    In accordance with the duties and functions BKKBN or Regional FamilyPlanning Agency has a strategic role in the development of social welfare . The role willbe realized as expected if the Family Planning Agency may formulate and implementprograms that are directly related to efforts to repair / improvement of social welfare inparticular the families of the target group . In connection with this, this peneleitianendak answer the question " how the role of Family Planning Agency in thedevelopment of social welfare in the South Minahasa district .What is meant by a role in the development of the social welfare are the thingsor the efforts that have been or are being carried out by the Family Planning in thedevelopment of social welfare / community in accordance with the scope of tasks andauthority. The role can be seen from the programs and activities that have been or arebeing implemented and the results achieved in the development of public welfare .This study used qualitative methods . Sources of data / informants drawn fromthe competent authorities Family Agency Planning South Minahasa District ( 5 people ), officers PPLKB / PLKB Subdistrict ( 4 ) people , and community family planningprograms target group ( 6 persons ) , so the total number of informants there are asmany as 15 people . Collecting data using interview techniques . While the analysis ofthe data using qualitative analysis techniques interactive model of Miles and Hubernan .The results showed : ( 1 ) Programmes Body Family Planning , Women'sEmpowerment and Child Protection South Minahasa regency set everything can be donequite effectively .     The internal environment is the overall factor in the organization and the activities of theorganization. In the study are two main problems, namely the environmental conditions and the level ofemployee performance in organizations. The study tries to show the influence of the organizationalenvironment on employee performance in Tuminting district, Manado city . This study uses a quantitativeapproach with descriptions and explanations. Data sources or respondents of this study are all employeesof the district office Tuminting, numbering 32 people. Data was collected through a questionnaire andengineering survey using observation techniques. Analysis of the data involved using a simple correlationanalysis technique and simple regression. The results of the data analysis: 1.the environmentalorganization at the district offices in Tuminting is based on the opinions of respondents in the categoriesand are likely to be high or medium.2.Employee performance is likely to be low or medium.3.Theregression coefficient of the variable work environment on employee performance is positive andsignificant and the correlation coefficient of determination is also. Based on the results of data analysis itmay be concluded that the environmental organization, working environment is significantly positive inthe office at Tuminting, Manado city. From the conclusion of the study it is suggested that theorganization's leaders, in particular the leader of Tuminting district, are able to create conditions of acondusive working environment and stimulate morale of the employees and also the need for concreteefforts of local governments to create the conditions for a better working environment

    To realize the discipline of civil servants UU.NO.43 1999 mandates the need enactment ofgovernment regulations regarding the discipline of civil servants. In connection with it will emergeGovernment Regulation No. 53 of 2010 on Discipline of Civil Servants civil service discipline. This studyis intended to engetahui bagamana Impementasi the policy in Parliament Secretariat North Sulawesi, andthe extent of the impact of the implementation of that policy to increase employee discipline.This study uses research kualtatif.informan taken from elements of leadership and the elements of staff /executive secretariat in the northern Sulawesi Provincial Parliament, entirely as many as 15 peopleinformer. Insrumen in this study is the researchers themselves, while collecting data using techniques ofdata wawancara.analisis dilaukan with anaisis techniques Qualitative interactive model of Miles andHumbernann.research results conclusions: (1) Implementation of policy discipline PNS (PP.53 in 2010) has beendone with good views of pnting dimension of public policy implementation model of Edward III, kususnyacommunication factor (socialization) policies, and disiposisi (koitmen and consistency ) implementing thepolicy. In concrete policy implementation PNS discipline shown by some reality; socialization rules ofdiscipline, commitment and leadership to menerepkan mengakan disciplinary regulations, adnya efforts toraise awareness of employees to implement the provisions of the discipline as well as creating a culture ofdiscipline, and the enforcement of disciplinary punishment consistently; (2) Implementation of policydiscipline has given a positive dampa to increased discipline seen from increased adherence and provisionof personnel to the provisions concerning the obligations and prohibitions applicable to civil servants Yngsebagaiman stipulated in the PP. 53 out of 2010.Based on the conclusion of the study put forward suggestions: (1) the implementation of civilservice discipline policy should be more emphasis on the progressive increase in awareness that willmanifest pure discipline; (2) the employee should be encouraged to have a high commitment andconsistency in applying the rules of discipline of civil servants

    The purpose of this research is to know the effectiveness of the Ministry on students whohad been given by the officers and employees that are on the honorary academic headquarters unsrat. In theframework of the management of higher education in accordance with the Government Regulation Number49 by 2013 about higher education, on article 11 explains that The Academic has the task of implementingthe service giver education, research and community service. In the framework of the management of highereducation in accordance with the Government Regulation Number 49 by 2013 about higher education, onarticle 11 explains that The Academic has the task of implementing the service giver education, research andcommunity service. So in this case can be in describing how the importance of the academic section at theUniversity of Sam Ratulangi.The research methods used in this research is qualitative, descriptive methods with gatheringtechniques by using the method of Observation and question form. as for the respondents/informants of thisresearch was 5 officers, five honorary degrees, and 10 students. So a Total of 20 people was the informant.The results showed that 50% of student respondents were not satisfied with the Ministry's officersthat there is the Head Office of academic Unsrat. According to this study of student dissatisfaction because ofthe way delivery of employee information on students who are less friendly and does not provide informationthat would be expected by the student convey information, both the study also shows that 50% of studentsrespond less well enough and with payment of tuition fee online because according to observation andresearch is less in case of disruption of students agree the internet is often the current payment of tuition feecan't be done and it is very detrimental for students. The results showed that students are less agree withclosing the online graduation registration 2 weeks before graduation day. Because of the internet studentopinions often have disorders that does impact on the clearance delay graduation by the student file.Referring to the discussion and conclusions on top then suggest employees should be able to provideservice and afford maximum to students because students are the main customers of the University of SamRatulangi. The friendly nature of the staff in providing service to give satisfaction in the student. Accurateinformation can be given to a student in any communication directly between the leadership with employeesfor example 1 Provost Academics should be down directly control and provide the latest information relatingto the existing services in the field of academic excellence in order to provide the information needed by thestudent is not Academic leaders can be expected to provide services manually for the payment of theregistration FEE, graduation and others in order to cope with the loss on students because in these days offrequent disruptions of the internet that could slow down the Affairs of the students ' needs

    This study aims to determine and analyze the effect of job allowances on the quality of service apparatus in the Department of Investment and Integrated Service One Door Manado City. The research method is a quantitative research method, it is a research method based on the philosophy of positivism, used to examine the population or a particular sample. The sampling technique used is a saturated sampling technique in the Department of Investment and Integrated Services One Door Manado City there are 55 ASN. Data analysis techniques used are simple linear regression analysis and simple correlation analysis. Based on the results of analysis using correlation pearson product moment obtained correlation coefficient (r) = 0.566 while the coefficient of determination (r²) = 0.32. These results show that the coefficient of determination is 32%. Based on this result it can be explained that the improvement of service quality of apparatus is 32% while 68% is determined by other factors. Based on this research, the hypothesis presented can be accepted that there is a degree of linkage and determination of the work allowance to the quality of service apparatus in the Department of Investment and Integrated Service One Door Manado City. Based on the results of significance test obtained value tcount = 6.262 at significant level (α) = 0.05 with degrees of freedom (df) = n - 2 = 53, then ttable = 2.005. From the data it is obtained that tcount is greater than ttable where tcount 6.262 > 2.005. Then H1 is accepted and H0 is rejected. This proves that there is significant influence between work allowance to service quality of apparatus in the Department of Investment and Integrated Service One Door Manado City. Based on the results of the study, it can be concluded work allowance has a relationship and has a significant effect on the quality of apparatus service in the Department of Investment and Integrated Service One Door Manado City. This means that the work allowance is one of the determinants of the improvement of service quality of the apparatus

    The foreigh to enlarge a district as a movement to increase the ability of the district governmentto make a short control of the government and to increase the human prosperity. As a matter of fact thereare still found the people in the districk has unprosperty. Based on the fact, so this research has to intendto answer the question, “whether the enlarge of districk effective to the level of human prosperity”.The research used the quantitative method. This research is made based on five example areas in thedistrict Bunaken of Manado city, The research sampel is stated for one-hundred respondens which istaken twenty sampel of the respondens for dach area in the district randomly, to collect the data thequestioner methad is used and helping by the interview technique. The data analysis used statistic analysisregression linear and correlation product moment.Based the data analysis show that : The effectiveness coefficient regression of the foreigh to enlarge adistrict area concerning human properity is 0.779 scale for each unit, and Coefficient collation effect in theforeigh to enlarge a district area concerning human prosperity is 0,83, and the determination coefficient is0,69 or 69%. Based of the research, the conclusion is the foreigh to enlarge the district area has a positiveeffect and significant to improve the human prosperity.Based of the coclusion above, suggesting forresponsive of the government to running this program to create the human prosperity

    The position of sub-district for the implementation of decentralization policy is differentfrom the unit area perangl at other districts in the region, as well as organizing public administrationtasks, sub-districtal so has the task of dealing with the affairs of local autonomy meaning ful communityservice delegated by the Regents. The purpose of this study is to determine how to optimize the assignmentsubdistrict/district chief in the implementation of regional autonomy policy in East Mimika district.The research method used was a qualitative method. Informants in this study as many as 14 people weretaken from the district government elements (4 people), the element leader/officer UPTDepartment/Agency Regions (3), the village government elements (3), elements of traditional leaders (1person), elements of character religion(1 person), farmers elements (1) and elements of micro driver (1person), research instrument is the researcher's own, while collecting data using interview techniques.Data analysis was performed with qualitative analysis techniques interactive model of Miles andHubernann.The results showed: (1) Task district chief in the administration of general governance can already beimplemented with effective and efficient, but not all optimal; (2) The task of the district chief in handlingthe affairs of regional autonomy under the authority of the government district or delegated by there gentsmeaning ful community service also has to be implemented with effective and efficient butn ot optimal(3)barriers or major obstacles in the optimization task of the head of the districtitis the human resourcefactor/in adequate government employees, as well as factors supporting infrastructure and facilities in adequatetask execution, and budget/funds are not sufficient.Based on the research results of optimizing task be concluded that the District Head/Head of the Districtin the implementation of the decentralization policy has not all be true,but generally is quite effective andefficient; in other words, the task ofthe head of the district in the implementation of regional autonomypolicy, not all can be implemented optimally, but generally is quite effective and efficient

The purpose of this research is to find out how the supervisory functions of the Fund Schooloperational assistance (BOS) by Education Office city of Manado. The research method used is descriptivequalitativemethod. The location of the research on select three SDN from SDN 04 Manado, Manado, andSDN 21, SDN 100 Manado.     Government Regulation 42 of 2004 on Life Coaching Corps and the Code of Conduct for civil servants, explicitly and clearly stated ethical obligation for civil servants in carrying out official duties. But in reality there is still the attitude and behavior of civil servants that do not fit. This research is to answer the question "to what extent the application of ethics of civil servants in the discharge of public service personnel in the sub-district office Wanea Manado.Research using qualitative methods. In this case the application of ethics of civil servants visits of eight indicators: (1) carry out the duties and powers according to the provisions; (2) establishing a work ethic to improve performance; (3) comply with and adhere to operational standards and obedient labor; (4) ensuring cooperatively work in realizing the efficiency and effectiveness; (5) sought to develop competencies and creative and innovative thinking in the implementation of tasks; (6) accountable in carrying out the task; (7) responsive, open, honest, and accurate, and timely in completing tasks; (8) use of resources in an efficient and effective organization; Informants in this study were officials and staff at Head Office Wanea, as many as 10 people. Data collection by interview; while data analysis using interactive model analysis techniques of Miles and Hubernann.The results showed that the application of ethics of civil servants of eight indicators that can be applied to everything is pretty well by the public service personnel in the sub-district office Wanea, but not optimal.Based on the results of these studies conclude that the application of ethics of civil servants specified in the PP. No. 42 of 2004 has not been optimally performed by the apparatus of public services in the sub-district office Wanea Manado, but generally has been good enough. Based on the conclusions of the research results can be put forward suggestions to improve the application of ethics among civil servants in the public service apparatus, as follows: (1) need more intensive socialization of the PP. 42 of 2004 to the whole apparatus of public services (2) enforcement of civil etika needs to be improved by implementing a consistent and objective sanctions against any ethics violations
