Hard coal subsidies: A never-ending story?

In Germany, hard coal has been subsidized for almost half a century. Despite the declining significance of hard coal production for the domestic labor market, the magnitude of subsidies increased until the middle of the last decade. In 1996, they peaked at ¤ 6.7 bill.While German hard coal subsidies have been shrinking to ¤ 2.7 bill. in 2005, it is very likely that they will be extended well into the next decade and even beyond. This article discusses the feeble arguments raised by the proponents of hard coal subsidization in Germany and other EU countries. Most importantly, in addition to the drain imposed on public budgets, these subsidies imply a substantial opportunity cost, leading funds away from alternative, more beneficial public investments. From a social welfare perspective, we therefore recommend the rapid abolition of these subsidies not only in Germany, where in nominal terms the accumulated amount of subsidies has now by far exceeded ¤ 130 bill., but all across Europe

Verwalten oder gestalten? − Kommunale Entscheidungsstrukturen und Verwaltungsmodernisierung in der kommunalen Sozialpolitik

Angesichts steigender Anforderungen und stagnierenden Ressourcen steht kommunale Sozialpolitik vor der Herausforderung, die eigenen Handlungsspielräume zu erhalten oder zu erweitern. Die deutschen Kommunen versuchen seit den 1990er Jahren durch den gezielten Einsatz betriebswirtschaftlicher und wettbewerblicher Instrumente mehr Effizienz und Effektivität zu entfalten. Der Beitrag fragt nach Umsetzung und Folgen dieser Modernisierungsmaßnahmen im Bereich der kommunalen Sozialpolitik. Im Mittelpunkt steht die Frage, ob durch gezieltes administratives und sozialpolitisches Handeln “eigensinnige“ sozialpolitische Strategien verfolgt werden können oder ob die Handlungsspielräume mittlerweile soweit eingeschränkt sind, dass über das bloße “Verwalten“ von Pflichtaufgaben kein Raum für eigenständige Politik mehr bleibt.   Decision-making and Administrative Reform in Local Social Policies: Between Implementation and Strategic Agenda Building Increasing demands and stagnant resources urge local governments to develop strategies to maintain (or expand) their capacities to address social problems at the local level. Since the 1990s, German municipalities have been trying to foster the efficiency and effectiveness of their administrations by implementing managerial instruments and advancing competition. The article explores the state of implementation of these instruments and their effect for social policy–making. It focuses on the question whether local governments are able to follow “peculiar” strategies or whether their leeway is so restricted that they have become mere implementation agencies of federal law
