New management tools are required to enhance interaction between Russian companies and government agencies for innovation development. A major interactive tool are Government Relations (GR) communications promoting a new relationship model in terms of innovative system management. Interaction with the authorities is a major factor in innovation development, and the company’s excellent reputation in the eyes of the authorities is a key element for business success and implementation of innovations. The study provides an explanation of the notion of ‘Government Relations’ (GR) and examines various academic approaches to GR in modern economics. We investigated the reasons for the development of GR at its present stage. The article looks at several GR tools in Russia public Relations (PR), public-private partnership and corporate social responsibility. We analyzed differences between lobbying and GR and demonstrated that lobbying is one of the key components (active phase) of GR activity. Data are provided on activities of the GR departments of major corporations of the Russian Federation. Furthermore, we examined the characteristics of PR development in Russia and substantiated the need for the implementation of GR into Russian enterprises and for training of highly qualified GR managers in Russia.peer-reviewe

The present article specifies the basic principles and components of the social and economic policy of enterprises. Structuring of components enabled the authors to formulate the main directions according to their activity profile and to provide a more detailed definition of the industrial policy of enterprises. The authors showed the nature of the impact of the industrial policy on the industrial complex of enterprises, its importance and relevance; the main problems are also outlined. The specific ways and opportunities for the solution of these problems, formulated by the authors, made it possible to offer the scheme of the main components of the concept of the formation of the industrial policy at enterprises and to define the key purpose, which in turn made it possible to specify tasks, requirements and restrictions when forming the industrial policy of enterprises at the present stage. The research conducted in the present article and the concept of industrial policy offered by the authors are regarded as the instrument of strategic management, the corrective model of the management system of enterprises taking into account the opportunities for strategic development and the influence of sectoral and regional policy, as well as science, which confirms the relevance of this subject. Keywords: social economic policy, external and internal components, infrastructure, industrial complex, concept of formation. JEL Classifications: L52, L53, M1

Contrasting variants of soil development at archaeological sites on floodplains in the forest-steppe of the Central Russian Upland

The soils of archaeological sites on river floodplains with contrasting history of the Holocene soil evolution in the south and north of the forest-steppe zone on the Central Russian Upland have been studied. The conditions for the meadow-chernozemic soil development on the high floodplain in the lower course of the Savala River (Voronezh oblast) were most favorable in the Early Holocene (10.3-9 ka BP); 9 ka BP, the soil humus profile was two times deeper than it is toda

Structural, optical and luminescent properties of undoped Gd3AlxGa5-xO12 (x = 0,1,2,3) and Gd2YAl2Ga3O12 single crystals

The studies of structural, optical and luminescent properties of undoped Gd3AlxGa5-xO12 (x = 0,1,2,3) and Gd2YAl2Ga3O12 mixed crystals were carried out. Mixed crystals composition and lattice parameters were determined using EDX and XRD techniques. The distribution of cations between sites with different symmetry was obtained using Rietveld method. The spectral dependence of refraction coefficients was determined using the multiangle spectrophotometry method and Cauchy equation. Optical band gap values were determined from the absorption spectra in the region of fundamental absorption edge. Presence of two non-equivalent Gd3+ emission centers was supposed from the analysis of emission spectra. The energies of exciton creation and band gap energies were obtained from the luminescence excitation spectra analysis

Aim. To develop a safe protocol for cryopreservation of segments of iliac arteries straight after their retrieval from post-mortem donor with the use of polydimethylsiloxane as a coolant and cryoprotectant.Materials and methods. Eleven segments of iliac arteries were retrieved from post-mortem donor and divided into four groups including control. Based on preliminary heat and cold transfer mathematical modeling and tests with tissueequivalent phantom arterial segments were placed on plastic mounts and cryopreserved by following protocol: groups 1 and 2 were immersed in polydimethylsiloxane and cooled rapidly at 180 °С/min to –75 °С. Group 3 segments were cryopreserved at 1,6 °С/min in PDMS – fi lled cryo-container placed in the freezer at –80 °С. All segments were defrosted by immersion in PDMS at +24 °С and then examined for morphology changes by histological methods and SEM. EDS analysis with the use of AzTech software also was performed for Si – content evaluation. Restricted biomechanical tests were conducted for group 2 segments.Results. There were no signifi cant morphological differences between segments of the control and cryopreserved groups except for the segment with slow cooling.Conclusion. Mobile cryopreservation may allow increasing the effi ciency of retrieval of a large number of donor tissues for possible later use in the processing of bioprostheses of blood vessels; or, after decellularization, as well as tissue-specifi c matrices for tissue-engineering blood vessels

Status and initial physics performance studies of the MPD experiment at NICA

The Nuclotron-based Ion Collider fAcility (NICA) is under construction at the Joint Institute for Nuclear Research (JINR), with commissioning of the facility expected in late 2022. The Multi-Purpose Detector (MPD) has been designed to operate at NICA and its components are currently in production. The detector is expected to be ready for data taking with the first beams from NICA. This document provides an overview of the landscape of the investigation of the QCD phase diagram in the region of maximum baryonic density, where NICA and MPD will be able to provide significant and unique input. It also provides a detailed description of the MPD set-up, including its various subsystems as well as its support and computing infrastructures. Selected performance studies for particular physics measurements at MPD are presented and discussed in the context of existing data and theoretical expectations
