Parameter Daerah Persiapan: Penjelasan Teknis Pembentukan Daerah Otonom Baru Dalam Desain Besar Penataan Daerah
Regional autonomy has grown out of control. In the decade from 1999, Indonesia has acquired seven new provinces, 194 districts, and 34 cities - a total of 204 new polities. This is quite a proliferation compared to the 54 years before autonomy, when only 319 autonomous areas were created. A Ministry of Home Affairs evaluation shows that 80 percent of these new areas fail due to their lack of preparation or readiness for autonomy.
This book describes the factors for successful autonomy including timing, geography and demography, along with the institutional dimensions including defense and security, socio-cultural and political, economic, financial, and administrative infrastructure. Proper preparation of the institutional and administrative infrastructure is needed to increase the likelihood of stability and prosperity in autonomous regions
Nilai-nilai Dasar Orang Papua dalam Mengelola Tata Pemerintahan (Governance)
This study examines Papuan values in relation to land, labor, time, social security, and social networks, values that are often overlooked in governance development at various levels. The report concludes that Papuans are being forced to adapt to exogenous systems and institutions, with values alien or counter to their own. Ignorance of local values and failure to include them in development and governance projects is the real cause for poor development results.
This book is a first step in incorporating Papuan values into programmatic efforts and policies, with a view to contributing to improved development and governance outcomes

This book is intended to guide the Ministry of Home Affairs and development stakeholders, especially in the establishment of New Autonomous Regions (Daerah Otonom Baru/DOB). By providing proper analyses and criteria, it is hoped that the establishment of DOB will not occur just to fulfil the political interests of certain groups
