure begrenzt und geformt werden. Empirisch zeigen sich sowohl für die Arbeitsbeziehungen in Call Centern als auch im Hinblick auf Prozesse regionaler Clusterbildung deutliche Tendenzen der Re-Institutionalisierung des Feldes. So wird etwa der Anschluss an die deutschen Institutionen der industriellen Beziehungen deutlich erkennbar, aber diese werden im selben Prozess flexibilisiert.
