This guide was created for a project conducted by the Center for Terrorism Law, St. Mary’s University Law School supported by a 2006 “Congressionally-Directed Homeland Defense and Civil Support Threat Information Collection” grant administered by the Air Force Research Laboratory under agreement FA8750-06-1-0243. Part One of this guide was prepared by the Reporters Committee for Freedom of the Press. The Reporters Committee for Freedom of the Press is a voluntary, unincorporated association of reporters and editors that works to defend the First Amendment and freedom of information interests of the news media. The Reporters Committee has provided representation, guidance and research in First Amendment and freedom of information litigation since 1970. Part Two of this guide contains a survey of the national open government laws from a select sample of nations that face elevated terror threats—Colombia, France, Israel, and the United Kingdom
