    This study examines Papuan values in relation to land, labor, time, social security, and social networks, values that are often overlooked in governance development at various levels. The report concludes that Papuans are being forced to adapt to exogenous systems and institutions, with values alien or counter to their own. Ignorance of local values and failure to include them in development and governance projects is the real cause for poor development results. This book is a first step in incorporating Papuan values into programmatic efforts and policies, with a view to contributing to improved development and governance outcomes

    Kemitraan and Center for Lead Indonesia in 2011 published a series of books on Technical Manual for the Strengthening of Institutional Capacity of Village Governance in Papua and West Barat. There are two books as technical manuals, i.e.: Establishment of Village Community Institution and Establishment of Cooperation between Villages. There are 4 book series, i.e.: Medium Term Development Plan (RPJMK), Village Development Work Plan (RKPK) and Village Budgeting (APBK), Organization Structure and Village Administration and Formulation of Village Administration Standard Procedures and Standard Services. It is expected that this book can contribute to increase and strengthen effectiveness of village government especially in three locations: Kaimana, Keerom and Pegunungan Bintang
