From Now to Timelike Infinity on a Finite Grid
We use the conformal approach to numerical relativity to evolve hyperboloidal
gravitational wave data without any symmetry assumptions. Although our grid is
finite in space and time, we cover the whole future of the initial data in our

On the Effect of Constraint Enforcement on the Quality of Numerical Solutions in General Relativity
In Brodbeck et al 1999 it has been shown that the linearised time evolution
equations of general relativity can be extended to a system whose solutions
asymptotically approach solutions of the constraints. In this paper we extend
the non-linear equations in similar ways and investigate the effect of various
possibilities by numerical means. Although we were not able to make the
constraint submanifold an attractor for all solutions of the extended system,
we were able to significantly reduce the growth of the numerical violation of
the constraints. Contrary to our expectations this improvement did not imply a
numerical solution closer to the exact solution, and therefore did not improve

A Scheme to Numerically Evolve Data for the Conformal Einstein Equation
This is the second paper in a series describing a numerical implementation of
the conformal Einstein equation. This paper deals with the technical details of
the numerical code used to perform numerical time evolutions from a "minimal"
set of data.
We outline the numerical construction of a complete set of data for our
equations from a minimal set of data. The second and the fourth order
discretisations, which are used for the construction of the complete data set
and for the numerical integration of the time evolution equations, are
described and their efficiencies are compared. By using the fourth order scheme
we reduce our computer resource requirements --- with respect to memory as well
as computation time --- by at least two orders of magnitude as compared to the

Office and ambulatory blood pressure control with a fixed-dose combination of candesartan and hydrochlorothiazide in previously uncontrolled hypertensive patients: results of CHILI CU Soon

Upon market entry we conducted a noninterventional study to document the safety and effectiveness of this fixed-dose combination in an unselected population in primary care and to compare blood pressure (BP) values obtained during office measurement (OBPM) with ambulatory blood pressure measurement (ABPM).Methods: CHILI CU Soon was a prospective, noninterventional, noncontrolled, open-label, multicenter study with a follow-up of at least 10 weeks. High-risk patients aged ≥18 years with previously uncontrolled hypertension were started on candesartan 32 mg in a fixed-dose combination with either 12.5 mg or 25 mg HCTZ. OBPM and ABPM reduction and adverse events were documented.Results: A total of 4131 patients (52.8% male) with a mean age of 63.0 ± 11.0 years were included. BP was 162.1 ± 14.8/94.7 ± 9.2 mmHg during office visits at baseline. After 10 weeks of candesartan 32 mg/12.5 mg or 25 mg HCTZ, mean BP had lowered to 131.7 ± 10.5/80.0 ± 6.6 mmHg (P < 0.0001 for both comparisons). BP reduction was comparable irrespective of prior or concomitant medication. In patients for whom physicians regarded an ABPM to be necessary (because of suspected noncontrol over 24 hours), ABP at baseline was 158.2/93.7 mmHg during the day and 141.8/85.2 mmHg during the night. At the last visit, BP had significantly reduced to 133.6/80.0 mmHg and 121.0/72.3 mmHg, respectively, resulting in 20.8% being normotensive over 24 hours (<130/80 mmHg). The correlation between OBPM and ABPM was good (r = 0.589 for systolic BP and r = 0.389 for diastolic BP during the day). Of those who were normotensive upon OBPM, 35.1% had high ABPM during the day, 49.3% were nondippers, and 3.4% were inverted dippers. Forty-nine adverse events (1.19%) were reported, of which seven (0.17%) were regarded as serious.Conclusion: Candesartan 32 mg in a fixed-dose combination with either 12.5 mg or 25 mg HCTZ is safe and effective for further BP lowering irrespective of prior antihypertensive drug class not being able to control BP.Keywords: ambulatory blood pressure, office blood pressure, normalization, respons

Der Medienkampf Jelzin-Putin-Beresovskij gegen Lushkow-Primakow-Gussinskij: Seine Folgen für die Duma- und Präsidentschaftswahlen. (Teil 1)
Das Fernsehen hat als wichtigste politische Informationsquelle in Rußland eine außerordentliche Bedeutung für den Wahlkampf. Hauptkontrahenten im Dumawahlkampf waren dabei der Kreml-nahe Sender ORT und der Privatsender NTV, der das Wahlbündnis 'Vaterland - Ganz Rußland' (OVR) mit Lushkow/Primakow unterstützte. Zwischen NTV und ORT war es seit Mai 1999 zu einem äußerst scharfen Duell gekommen, wobei sich ORT durch ausgesprochene Grobschlächtigkeit auszeichnete. Hauptziel von ORT war und ist es dabei, die Wahlchancen von Primakow/Lushkow zu beeinträchtigen. Die Wahlwirksamkeit dieses den Bildschirm landesweit dominierenden TV-Duells wurde allerdings dadurch relativiert, daß ORT ein anderes, provinzielleres Publikum anspricht als der 'europäischere' Sender NTV. Immerhin haben die groben Attacken von ORT das Wahlergebnis von OVR offensichtlich negativ beeinflußt. Die in fast allen Medien verbreitete antitschetschenische Stimmung hat umgekehrt den Gruppierungen genutzt, die den Hauptstrategen des Tschetschenienkriegs, Putin, unterstützten. Ursache für die Schärfe des Duells ORT-NTV dürfte die begründete Befürchtung der Medienmagnaten Beresowskij und Gussinskij sein, daß sie ihre Medienposition beim Sieg der jeweiligen politischen Gegenpartei verlieren werden. Der Zerfall des 'einheitlichen Informationsraums' in Rußland und der ehemaligen Sowjetunion. T. 2: die elektronischen Medien
Der vorliegende Bericht befaßt sich mit dem Zerfall der vormals Moskau-zentrierten elektronischen Medienlandschaft, in erster Linie des Fernsehens. Durch den Bedeutungsschwund der Presse sind die in den Nachfolgestaaten der UdSSR durchgehend (noch) gebührenfreien elektronischen Medien (EM) zur Hauptinformationsquelle der Bevölkerung geworden. Die überall noch existierenden zentralen staatlichen EM, die zugleich über das größte Sendegebiet verfügen, bleiben begehrte Instrumente zur politischen und kommerziellen Beeinflussung der Bevölkerung. Es machen sich aber vor allem bei den drei nationalen bzw. überregionalen Anstalten starke Auflösungserscheinungen bemerkbar, da der Staat diese Anstalten nicht mehr voll finanzieren kann. Nationale Sender in den Nachfolgestaaten der UdSSR wurden privatisiert und hier 'verliert Moskau auf längere Sicht auch formell sein wichtigstes Instrument zum Erhalt des 'einheitlichen Informationsraums' in Rußland, der GUS und dem Baltikum'. Der Zerfall des traditionellen 'einheitlichen Informationsraums' im 'nahen Ausland' durch den Schwund der Moskauer Presse und der staatlichen russischen EM bedeutet u.a. eine informatorische Isolation der dort lebenden russisch(sprachig)en Minderheiten. Der Zerfall des traditionellen 'einheitlichen Informationsraums' in Rußland trägt zur inneren Auseinanderentwicklung Rußlands bei. Er bedeutet, daß sich ein offener Informationsraum bildet, der mehr und bessere Informationen bietet. Im Bereich von GUS und Baltikum entwickelt sich ebenfalls ein neuer polyzentrischer Informationsraum mit offenen Grenzen zur weltweiten Informationsgesellschaft, in dem das schon sehr spärliche Englisch zu einer neuen lingua franca werden kann. Pressefreiheit in Rußland: Großaktionäre als Zensoren?
'Seit 1992 sind russische Banken und Großfirmen in großem Umfang in den zentralen russischen Zeitungs- und Medienmarkt eingestiegen. In dieser Arbeit wird die oft bejahte Frage untersucht, ob dadurch eine ernsthafte Bedrohung der Pressefreiheit in Rußland gegeben ist. Eine weitere Frage ist, ob über diese Fremdfirmen eine indirekte staatliche Kontrolle dann möglich ist, wenn der Staat an diesen Fremdfirmen wesentlich beteiligt ist. Der Konflikt 'Izvestija' - 'Lukojl-Oneksimbank', der 1997 zur Ablösung des 'Izvestija'-Chefredakteurs und vieler seiner Mitarbeiter führte, legte einen solchen Schluß nahe. Die Arbeit, die sich auf russische und westliche Quellen stützt, kommt zu dem Fazit, daß die Pressefreiheit in Rußland durch den Einstieg der Fremdfirmen insgesamt außerordentlich profitiert hat.' A further question is whether the involvement of external (i.e., non-media) companies allows indirect state control of the media in cases where the state holds a large stake in these companies. The conflict between 'Izvestiya' and 'LUKoil-Oneksimbank', which in 1997 resulted in the replacement of 'Izvestiya's' chief editor and many of his staff, suggests that this is the case. The report, which is based on both Russian and Western sources, nonetheless concludes that the net result of the involvement of external companies in the media has been an enormous gain for press freedom in Russia.' Das Recht auf freien Zugang zu Information ist dem Recht auf freie Informationsverbreitung logisch vorgeordnet: Informationen und darauf fußende Meinungen können durch Medien erst verbreitet werden, wenn sie ihnen vorher zugänglich sind. Die maßgeblichen rechtlichen Normen über den freien Zugang der Medien zu Information werden der vielfach anzutreffenden Praxis der Informationsverweigerung und -selektion durch offizielle Stellen gegenübergestellt.'
