The Hipparcos parallax for Polaris

This letter follows a recent claim that the Hipparcos parallax for Polaris could be too small by 2.5 mas. It examines in detail the Hipparcos epoch astrometric data for Polaris, as well as the viability of other observations that were put forward to support a larger parallax. The Hipparcos determination of the Polaris parallax is shown to be sufficiently robust to fully exclude a significantly larger parallax, and there is no observational support from other observations, such as a supposed presence of a cluster, either.Comment: 3 pages, 6 figures, Accepted for publication by A&

The impossible dream : France and the Austrian Netherlands during the Régence (1715-1723)

This article examines how after the Treaty of Utrecht of 1713, in spite of the official French peace policy, the desire to incorporate sooner or later the Southern Netherlands into France remained quite strong in Paris. Although during the Regency of the Duke of Orleans (1715-1723) France officially and publicly distanced itself from any form of annexionism, the analysis of French diplomatic correspondence and memoranda circulating in government circles shows that France was by no means a "satisfied nation" and that the ambition to one day annex the Southern Netherlands to France remained as strong as ever. The desire for peace shown by Paris during la Regence was only motivated by a lack of resources, the fear of a new anti-French coalition and pragmatic considerations of international politics

Common Knowledge in Email Exchanges

We consider a framework in which a group of agents communicates by means of emails, with the possibility of replies, forwards and blind carbon copies (BCC). We study the epistemic consequences of such email exchanges by introducing an appropriate epistemic language and semantics. This allows us to find out what agents learn from the emails they receive and to determine when a group of agents acquires common knowledge of the fact that an email was sent. We also show that in our framework from the epistemic point of view the BCC feature of emails cannot be simulated using messages without BCC recipients.Comment: 34 pages. Industrial restructuring and early industry pathways in the Asian 1st generation NICs: The Singapore garment industry

This article aims to contribute to an understanding of the industrial dynamics/evolution of mature export production complexes in the first generation Asian NICs, employing an evolutionary economic perspective. Over the past decade and longer the first generation Asian NICs, Singapore included, have been confronted with imperatives necessitating deep restructuring. We observe that industrial decline, associated with failed restructuring caused by lock-in, does not fit these countries, its industrial regions and early industries. Yet research has hardly begun to look at adjustment and address deeper evolution from tenets in the framework of evolutionary economics although such an approach is made not less but rather more relevant by continued resilience. We analyse the pathway(s) of one early industry, i.c. the apparel industry, in Singapore, through the 1980s and 1990s. The withering away in the Singapore context of an industry such as apparel is not inevitable. From a juxtaposition of the line of thinking in evolutionary economics emphasizing hindrance and decline due to path dependency and lock-ins with an alternative line emphasizing the possibility to adjust through renewal and the limited operation of lock-ins, we argue why the latter rather than the former has been the case.evolutionary economics, industrial restruction, Asia, NICs
