Estudio de caso sobre gestión comunitaria del agua de riego en parajes lote G y el 15, Municipio Contralmirante Cordero, Río Negro, Argentina

El objetivo del presente estudio consistió en analizar el proceso de gestión comunitaria de agua para riego, en el período 2013-2015, en áreas no reguladas por un ente administrador en las cuales se dan procesos espontáneos de organización. El propósito del mismo es fortalecer el direccionamiento de la gestión comunitaria a través del desarrollo de herramientas que midan y valoren este proceso. La estrategia básica de recolección y análisis de la información consiste en la realización de un estudio de caso. Se utilizó la metodología de entrevistas semiestructuradas y observación participante. Asimismo se complementó con la metodología de Marco de Capitales Comunes e Indagación Apreciativa. Las particularidades socio productivas del área como la producción diversificada, el rango etario predominante entre 61 y 70 años, la jubilación como la principal fuente de ingreso a la unidad productiva, una baja antigüedad en el predio, y la escasa titularización de la tierra, son algunos de los rasgos que comienzan a determinar las características de los actores involucrados en el proceso, su compromiso y vinculación con el territorio; y con ello la búsqueda de modelos alternativos de gestión. Además de ello se observa que la participación de los usuarios asume un rol de importancia en este espacio. Junto a ello se ve reflejada la valoración positiva por parte de los usuarios a la conformación de la Asociación Civil de Regantes, como así también la labor del tomero dentro del sistema. Como conclusiones generales se menciona que se trata de un proceso donde se van observando cambios continuamente: disputas, tensiones, incorporación y salida de actores tanto en el proceso de gestión como del sistema físico en sí, lo que lleva a un proceso de construcción social que se establece en el día a día, donde grupos de actores con intereses diferentes se vinculan para concretar sus objetivos en torno al agua de riego y lo que ello implica. Finalmente, el trabajo concluye con la propuesta de indicadores que permitan direccionar el trabajo desarrollado por la Asociación Civil de Regantes, los cuales fueron trabajados con miembros de la misma.The objective of the present study was to analyze the process of community water management for irrigation, in the period 2013-2015, in unregulated areas in which spontaneous processes of organization occur. The purpose is to strengthen the management of community management through the development of tools that measure and value this process. The basic strategy for collecting and analyzing information consists of conducting a case study. We used the methodology of semi-structured interviews and participant observation. It was also complemented by the Common Capital Framework methodology and Appreciative Inquiry. The socio-productive particularities of the area such as diversified production, the predominant age range between 61 and 70 years, the retirement as the main source of income for the productive unit, a low age in the farm, and the scarce securitization of land are some of the traits that begin to determine the characteristics of the actors involved in the process, their commitment and link with the territory; and with it the search for alternative models of management. In addition, it is observed that the participation of the users assumes an important role in thisspace. Together with this, the positive evaluation by the users to the formation of the Association of Irrigators is reflected, as well as the work of the “tomero" within the system. As general conclusions can be mentioned that it is a process where changes are observed continuously: disputes, tensions, incorporation and exit of actors both in the management process and the physical system itself, which leads to a process of social construction which is established in the day to day, where groups of actors with different interests are linked to concretize their objectives regarding irrigation water and what it implies.
