    "Cost Effective Conservation Planning: Twenty Lessons from Economics"

    Economists advocate that the billions of public dollars spent on conservation should be allocated to achieve the largest possible social benefit. This is what we term “cost-effective conservation”-- a process that incorporates both benefits and costs that are measured with money. This controversial proposition has been poorly understood and not implemented by conservation planners. Drawing from evidence from the largest conservation programs in the United States, this paper seeks to improve the communication between economists and planners and overcome resistance to cost-effective conservation by addressing the open questions that likely drive skepticism among non-economists and by identifying best practices for project selection. We first delineate project-selection strategies and compare them to optimization. Then we synthesize the body of established research findings from economics into 20 practical lessons. Based on theory, policy considerations, and empirical evidence, these lessons illustrate the potential gains from improving practices related to cost-effective selection and also address how to overcome landowner-incentive challenges that face programs.conservation planning, cost-effectiveness, nonmarket valuation, benefit cost targeting, optimization, prioritization

    The Impact of School-Based Support Services on Mental Health and Academic Performance

    Background: There has been a continued presence of mental health issues among high-school aged youth. As a result, many have a diminished ability to be successful in school. It is a societal problem as discussed in the literature. Legislation within the last 23 years has created more access for students but there is still a gap in services. This gap is mostly seen by not having enough personnel to address the amount of students that need assistance. There is also an inconsistent use of school-based health centers and other school-based interventions. Too many schools are using different interventions and there are inconsistent observations of which interventions attribute to overall student success. Methods: A systematic review of the literature was conducted, with a descriptive analysis. 25 studies were deemed eligible with data on school-based interventions and mental health and/or academic performance variables. 10 studies were included in the final analysis, this decision was made to recognize the studies that reported on both mental health and academic performance outcomes. Results: Studies with school-based health center data found positive trends and some significance to student mental health and academic performance issues. Single school-based interventions also found positive trends, but were linearly designed and less able to be multi-tiered. School-based health centers were able to show significant improvement to attendance rates. Single school-based interventions found that parent involvement is essential to positive student development. Conclusions: This review identifies compelling effects of school-based health centers, though there is limited robust data on this type of intervention. Given an outcome of improved attendance rates could mean to be an adequate indication the intervention can be essential to overall student success. Budget remains a topic of concern, but with a primary focus on parent involvement could be a cost-efficient method to improve mental health and academic performance issues. More studies are needed in order to gather more evidence for the relationship between school-based health centers and mental health and academic performance

    Discovery of Stable and Selective Antibody Mimetics from Combinatorial Libraries of Polyvalent, Loop-Functionalized Peptoid Nanosheets.

    The ability of antibodies to bind a wide variety of analytes with high specificity and high affinity makes them ideal candidates for therapeutic and diagnostic applications. However, the poor stability and high production cost of antibodies have prompted exploration of a variety of synthetic materials capable of specific molecular recognition. Unfortunately, it remains a fundamental challenge to create a chemically diverse population of protein-like, folded synthetic nanostructures with defined molecular conformations in water. Here we report the synthesis and screening of combinatorial libraries of sequence-defined peptoid polymers engineered to fold into ordered, supramolecular nanosheets displaying a high spatial density of diverse, conformationally constrained peptoid loops on their surface. These polyvalent, loop-functionalized nanosheets were screened using a homogeneous Förster resonance energy transfer (FRET) assay for binding to a variety of protein targets. Peptoid sequences were identified that bound to the heptameric protein, anthrax protective antigen, with high avidity and selectivity. These nanosheets were shown to be resistant to proteolytic degradation, and the binding was shown to be dependent on the loop display density. This work demonstrates that key aspects of antibody structure and function-the creation of multivalent, combinatorial chemical diversity within a well-defined folded structure-can be realized with completely synthetic materials. This approach enables the rapid discovery of biomimetic affinity reagents that combine the durability of synthetic materials with the specificity of biomolecular materials

    The Leap of Faith Exploring Social Workers\u27 Role in Therapeutic Foster Care and the Impact of Implementing the Strengths Perspective

    The strengths perspective has received significant attention in recent years in both academic and practice settings. Examining its implementation will provide important information about how it can function as a practice model, and therefore facilitate the development of this emergent model. The present study focuses on the implementation of a pilot project designed to incorporate the strengths perspective in therapeutic foster care. The study examines how the strengths perspective affects social workers\u27 roles and responsibilities in therapeutic foster care, and what can be learned about the strengths perspective by examining its implementation in an agency setting. The findings show that social workers perceived substantial changes in their role in the therapeutic foster care process. It was also found that although the social workers had to struggle to discern a clear understanding of the strengths perspective, they were inspired once they had done so. In addition to indicating that the strengths perspective offers a promising alternative for therapeutic foster care, these findings point to the importance of struggling to develop a meaningful understanding of the strengths perspective. Although successfully incorporating the strengths perspective requires willingness on the part of social workers to stretch themselves, the finding from this study provide a persuasive argument for doing So

    Time: The Fourth Dimension of Hazard Mitigation Planning

    Coastal Louisiana has always had a very dynamic geography. It has been fairly well established that conditions “on the ground” change rapidly enough that our primary risk-assessment tool (the Flood Insurance Rate Map) is inadequate for regulating development - especially development that should have a meaningful life expectancy. In addition to the adverse impacts of continued development that increases run-off and decreases flood storage capacity, absolute sea level rise, and disappearing wetlands, there is the more complicated issue of subsidence. In this session the presenters will share information about rates of subsidence in Louisiana, the evidence of subsidence, factors influencing subsidence (including the ties to levees and drainage), and examples of possible long-term consequences. We will also show how collaboration between the LSU AgCenter and LSU Center for Geoinformatics has enhanced the University’s continuously operating GPS reference stations (CORS), improving the data used for flood risk forecasting and making the information and evidence of changing conditions more accessible to the people of Louisiana. This information, in combination with the Flood Insurance Rate Map, provides a more complete picture of future risk. Future risk is the risk to be mitigated. Thus “time” becomes the fourth dimension of mitigation planning

    KL Estimation of the Power Spectrum Parameters from the Angular Distribution of Galaxies in Early SDSS Data

    We present measurements of parameters of the 3-dimensional power spectrum of galaxy clustering from 222 square degrees of early imaging data in the Sloan Digital Sky Survey. The projected galaxy distribution on the sky is expanded over a set of Karhunen-Loeve eigenfunctions, which optimize the signal-to-noise ratio in our analysis. A maximum likelihood analysis is used to estimate parameters that set the shape and amplitude of the 3-dimensional power spectrum. Our best estimates are Gamma=0.188 +/- 0.04 and sigma_8L = 0.915 +/- 0.06 (statistical errors only), for a flat Universe with a cosmological constant. We demonstrate that our measurements contain signal from scales at or beyond the peak of the 3D power spectrum. We discuss how the results scale with systematic uncertainties, like the radial selection function. We find that the central values satisfy the analytically estimated scaling relation. We have also explored the effects of evolutionary corrections, various truncations of the KL basis, seeing, sample size and limiting magnitude. We find that the impact of most of these uncertainties stay within the 2-sigma uncertainties of our fiducial result.Comment: Fig 1 postscript problem correcte

    The Sloan Digital Sky Survey Quasar Catalog IV. Fifth Data Release

    We present the fourth edition of the Sloan Digital Sky Survey (SDSS) Quasar Catalog. The catalog contains 77,429 objects; this is an increase of over 30,000 entries since the previous edition. The catalog consists of the objects in the SDSS Fifth Data Release that have luminosities larger than M_i = -22.0 (in a cosmology with H_0 = 70 km/s/Mpc, Omega_M = 0.3, and Omega_Lambda = 0.7) have at least one emission line with FWHM larger than 1000 km/s, or have interesting/complex absorption features, are fainter than i=15.0, and have highly reliable redshifts. The area covered by the catalog is 5740 sq. deg. The quasar redshifts range from 0.08 to 5.41, with a median value of 1.48; the catalog includes 891 quasars at redshifts greater than four, of which 36 are at redshifts greater than five. Approximately half of the catalog quasars have i < 19; nearly all have i < 21. For each object the catalog presents positions accurate to better than 0.2 arcsec. rms per coordinate, five-band (ugriz) CCD-based photometry with typical accuracy of 0.03 mag, and information on the morphology and selection method. The catalog also contains basic radio, near-infrared, and X-ray emission properties of the quasars, when available, from other large-area surveys. The calibrated digital spectra cover the wavelength region 3800--9200A at a spectral resolution of ~2000. The spectra can be retrieved from the public database using the information provided in the catalog. The average SDSS colors of quasars as a function of redshift, derived from the catalog entries, are presented in tabular form.     Physiology and evolution of nitrate acquisition in Prochlorococcus

    Prochlorococcus is the numerically dominant phototroph in the oligotrophic subtropical ocean and carries out a significant fraction of marine primary productivity. Although field studies have provided evidence for nitrate uptake by Prochlorococcus, little is known about this trait because axenic cultures capable of growth on nitrate have not been available. Additionally, all previously sequenced genomes lacked the genes necessary for nitrate assimilation. Here we introduce three Prochlorococcus strains capable of growth on nitrate and analyze their physiology and genome architecture. We show that the growth of high-light (HL) adapted strains on nitrate is ~17% slower than their growth on ammonium. By analyzing 41 Prochlorococcus genomes, we find that genes for nitrate assimilation have been gained multiple times during the evolution of this group, and can be found in at least three lineages. In low-light adapted strains, nitrate assimilation genes are located in the same genomic context as in marine Synechococcus. These genes are located elsewhere in HL adapted strains and may often exist as a stable genetic acquisition as suggested by the striking degree of similarity in the order, phylogeny and location of these genes in one HL adapted strain and a consensus assembly of environmental Prochlorococcus metagenome sequences. In another HL adapted strain, nitrate utilization genes may have been independently acquired as indicated by adjacent phage mobility elements; these genes are also duplicated with each copy detected in separate genomic islands.     The Angular Correlation Function of Galaxies from Early SDSS Data

    The Sloan Digital Sky Survey is one of the first multicolor photometric and spectroscopic surveys designed to measure the statistical properties of galaxies within the local Universe. In this Letter we present some of the initial results on the angular 2-point correlation function measured from the early SDSS galaxy data. The form of the correlation function, over the magnitude interval 18<r*<22, is shown to be consistent with results from existing wide-field, photographic-based surveys and narrower CCD galaxy surveys. On scales between 1 arcminute and 1 degree the correlation function is well described by a power-law with an exponent of ~ -0.7. The amplitude of the correlation function, within this angular interval, decreases with fainter magnitudes in good agreement with analyses from existing galaxy surveys. There is a characteristic break in the correlation function on scales of approximately 1-2 degrees. On small scales, < 1', the SDSS correlation function does not appear to be consistent with the power-law form fitted to the 1'< theta <0.5 deg data. With a data set that is less than 2% of the full SDSS survey area, we have obtained high precision measurements of the power-law angular correlation function on angular scales 1' < theta < 1 deg, which are robust to systematic uncertainties. Because of the limited area and the highly correlated nature of the error covariance matrix, these initial results do not yet provide a definitive characterization of departures from the power-law form at smaller and larger angles. In the near future, however, the area of the SDSS imaging survey will be sufficient to allow detailed analysis of the small and large scale regimes, measurements of higher-order correlations, and studies of angular clustering as a function of redshift and galaxy type
