    Anisotropic magnetohydrodynamic turbulence in a strong external magnetic field

    A strong external dc magnetic field introduces a basic anisotropy into incompressible magnetohydrodynamic turbulence. The modifications that this is likely to produce in the properties of the turbulence are explored for the high Reynolds number case. The conclusion is reached that the turbulent spectrum splits into two parts: an essentially two dimensional spectrum with both the velocity field and magnetic fluctuations perpendicular to the dc magnetic field, and a generally weaker and more nearly isotropic spectrum of Alfven waves. A minimal characterization of the spectral density tensors is given. Similarities to measurements from the Culham-Harwell Zeta pinch device and the UCLA Macrotor Tokamak are remarked upon, as are certain implications for the Belcher and Davis measurements of magnetohydrodynamic turbulence in the solar wind

    Nashbots: How Political Scientists have Underestimated Human Rationality, and How to Fix It

    Political scientists use experiments to test the predictions of game-theoretic models. In a typical experiment, each subject makes choices that determine her own earnings and the earnings of other subjects, with payments corresponding to the utility payoffs of a theoretical game. But social preferences distort the correspondence between a subject’s cash earnings and her subjective utility, and since social preferences vary, anonymously matched subjects cannot know their opponents’ preferences between outcomes, turning many laboratory tasks into games of incomplete information. We reduce the distortion of social preferences by pitting subjects against algorithmic agents (“Nashbots”). Across 11 experimental tasks, subjects facing human opponents played rationally only 36% of the time, but those facing algorithmic agents did so 60% of the time. We conclude that experimentalists have underestimated the economic rationality of laboratory subjects by designing tasks that are poor analogies to the games they purport to test

    Industry views on water resources planning methods – prospects for change in England and Wales

    This paper describes a qualitative study of practitioner perspectives on regulated water resources planning practice in England and Wales. The study focuses on strengths and weaknesses of existing practice and the case for change towards a risk-based approach informed by stochastic modelling assessments. In-depth, structured interviews were conducted to capture the views of planners, regulators and consultants closely involved in the planning process. We found broad agreement that the existing water availability assessment methods are fallible; they lack transparency, are often highly subjective and may fail to adequately expose problems of resilience. While most practitioners believe these issues warrant a more detailed examination of risk in the planning process, few believe there is a strong case for a fundamental shift towards risk-based planning informed by stochastic modelling assessments.
