The impact of minimum wage on employment in an economic downturn using data from 17 OECD countries for the period 1985-2008
The impact of minimum wage on employment has been a field of conflicts among economists in labor economics. This divergence of views usually takes the form of conflicting empirical studies. However, in our research we managed to find only one study on the employment effect of minimum wages during economic recessions using cross-country evidence. In this paper we try to investigate this issue using a sample of 17 OECD countries with data for the period 1985-2008. We also try to account for institutional and other policy related differences that might have an impact on employment other than the minimum wage. Our empirical analysis points a positive effect of minimum wage on employment and labor force participation rate for teenagers, young adults and youth, but negative effect for the prime-aged and those who belong in the age group 55-64 years old. Regarding the economic circle, we find that, generally in economic downturns our initial results for all age groups do not change significantly

The employment effect of minimum wage using 77 international studies since 1992: A meta-analysis
Until the early 90’s a strong consensus existed among economists that minimum wage has negative employment effects. However, in 1992, the studies by Card (1992a) and Katz and Krueger (1992), who found insignificant and slightly positive effects, respectively, came to create a schism. Since then a divergence of views expressed by conflicting empirical studies exists in the literature. In our paper, we use a meta-sample of 77 international studies from 18 countries to investigate this relationship. Our analysis suggests that there is evidence of publication selection, but no effect of minimum wages on employment measures. Additionally, using 27 moderators as potential explanatory variables in order to explain the variation among studies, we find that study characteristics related to the data, the model specifications and the group concerned, diversify the degree of the effect
Performance evaluation of a medium access control protocol for a distributed ARQ scheme in cooperative wireless networks
A performance evaluation of a medium access control protocol for a distributed ARQ scheme in cooperative wireless networks is presented in this paper. The protocol under evaluation is the Persistent Relay Carrier Sensing Multiple Access protocol (PRCSMA). The protocol was designed to be easily integrated in standard IEEE 802.11 networks in order to increase their performance and to extend coverage. The main goals of this paper are to present and to discuss the performance evaluation of the PRCSMA under different network configurations. GSP with General Independent Click-Through-Rates
The popular generalized second price (GSP) auction for sponsored search is
built upon a separable model of click-through-rates that decomposes the
likelihood of a click into the product of a "slot effect" and an "advertiser
effect" --- if the first slot is twice as good as the second for some bidder,
then it is twice as good for everyone. Though appealing in its simplicity, this
model is quite suspect in practice. A wide variety of factors including
externalities and budgets have been studied that can and do cause it to be
violated. In this paper we adopt a view of GSP as an iterated second price
auction (see, e.g., Milgrom 2010) and study how the most basic violation of
separability --- position dependent, arbitrary public click-through-rates that
do not decompose --- affects results from the foundational analysis of GSP
(Varian 2007, Edelman et al. 2007). For the two-slot setting we prove that for
arbitrary click-through-rates, for arbitrary bidder values, an efficient
pure-strategy equilibrium always exists; however, without separability there
always exist values such that the VCG outcome and payments cannot be realized
by any bids, in equilibrium or otherwise. The separability assumption is
therefore necessary in the two-slot case to match the payments of VCG but not
for efficiency. We moreover show that without separability, generic existence
of efficient equilibria is sensitive to the choice of tie-breaking rule, and
when there are more than two slots, no (bid-independent) tie-breaking rule
yields the positive result. In light of this we suggest alternative mechanisms
that trade the simplicity of GSP for better equilibrium properties when there
are three or more slots
Fast branching algorithm for Cluster Vertex Deletion
In the family of clustering problems, we are given a set of objects (vertices
of the graph), together with some observed pairwise similarities (edges). The
goal is to identify clusters of similar objects by slightly modifying the graph
to obtain a cluster graph (disjoint union of cliques). Hueffner et al. [Theory
Comput. Syst. 2010] initiated the parameterized study of Cluster Vertex
Deletion, where the allowed modification is vertex deletion, and presented an
elegant O(2^k * k^9 + n * m)-time fixed-parameter algorithm, parameterized by
the solution size. In our work, we pick up this line of research and present an
O(1.9102^k * (n + m))-time branching algorithm
A metapopulation model to assess the capacity of spread of meticillin-resistant Staphylococcus aureus ST398 in humans.
The emergence of the livestock-associated clone of meticillin-resistant Staphylococcus aureus (MRSA) ST398 is a serious public health issue throughout Europe. In The Netherlands a stringent 'search-and-destroy' policy has been adopted, keeping low the level of MRSA prevalence. However, reports have recently emerged of transmission events between humans showing no links to livestock, contradicting belief that MRSA ST398 is poorly transmissible in humans. The question regarding the transmissibility of MRSA ST398 in humans therefore remains of great interest. Here, we investigated the capacity of MRSA ST398 to spread into an entirely susceptible human population subject to the effect of a single MRSA-positive commercial pig farm. Using a stochastic, discrete-time metapopulation model, we explored the effect of varying both the probability of persistent carriage and that of acquiring MRSA due to contact with pigs on the transmission dynamics of MRSA ST398 in humans. In particular, we assessed the value and key determinants of the basic reproduction ratio (R(0)) for MRSA ST398. Simulations showed that the presence of recurrent exposures with pigs in risky populations allows MRSA ST398 to persist in the metapopulation and transmission events to occur beyond the farming community, even when the probability of persistent carriage is low. We further showed that persistent carriage should occur in less than 10% of the time for MRSA ST398 to conserve epidemiological characteristics similar to what has been previously reported. These results indicate that implementing control policy that only targets human carriers may not be sufficient to control MRSA ST398 in the community if it remains in pigs. We argue that farm-level control measures should be implemented if an eradication programme is to be considered
Species difference in ANP32A underlies influenza A virus polymerase host restriction.
Influenza pandemics occur unpredictably when zoonotic influenza viruses with novel antigenicity acquire the ability to transmit amongst humans. Host range breaches are limited by incompatibilities between avian virus components and the human host. Barriers include receptor preference, virion stability and poor activity of the avian virus RNA-dependent RNA polymerase in human cells. Mutants of the heterotrimeric viral polymerase components, particularly PB2 protein, are selected during mammalian adaptation, but their mode of action is unknown. We show that a species-specific difference in host protein ANP32A accounts for the suboptimal function of avian virus polymerase in mammalian cells. Avian ANP32A possesses an additional 33 amino acids between the leucine-rich repeats and carboxy-terminal low-complexity acidic region domains. In mammalian cells, avian ANP32A rescued the suboptimal function of avian virus polymerase to levels similar to mammalian-adapted polymerase. Deletion of the avian-specific sequence from chicken ANP32A abrogated this activity, whereas its insertion into human ANP32A, or closely related ANP32B, supported avian virus polymerase function. Substitutions, such as PB2(E627K), were rapidly selected upon infection of humans with avian H5N1 or H7N9 influenza viruses, adapting the viral polymerase for the shorter mammalian ANP32A. Thus ANP32A represents an essential host partner co-opted to support influenza virus replication and is a candidate host target for novel antivirals
Alteration of the phospho- or neutral lipid content and fatty acid composition in Listeria monocytogenes due to acid adaptation mechanisms for hydrochloric, acetic and lactic acids at pH 5.5 or benzoic acid at neutral pH
This study provides a first approach to observe the effects on Listeria monocytogenes of cellular exposure to acid stress at low or neutral pH, notably how phospho- or neutral lipids are involved in this mechanism, besides the fatty acid profile alteration. A thorough investigation of the composition of polar and neutral lipids from L. monocytogenes grown at pH 5.5 in presence of hydrochloric, acetic and lactic acids, or at neutral pH 7.3 in presence of benzoic acid, is described relative to cells grown in acid-free medium. The results showed that only low pH values enhance the antimicrobial activity of an acid. We suggest that, irrespective of pH, the acid adaptation response will lead to a similar alteration in fatty acid composition [decreasing the ratio of branched chain/saturated straight fatty acids of total lipids], mainly originating from the neutral lipid class of adapted cultures. Acid adaptation in L. monocytogenes was correlated with a decrease in total lipid phosphorus and, with the exception of cells adapted to benzoic acid, this change in the amount of phosphorus reflected a higher content of the neutral lipid class. Upon acetic or benzoic acid stress the lipid phosphorus proportion was analysed in the main phospholipids present: cardiolipin, phosphatidylglycerol, phosphoaminolipid and phosphatidylinositol. Interestingly only benzoic acid had a dramatic effect on the relative quantities of these four phospholipids
Transcriptomic Profiling of Virus-Host Cell Interactions following Chicken Anaemia Virus (CAV) Infection in an In Vivo Model.
Chicken Anaemia Virus (CAV) is an economically important virus that targets lymphoid and erythroblastoid progenitor cells leading to immunosuppression. This study aimed to investigate the interplay between viral infection and the host's immune response to better understand the pathways that lead to CAV-induced immunosuppression. To mimic vertical transmission of CAV in the absence of maternally-derived antibody, day-old chicks were infected and their responses measured at various time-points post-infection by qRT-PCR and gene expression microarrays. The kinetics of mRNA expression levels of signature cytokines of innate and adaptive immune responses were determined by qRT-PCR. The global gene expression profiles of mock-infected (control) and CAV-infected chickens at 14 dpi were also compared using a chicken immune-related 5K microarray. Although in the thymus there was evidence of induction of an innate immune response following CAV infection, this was limited in magnitude. There was little evidence of a Th1 adaptive immune response in any lymphoid tissue, as would normally be expected in response to viral infection. Most cytokines associated with Th1, Th2 or Treg subsets were down-regulated, except IL-2, IL-13, IL-10 and IFNγ, which were all up-regulated in thymus and bone marrow. From the microarray studies, genes that exhibited significant (greater than 1.5-fold, false discovery rate <0.05) changes in expression in thymus and bone marrow on CAV infection were mainly associated with T-cell receptor signalling, immune response, transcriptional regulation, intracellular signalling and regulation of apoptosis. Expression levels of a number of adaptor proteins, such as src-like adaptor protein (SLA), a negative regulator of T-cell receptor signalling and the transcription factor Special AT-rich Binding Protein 1 (SATB1), were significantly down-regulated by CAV infection, suggesting potential roles for these genes as regulators of viral infection or cell defence. These results extend our understanding of CAV-induced immunosuppression and suggest a global immune dysregulation following CAV infection
