From 2010 until now, the application for dispute resolution increasing local elections, as the Announcement of the election by the Election Commission and the resolution of the dispute by the Constitutional Court. Interestingly, it turns between the Courts decision which rejected the constitution in addition to there, granted in part, but there is also a general election requires the implementation of the Regional head re-election. This research is oriented normative-legal analysis of the application of legal norms in fact contained in the various legislation on elections in the Constitutional Court decision on Election Dispute settlement in 2010 and 2011 that the decision requires re-election. Sources of legal materials based on the primary legal materials and secondary legal materials. Primary law materials in the form of various court ruling and secondary law of the literature search and legislation, law journals and law journals Tata Negarta / State Administration, research, paper articles, news, or other documents related to this research. While the collection of legal materials is done by means of literature review / digital library.Keywords: PHPUD, election, regeneral election.ABSTRAKPenelitian ini bermaksud untuk mendapat pemahaman yang tepat tentang konsep dasar pertimbangan hakim Mahkamah Konstitusi yang telah memutuskan permohonan penyelesaian sengketa pemilihan kepala daerah, karena pelaksanaan Pemilihan Umum sebagai cerminan kehidupan berdemokrasi di Indonesia, sering mencuatkan sengketa yang berkaitan dengan perselisihan tentang hasil pemilihan umum. Mulai tahun 2010 hingga sekarang, permohonan penyelesaian sengketa pemilihan kepala daerah semakin meningkat, seiring Pengumuman Hasil Pilkada oleh KPUD dan penyelesaian sengketanya oleh mahkamah Konstitusi. Menarik, ternyata diantara putusan Mahkamah konstitusi selain ada yang ditolak, dikabulkan sebagian, namun ada pula yang mengharuskan dilaksanakannya Pemilihan umum kepala Daerah Ulang. Penelitian ini bersifat yuridis normatif yang berorientasi pada analisa hukum terhadap Kenyataan penerapan norma hukum dalam yang termuat pada berbagai Perundangan-undangan tentang pemilu dalam putusan Mahkamah Konstitusi tentang penyelesaian PHPU Pilkada tahun 2010 dan 2011 yang putusannya mengharuskan Pemilihan Ulang. Sumber bahan hukum mendasarkan pada bahan hukum primer dan bahan hukum sekunder. Bahan Hukum primer berupa berbagai putusan mahkamah konstitusi dan bahan hukum sekunder dari penelusuran literatur maupun peraturan Perundang-undangan, jurnal hukum dan jurnal hukum Tata Negarta/ Administrasi Negara, hasil penelitian, makalah artikel, berita, maupun dokumen lain yang terkait dengan penelitian ini.     Model Pembelajaran Sains Berbasis Proses Kreatif-inkuiri Untuk Meningkatkan Berpikir Kreatif Dan Pemahaman Konsep Siswa SMP

    The purpose of this research is to develop and describe science characteristics learning model based on Creative-Inquiry process to increase students\u27 creative thinking and understanding in SMPN Pematangsiantar. The learning model used Borg & Gall with One-Group Pretest Posttest Design. The data collection used validation method, observation, test, and questionnaire. The technique of data analysis used descriptive quantitative, qualitative, and non-parametric statistic. The research results are: 1)The learning material has valid category, 2) Learning material from lesson plan implementation has practical category, 3)The effectiveness of learning material is seen from Improving students\u27 learning achievement and Creative thinking ability through N-gain has high category. Result of non-parametric statistic analysis, namely: There isn\u27t difference and improvement of students\u27 creative thinking ability in SMPN P.siantar. Students\u27 responds in learning material implementation are very positive. The conclusion is science learning materials based on Creative-Inquiry process are valid, practical, and effective in SMPN Pematangsiantar. Penelitian ini bertujuan untuk mengembangakan dan mendeskripsikan karakteristik model pembelajaran sains berbasis proses kreatif-inkuiri untuk meningkatkan pemahaman dan berpikir kreatif siswa di SMPN. Model pembelajaran menggunakan model Borg & Gall dengan One-Group Pretest Posttest Design. Pengumpulan data menggunakan metode validasi, observasi, tes, dan angket. Teknik analisis data menggunakan analisis deskriptif kuantitatif, kualitatif, uji statistik non-parametrik. Hasil penelitian adalah: 1) perangkat pembelajaran berkategori tinggi, 2) perangkat pembelajaran ditinjau dari pelaksaan RPP berkategori tinggi, 3) keefektifan perangkat pembelajaran dilihat dari peningkatan hasil belajar siswa dan kemampuan berpikir kreatif siswa melalui N-gain berkategori tinggi. Hasil dari analisa uji statistik non-parametrik adalah tidak terdapat perbedaan dan peningkatan dari kemampuan berpikir kreatif siswa di SMPN Pematangsiantar. Respon siswa terhadap pelaksanaan perangkat pembelajaran sangat positif. Kesimpulannya adalah perangkat pembelajaran sains berbasis proses kreatif-inkuiri adalah valid, praktis, dan efektif di SMPN Pematangsiantar

    Imlementasi Simulasi Phet Dan Kit Sederhana Untuk Mengajarkan Keterampilan Psikomotor Siswa Pada Pokok Bahasan Alat Optik

    Penelitian ini bertujuan untuk menuntaskan hasil belajar psikomotor fisika siswa dengan penerapan simulasi PhET dan KIT sederhana pada siswa. Hasil penelitian menunjukkan bahwa keterlaksanaan pembelajaran berjalan dengan baik sesuai dengan RPP, hasil psikomotor kelas eksperimen 1 dengan menggunakan simulasi PhET dan kelas eksperimen 2 dengan menggunakan KIT sederhana dapat menuntaskan hasil belajar siswa, serta respon siswa terhadap pembelajaran positif. Berdasarkan hasil temuan di atas dapat disimpulkan bahwa implementasi simulasi PhET dan KIT sederhana untuk mengajarkan keterampilan psikomotor siswa pada pokok bahasan alat optik dapat menuntaskan hasil belajar psimotor siswa. This study aims to resolve learning outcomes physics psychomotor of students with the application of PhET simulations and simple KIT on students. The results showed that implementation of learning  going well according to the lesson plan, student who are in the experimental class 1 using PhET simulation and the experimental class 2 using a simple KIT could complete the learning outcomes, and student respond to learning was positive. According to the finding above it could be conclude that the implementation PhET simulation and simple KIT to teach psychomotor skills of students on the subject of optical can to complete psychomotor learning outcomes of students

    Tujuan dari penelitian ini adalah untuk mengembangkan perangkat pembelajaran menggunakan model 5E untuk meningkatkan keterampilan penalaran ilmiah siswa. Hasil dari penelitian ini menunjukkan bahwa perangkat pembelajaran yang dikembangkan dengan model 5E valid untuk diterapkan di dalam kelas, BAS memiliki keterbacaan yang bagus, keterlaksanaan RPP dikategorikan baik, model pembelajaran 5E secara efektif dapat mening-katkan keterampilan penalaran ilmiah siswa dan siswa memberikan respon yang positif terhadap pembelajaran. The purpose of this research is to develop the 5E model of learning to improve students’ scientific reasoning skills. The results of this study show that the developed learning model 5E valid to be applied in the classroom, BAS has good readability, keterlaksanaan RPP well categorized, 5E learning model can effectively improve students’ scientific reasoning skills and the students responded positively to the learning

    The Development of Guided Inquiry Science Learning Materials to Improve Science Literacy Skill of Prospective Mi Teachers

    This study aimed to produce valid, practical and effective guided inquiry model science learning materials to enhance science literacy skill of prospective MI teachers. The tryout of the materials was implementedto students of MI teacher educationof Unipdu Jombang at academic year of 2015/2016 semesters 3 using One Group Pretest Posttest Design. The data collections were done using observation, testing, and questionnaires. Data were analysed using descriptive analysis of quantitative, qualitative and non-parametric statistical tests. The findings of the research were: 1) the learning materials were valid; 2) Practicality of the materials was tested through the implementation of lesson plans, while the learners\u27 activity wereappropriate to the guided inquirymodel; and 3) The effectiveness of the learning materials in terms of improvement of learning outcomes of students was seen from the n-gain with high category and increasing mastery of science literacy skills of learners also scored n-gain with high category and the response of students to the device and the implementation of learning is very positive. It was concluded that the materials were valid, practical, and effective to enhance science literacy skills of prospective MI teachers

    Sebagai negara berkembang dan beriklim tropis, Indonesia mengalami Perubahan pemanfaatan lahan cukup cepat yang berpengaruh pada terjadinya erosi tanah. Penelitian ini bertujuan memanfaatkan analisis penginderaan jauh dan SIG pada citra SPOT 5 dan data spasial pendukung untuk memetakan erosi berbasis raster di DAS Serang Kabupaten Kulonprogo. Analisis digital dan statistik terhadap data spasial merupakan mayoritas metode yang digunakan untuk pemodelan erosi. Penyusunan data spasial erosi menerapkan model MUSLE yang dikembangkan Snyder. Rumus Erosi model MUSLE adalah A= R*K*LS*VM. Hasil uji akurasi peta faktor K, LS, dan VM adalah 70,38%; 81, 5%; 81,9%; dan 72,15%. Hasil model erosi MUSLE yang terjadi di DAS Serang tahun 2014 berkisar 0 sampai 8,85 Ton/Ha/Tahun. Tebal erosi terbesar terletak pada wilayah bergunung dan berbukit

    The purpose of this research is want to know the effect of business risk factors, profitability, asset growth, liquidity, and sales growth to influence the capital structure of the food and beverage company in Indonesia Stock Exchange for the years 2006 to 2009 The Sample which is used in this Research 10 food and beverage companies in the consumer goods sector industry from 2006 to 2009. The method that used is purposive sampling. It is a sampling method that takes an object with certain criteria. The Result of data analysis partially showed that there was effect of business risk, profitability, assets growth, liquidity and sales growth on the capital structure with a significant level of each 0.000, 0.002, 0.005, 0.000, 0.020. Then the result of simultant analysis data showed that variable business risk, profitability, asset growth, liquidity and sales growth has affected to capital structure with a significant level of 0.000 and the greatest effect 64.9% and the remaining 35.1% described other variables

    Implementasi Pembelajaran Fisika Berbasis Guided Inquiry Untuk Meningkatkan Hasil Belajar Siswa Auditorik

    Penelitian bertujuan untuk meningkatkan hasil belajar fisika siswa auditorik dengan mengimplemetasikan pembelajaran fisika berbasis guided inquiry. Hasil penelitian menunjukkan bahwa (1) keterlaksanaan pembelajaran berjalan dengan baik sesuai dengan RPP, (2) peningkatan hasil belajar kognitif baik produk maupun proses siswa meningkat dengan baik, dan (3) respons siswa terhadap pembelajaran positif. Berdasarkan hasil temuan dapat disimpulkan bahwa implementasi pembelajaran fisika berbasis guided inquiry dapat meningkatkan hasil belajar siswa auditorik. The aim of this study was to increase learning outcomes by implementing learning physics based on guided inquiry. The results showed that (1) learning process was good in accordance with RPP, (2) the learning outcomes of product and process increase effectively, (3) student respond to learning was positive. According to the findings above it could be conclude that the implementation of learning physics based on guided inquiry is able to increase learning outcomes of auditory learner

    Analisis Peluahan Sebagian (Partial Discharge) Pada Transformator Step-Up Tegangan Rendah Dengan Proses Pengisolasian Yang Bervariasi

    The existence of cavities (voids) in a solid insulating material will cause partial discharge when the insulation burdened by voltage. Cavity in the material usually results from defects at the time of production. The process of insulation at the time of production becomes very important to consider that partial discharge is happening can be reduced. In this study, the transformer is processed by three different processes: model 1, without impregnation and oven process; model 2, without impregnation but with oven process and model 3; with impregnation and oven process. Impregnation process carried out by dipping transformer coils for a few hours into the liquid varnish. Oven process conducted at a temperature of 1000C for 24 hours by using a Furnace tool. This study shows that the impregnation and oven process was affect existing cavity in insulation. This was shown by differences in the pattern of partial discharge that occurs namely; magnitud (pC) and number of partial discharge (n). These results show that model 3 is better than model 1 and model 2 of the transformer
