    Flexible futures: the academic librarian

    Australian academic libraries are highly adaptive to the changing needs of learning and teaching and research and the demands of the changing information environment. Liaison Librarians are absolutely central to the academic library's ability to manage change and anticipate and prepare for the future. However little is shared in conference papers and journal publications about how Liaison is organised, developed and supported by academic libraries. Queensland University of Technology (QUT) and University of Tasmania (UTAS) Libraries have explicit, well established and long-running Liaison programs. UTAS recently embarked on a change process to move from an individual, school-focussed model to a faculty-focused, team approach to Liaison organisation. The process led to the organisation of teams, with team-member leadership roles in collection development, learning and teaching, and research support. The new organisation also established a learning environment in which librarians continue to change in a rapidly changing environment. At QUT Library the Workforce Plan has set the framework for the re-examination of the highly Faculty-integrated Liaison model to improve support for the University's research agenda, to respond to the changes in scholarly communication and to work collaboratively with the University's Teaching and Learning Support (TALSS) to embed information and academic literacies into the University's curriculum. This paper examines recent literature on Liaison, discusses two case studies of Liaison organisation at QUT and UTAS Libraries and how these changing models prepare libraries and librarians for the future of university learning and teaching and research and the changing information environment

    See no evil? Ethics in an interventionist ICTD

    This paper considers some of the ethical questions that arise in conducting interventionist ICTD research, and examines the ethical advice and guidance that is readily available to researchers. Recent years have seen a growing interest from technology researchers in applying their skills to address the needs and aspirations of people in developing regions. In contrast to much previous research in Information and Communication Technologies for Development (ICTD) which has sought to study and understand processes surrounding technologies, technology researchers are interested in finding ways to change the forms of these technologies in order to promote desirable social aims. These more interventionist research encounters raise distinctive ethical challenges. This paper explores the discussions that have been presented in the major ICTD journals and conferences and major development studies journals as well as examining codes of conduct from related fields of research. Exploration of this literature shows that the quantity, quality and detail of advice that directly addresses the challenges of interventionist ICTD is actually very limited. This paper argues that the there is an urgent need for the ICTD research community to investigate and debate this subject

    Participatory design and participatory development: a comparative review

    This paper examines literature in the twin domains of participatory interactive systems design and participatory approaches to international development. As interactive systems are increasingly promoted as a possible means of achieving international development goals, designers generally agree that participatory design approaches should be applied. However, review of the literature reveals that these two different traditions have more complex relationships, and questions must be asked about: the aims of participation, the forms of participation that are being advocated, and the skills and strategies required of practitioners. The findings suggest that successful integration of participatory interactive systems design into development will require careful reflection on the nature of development and the approaches adopted.</p

    Ability, families, education and earnings in Britain

    The paper estimates the returns to education for a cohort of individuals born in Britain in March 1958 who have been followed since birth until the age of 33. The data used has a wealth of information on family background including parental education, social class and interest shown in the child's education as well as measures of ability. These variables are typically missing in studies looking at the returns to schooling. In the paper we żd that the return to an additional year of full-time education for the UK population as a whole is somewhere between 5 to 7 per cent for men and 8 to 10 per cent for women even after correcting for the eĄcts of measurement error. The paper also presents evidence that the returns to an additional year of schooling in the UK are heterogeneous. The results from the paper suggest that individuals undertaking education involving some sort of formal qualification have significantly larger rates of return to an additional year of education than individuals who have obtained no formal education. Individuals whose highest educational qualification is an A level (the highest schooling qualification in the UK) appear to have the highest average return to an additional year of education at around 15 per cent for both men and women. There is also some evidence that individuals with lower tastes for education, have significantly higher marginal returns to education. The results of the paper suggest that recent IV estimates of the returns to schooling in the UK, which exceed typical OLS estimates, may overestimate the average marginal return for the population as a whole.

    This paper looks at the strengths and weaknesses of using administrative data for economic policy evaluation. It does this by looking at how school administrative data has been used to assess school effectiveness and the impact of month of birth on educational outcomes with varying degrees of success. It concludes that if there is some natural experiment in the way the education is delivered or an education initiative is introduced, then schools’ administrative data offers the opportunity of answering questions of extreme policy interest in a robust way – even without rich background information on the students and their families.administrative data, evaluation methods, school league tables, month of birth, natural experiment

    A national suitability dataset for infiltration-based sustainable drainage systems

    The Floods and Water Management Act 2010, includes the provision for sustainable drainage systems (SuDS) which aim, in part, to reduce flooding and improve water quality. Infiltration-to-the-ground is a key SuDS component that can provide effective and practical opportunities for the attenuation of surface water, however systems must complement ground conditions to ensure effective drainage, stability of ground and protection against groundwater quality deterioration. This paper reports on the development of a national suitability GIS dataset that provides subsurface information that may be useful for the planning and design of effective infiltration-based SuDS, whilst also highlighting those circumstances where infiltration may cause unintended negative consequences including flooding or severe ground instability. The dataset focuses on four key themes: a) severe constraints that preclude infiltration-systems; b) subsurface drainage properties; c) vulnerability of groundwater from infiltration water and d) presence of geological hazards triggered by infiltration. The dataset is populated with a wealth of subsurface data, derived by the British Geological Survey (BGS), enabling rapid assessment of subsurface conditions
