Regulation and Industry Change: reversing cause and effect The link between the evolution of regulatory institutions and the development of new schemes for value creation within an industry (i.e, its business model) has most often been studied from the angle of how sectorial change has affected the institutionalization of new policy instruments. More precisely, the line of questioning generally adopted has been whether or not political actors have sought to simply follow long term trends within an industrial sector - e.g., technological breaks or the evolving structure of innovation (Aghion and Howitt 1992), its exogenous conditions (Kane 1981) and more recently, economic crisis (Tirole 2012) - by creating an appropriate regulatory framework, consistent with the new environment in which private actors operate. If bureaucrats or politicians appear to have failed to ensure that new processes of value creation are translated into regulatory institutions that match the dynamics of the sector in question, other scholars regularly allege the capture of the political process by interest groups (Carpenter and Moss 2014)

    International audienceDiffusion of innovation theories are many among various scientific fields including sociology. In its seminal work Rogers emphasis the role of social system & legitimation as a major force during the so-called phase of persuasion toward market penetration. But markets are a myth as it has been stress by Flingstein: they are social constructions designed by political work of the different stakeholders who needs institutions that limit uncertainty & enable action. Indeed the healthcare market is a good example with many institutions such as drug market access & pricing/reimbursement regulation. With its theory of prescribers, Hatchuel highlights the role of the physician as well the role of agencies (government health agencies, WHO, …) in providing unknown information ie value to the buyer in this uncertain world. Today, the social construction of the value of medical innovation, & its social recognition is dependent on the increasing role of the evaluation made by the agencies of Health Technology Assessment (HTA). It’s a multidisciplinary analysis tool that examines medical, economic, social & ethical implications of value, distribution & use of medical technology in public health. The emergence of new medical imaging practices such as interventional radiology involves specific institutional conditions (regulations, laws, norms, standards, ...). We postulate that medico-economic evaluation by HTA agencies contributes to the social construction of the value of these medical innovations acting as a brake or as an accelerator of diffusion. By looking at HTA national public policy, academic expertise & knowledge circulation, our analysis underlines the influence of the country’s healthcare system & exogenous macroeconomic factors

    Pharma Supply Chain and Globalization in the Face of the COVID-19 Pandemic: A Review

    With the COVID-19 pandemic, governments around the globe discovered the vulnerability of the pharma supply chains (PSCs). In this review, we describe the nature of disruptions that occurred and the political debates. Then, we examine some features of the demand in pharmaceuticals: the evolution of the health market, drug supply shortages, and the access to essential medicines. After some reminders about the organization of the pharmaceutical industry and drug manufacturing, we analyze the characteristics of the supply of pharmaceuticals and the trends of the pharma globalization value chain (GVC). Finally, we discuss policy proposals to circumvent the disruption of PSCs in times of crisis, including stockpiling, improving the resilience of the PSCs, protecting the industrial commons, and relocating manufacturing plants. In conclusion, we draw a research agenda for economists and a political agenda for governments

    Neologisms and affiliation name: a bibliometric perspective on the institutionalization of interventional radiology

    International audienceDelimitation of scientific subfields constitutes one of the key problems in scientometrics. De Bruin and Moed (1993) suggested that “corporate address words” or word co-occurrence in affiliation field could be used. In science, researchers construct knowledge through neologisms. Studies of new scientific concepts indicated us new trends on naming institutions with neologisms. Therefore, one can postulate that neologisms are markers of emerging scientific field, and naming institution after neologisms could be part of a legitimation process. The aim of this paper is to explore this hypothesis through the bibliometric analysis of one case study related to the diffusion process of the concept of "interventional radiology" (IR). The study of the history of IR concept and its trends using affiliation addresses allows us to better understand how IR field has attempted to institutionalize and to gain its autonomy. Several institutions publishing in the field of IR have undertaken a legitimization process by entitling department "interventional radiology", but the specialty has partially or internationally failed to gain its scientific autonomy. In conclusion, measuring the trend of newly named institutions after a neologism can be used to assess the degree of institutionalization for a new medical or scientific field
