Television noise reduction device
A noise reduction system that divides the color video signal into its luminance and chrominance components is reported. The luminance component of a given frame is summed with the luminance component of at least one preceding frame which was stored on a disc recorder. The summation is carried out so as to achieve a signal amplitude equivalent to that of the original signal. The averaged luminance signal is then recombined with the chrominance signal to achieve a noise-reduced television signal

By storage of luminance component, which is summed with chrominance component, system performs mathematical integration of basically-repetitive television signals. Integration of signals over interval of their repetition causes little change in original signals and eliminates random noise
Geology and Geochemistry of the Ship Creek and Monashka Creek reservoirs, Southcentral Alaska
Graywacke from the Ship Creek watershed, dissolves incongruently in distilled water. The dissolution appears to follow a first-order rate law which in integrated form is:

where No is the concentration in ppm of Ca, Mg, Na or K in the graywacke,
Q is the total quantity of these ions leached in time t(days), k is the rate constant in days-1. Experimentally derived rate constants for the dissolution of graywacke in distilled water at 5oC are log k+2CA, -4.128 day-1; log k+2Mg, -6.174 day-1; log k+Na, -5.800 day-1; and log k+K, -5.249 day-1. The above constants are for 40 to +100 mesh graywacke. A surface area correction term must be inserted in the above equation if it is applied to a different size fraction.
Using the above equation and rate constants, the chemical composition of a water in contact with graywacke was calculated. With the exception of magnesium, the agreement between the calculated composition and that of Ship Creek water was good. Assuming that the groundwater in the Ship Creek
watershed contacts about 1.5X104cm2 graywacke per liter, 120 to 360 days
are required at 5oC to produce the concentration of ions observed in Ship
Creek.
Release of exchangeable H+ from the soil mat to the reservoir water will not significant1y lower the pH of the water.
Leaching of heavy metals from sulfides contained in the bedrock of
the two watersheds does not pose a water quality hazard.
Lineaments in the bedrock at Monashka Creek may provide channels through which water may seep from the reservoir. These are not expected to pose a problem in retaining water in the reservoir, but they may result in small, new springs down grade from the reservoir.The work upon which this report is based was supported by funds provided

Associated Production of Charm and a Hard Photon
The two particle inclusive cross section for the reaction is studied in perturbative quantum
chromodynamics at order , for large values of the transverse
momentum of the prompt photon and charm quark. Two different techniques are
used in performing the phase-space integrals; the first is purely analytical,
and the second is a combination of analytic and Monte Carlo integration
methods. The second, more versatile technique facilitates imposition of photon
isolation restrictions and other selections of relevance in experiments.
Differential distributions are provided for various observables, and a

Electrolytic hydrogen production: An analysis and review
The thermodynamics of water electrolysis cells is presented, followed by a review of current and future technology of commercial cells. The irreversibilities involved are analyzed and the resulting equations assembled into a computer simulation model of electrolysis cell efficiency. The model is tested by comparing predictions based on the model to actual commercial cell performance, and a parametric investigation of operating conditions is performed. Finally, the simulation model is applied to a study of electrolysis cell dynamics through consideration of an ideal pulsed electrolyzer
Sovereign Wealth Funds: Form and Function in the 21st Century
As representatives of nation-states in global financial markets, sovereign wealth funds (SWFs) share a common form and many functions. Arguably their form and functions owe as much to a shared (global) moment of institutional formation as they owe their form and functions to the hegemony of Anglo-American finance over the late 20th and early 21st centuries. We distinguish between the immediate future for SWFs in the aftermath of the global financial crisis, and two possible long-term scenarios; one of which sees SWFs becoming financial goliaths dominating global markets, while the other sees SWFs morphing into nation-state development institutions that intermediate between financial markets and the long-term commitments of the nation-state sponsors. If the former scenario dominates, global financial integration will accelerate with attendant costs and benefits. If the latter scenario dominates, SWFs are likely to differentiate and evolve, returning, perhaps, to their national traditions and their respective places in a world of contested power and influence. Here, we clarify the assumptions underpinning the conception and formation of sovereign wealth funds over the past twenty years or so in the face of the ‘new’ realities of global finance.Sovereign Wealth Funds, Crisis, Market Performance, Long-term Investment
Spectroscopic characterization and detection of Ethyl Mercaptan in Orion
New laboratory data of ethyl mercaptan, CHCHSH, in the millimeter
and submillimeter-wave domains (up to 880 GHz) provided very precise values of
the spectroscopic constants that allowed the detection of
-CHCHSH towards Orion KL. 77 unblended or slightly blended
lines plus no missing transitions in the range 80-280 GHz support this
identification. A detection of methyl mercaptan, CHSH, in the spectral
survey of Orion KL is reported as well. Our column density results indicate
that methyl mercaptan is 5 times more abundant than ethyl mercaptan in
