    X-ray photoelectron spectroscopy measurement of valence-band offsets for Mg-based semiconductor compounds

    We have used x-ray photoelectron spectroscopy to measure the valence-band offsets for the lattice matched MgSe/Cd0.54Zn0.46Se and MgTe/Cd0.88Zn0.12Te heterojunctions grown by molecular beam epitaxy. By measuring core level to valence-band maxima and core level to core level binding energy separations, we obtain values of 0.56+/-0.07 eV and 0.43+/-0.11 eV for the valence-band offsets of MgSe/Cd0.54Zn0.46Se and MgTe/Cd0.88Zn0.12Te, respectively. Both of these values deviate from the common anion rule, as may be expected given the unoccupied cation d orbitals in Mg. Application of our results to the design of current II-VI wide band-gap light emitters is discussed

    Two interpretations of ways in which group politics in Britain have presented challenges to democracy are reviewed: neo-corporatism or pluralistic stagnation and the rise of single issue interest groups. The disappearance of the first paradigm created a political space for the second to emerge. A three-phase model of group activity is developed: a phase centred around production interests, followed by the development of broadly based 'other regarding' groups, succeeded by fragmented, inner directed groups focusing on particular interests. Explanations of the decay of corporatism are reviewed. Single issue group activity has increased as party membership has declined and is facilitated by changes in traditional media and the development of the internet. Such groups can overload the policy-making process and frustrate depoliticisation. Debates about the constitution and governance have largely ignored these issues and there is need for a debate

    Detection of x-rays from galaxy groups associated with the gravitationally lensed systems PG 1115+080 and B1422+231

    Gravitational lenses that produce multiple images of background quasars can be an invaluable cosmological tool. Deriving cosmological parameters, however, requires modeling the potential of the lens itself. It has been estimated that up to a quarter of lensing galaxies are associated with a group or cluster which perturbs the gravitational potential. Detection of X-ray emission from the group or cluster can be used to better model the lens. We report on the first detection in X-rays of the group associated with the lensing system PG 1115+080 and the first X-ray image of the group associated with the system B1422+231. We find a temperature and rest-frame luminosity of 0.8 +/- 0.1 keV and 7 +/- 2 x 10^{42} ergs/s for PG 1115+080 and 1.0 +infty/-0.3 keV and 8 +/- 3 x 10^{42} ergs/s for B1422+231. We compare the spatial and spectral characteristics of the X-ray emission to the properties of the group galaxies, to lens models, and to the general properties of groups at lower redshift.Comment: Accepted for publication in ApJ. 17 pages, 5 figures.     Policy changes in the Common Agricultural Policy (CAP) can be explained in terms of the exhaustion and long-term contradictions of policy instruments. Changes in policy instruments have reoriented the policy without any change in formal Treaty goals. The social and economic efficacy of instruments in terms of evidence-based policy analysis was a key factor in whether they were delegitimized. The original policy instruments were generally dysfunctional, but reframing the policy in terms of a multifunctionality paradigm permitted the development of more efficacious instruments. A dynamic interaction takes place between the instruments and policy informed by the predominant discourses

    Crystal Distortion and the Two-Channel Kondo Effect

    We study a simple model of the two-channel Kondo effect in a distorted crystal. This model is then used to investigate the interplay of the Kondo and Jahn-Teller effects, and also the Kondo effect in an impure crystal. We find that the Jahn-Teller interaction modifies the characteristic energy scale of the system below which non-Fermi-liquid properties of the model become apparent. The modified energy scale tends to zero as the limit of a purely static Jahn-Teller effect is approached. We find also that the non-Fermi-liquid properties of the quadrupolar Kondo effect are not stable against crystal distortion caused by impurities.Comment: 11 page

    Comparative simulation study of colloidal gels and glasses

    Using computer simulations, we identify the mechanisms causing aggregation and structural arrest of colloidal suspensions interacting with a short-ranged attraction at moderate and high densities. Two different non-ergodicity transitions are observed. As the density is increased, a glass transition takes place, driven by excluded volume effects. In contrast, at moderate densities, gelation is approached as the strength of the attraction increases. At high density and interaction strength, both transitions merge, and a logarithmic decay in the correlation function is observed. All of these features are correctly predicted by mode coupling theory
