Blazar jet physics in the age of Fermi
The impact of the Fermi Gamma-ray Space Telescope on blazar research is
reviewed. This includes a brief description of the Fermi Large Area Telescope,
a summary of the various classes of extragalactic sources found in the First
Large Area Telescope AGN Catalog, and more detailed discussion of the flat
spectrum radio quasar 3C454.3 and the BL Lac object PKS 2155-304. Some
theoretical studies related to ongoing blazar research with Fermi are
mentioned, including implications of gamma-ray observations of radio galaxies
on blazar unification scenarios, variability in colliding shells, and whether

A Proposed Livestock Research Program for Alaska
This report presents, primarily, areas of research and research goals on range management and beef cattle production that 1) appear to be most urgent and 2) that appear attainable within the next few years without a great expansion of personnel, equipment and funds. Other areas of research and development in the livestock industry (not including dairy) are discussed briefly. Present trends in agricultural research and recommendations for an expanded research program in animal husbandry are given.

The Debt Limit and the Constitution: How the Fourteenth Amendment Forbids Fiscal Obstructionism
The statutory debt limit restricts the funds that can be borrowed to meet the government\u27s financial obligations. On the other hand, the Fourteenth Amendment\u27s Public Debt Clause mandates that all the government\u27s financial obligations be met. This Note argues that the Public Debt Clause is violated when government actions create substantial doubt about the validity of the public debt, a standard that encompasses government actions that fall short of defaulting on or directly repudiating the public debt. The Note proposes a test to determine when substantial doubt is created. This substantial doubt test analyzes the political and economic environment at the time of the government\u27s actions and the subjective apprehension exhibited by debt holders. Applying this test, this Note concludes that Congress\u27s actions during the 1995–96 and 2011 debt-limit debates violated the Public Debt Clause, though Congress\u27s conduct during the debate over the debt limit in 2002 did not. And under a departmentalist understanding of executive power, a conclusion of this nature would be the basis for the president to ignore the debt limit when congressional actions create unconstitutional doubt about the validity of the public debt

In 1961 Herbert Simon and Albert Ando published the theory behind the
long-term behavior of a dynamical system that can be described by a nearly
uncoupled matrix. Over the past fifty years this theory has been used in a
variety of contexts, including queueing theory, brain organization, and
ecology. In all these applications, the structure of the system is known and
the point of interest is the various stages the system passes through on its
way to some long-term equilibrium.
This paper looks at this problem from the other direction. That is, we
develop a technique for using the evolution of the system to tell us about its
initial structure, and we use this technique to develop a new algorithm for
