    New Media and Peacemaking Diplomacy

    A life full of peace has always been a dream for human societies. Peace is still considered as one of the main modern world concerns, because each nation deals with its own kind of violence and war. Therefore, peacemaking has turned into one of the governments' objectives. Peace has been affected by various factors in all over history. Media and communication technologies are two of the factors that influenced the peacemaking process in the past five decades. They play an important role in the efforts made towards peacemaking because they act as mediators amongst nations, governments, civilizations, organizations, and people. New media have turned into an important factor in the peacemaking process in terms of its widespread effects and extensive capacities. The new media’s importance is on a rise considering its presence in and effects on various aspects of our lives, like political, economic, and social dimensions at sub-national, national and international levels. It has also turned into an important instrument for performing the countries' foreign policies due to its features, along with earning a critical role in peacemaking diplomacy. The media could both be the harbinger of peace and the underlying cause of war with respect to its diverse functions. It could preach peace by sending peace messages inside and outside of the borders, and also by creating a peaceful notion in the people's minds

    Iran as a developing country is in a certain stage of its social and political history. In addition to unique geographic position of this country, access to the Persian Gulf, domination on the Hormuz important and strategic strait, and coastal water suggesting stable and immutable factors in foreign policy of the Islamic Republic of Iran, this country is always looking for playing a key and influential role in the Middle East and in this regard, has better situation than the other countries. Emphasizing on the tangible and intangible national power sources and natural and traditional variables in one hand, and emphasizing on achieving the nuclear energy and software science and their applications in the fields of science and industry on the other hand, are important and challenging subjects worsening the crisis between Iran and U.S. So, the aim of this study is to evaluate the comparative approach of E.U and U.S toward Iran on the nuclear energy after JCPOA (Joint Comprehensive Plan of Action).     The purpose of the present study is to examine the feasibility of Turkey’s accession to the Shanghai Cooperation Organization in response to the EU's procrastination in Turkey’s membership in the European Union. In recent decades, Turkey has done a great deal of work for joining European countries. The formal request of Turkey to join the European Community was presented on April 24, 1987. Turkey's accession to the European Union, on account of some contradictions and conflicts has created special complexities for the parties. A number of analysts consider its specific social and cultural structure as the fundamental barrier for accession Turkey to the European Union and with Turkey's membership, the European Union will not succeed in its identical harmonization process, and it will increase the diversity, variety and differences in the EU. The lack of necessary dynamics in Turkey's political system and society prevents it from acting as a bridge between the East and the West. Therefore, this opposition will exist as long as current variables dominate the political, cultural and social life of the two sides. Shanghai Cooperation organization as a regional organization was established in 2001. The organization, with Russia and China present, is the largest non-Western organization in the Eurasia region. The role of this organization has increased since the beginning of the third millennium in the context of regional and global developments and various analyses have been presented by experts and politicians about its goals, performance and future. Copenhagen's political criterion call for democracy, the full implementation of the rule of law, human rights, labor rights, minority rights, gender equality, participation and pluralism in Turkey. Erdogan not only distanced himself from democratic principles, but also stated that he has shared values ​​with the Shanghai Cooperation Organization

    Crafting decision options and alternatives for designing cultural observation system using general morphological modelling

    According to connoisseurs, cultural system is encountering a fully new space in future decades and cultural indicators will be exposed by some dangers; for the same reason, cultural observation activities in management dialogue of Iran are emphasized; the concept of “observation” in Iran is facing with challenges including being far from the concepts of futures studies and the focus on “cultural indicators monitoring” while cultural engineering needs foresight and identification of affecting progressive and deterring factors on the culture. The present study aims at providing alternatives to design an observation system by considering the monitoring and scanning simultaneously to bring out strategic and futurist vision for cultural organizations. To this end, the solution space and morphological field of observation (parameters and values) by using MA/Carma Viewer software package is designed based on the literature review and forming a five-member expert group and specialized conversations. Upon Internal Consistency Assessment of parameters and by considering some values as drivers, Parameters Activity Check was conducted to study the reactions by other parameters and values. After sense-making and proper understanding of the model behavior, an Inference and “What-If” model were devised; some configurations were studied and provided in order to aware a part of proper alternatives for designing a cultural observation system (two scenarios). Scenario selection is different due to contingencies and conditions of executing the process as well as the users’ needs and goals in cultural observation system and cultural organizations can make decisions and design detailed observation systems by using morphological models, solution space and alternatives provided in the present study and depended on their goals and needs
