    Signaling in a polluted world: oxidative stress as an overlooked mechanism linking contaminants to animal communication

    The capacity to communicate effectively with other individuals plays a critical role in the daily life of an individual and can have important fitness consequences. Animals rely on a number of visual and non-visual signals, whose production brings costs to the individual. The theory of honest signaling states that these costs are higher for low than for high-quality individuals, which prevents cheating and makes signals, such as skin and plumage colouration, indicators of individual’s quality or condition. The condition-dependent nature of signals makes them ideally suited as indicators of environmental quality, implying that signal production might be affected by contaminants. In this mini-review article, we have made the point that oxidative stress (OS) is one overlooked mechanism linking exposure to contaminants to signaling because (i) many contaminants can influence the individual’s oxidative balance, and (ii) generation of both visual and non-visual signals is sensitive to oxidative stress. To this end, we have provided the first comprehensive review on the way both non-organic (heavy metals, especially mercury) and organic (persistent organic pollutants) contaminants may influence either OS or sexual signaling. We have also paid special attention to emerging classes of pollutants like brominated flame-retardants and perfluoroalkoxy alkanes in order to stimulate research in this area. We have finally provided suggestions and warnings for future work on the links among OS, sexual signaling and contaminant exposure

    Oil Security Short- and Long-Term Policies

    Increasing oil security represents one of the most important policy actions, especially within IEA countries. Short and long term mechanisms could help such goal. On the short term side, revision of IEA emergency response oil stock system has been discussed. The attention is mainly focused on three issues: the high costs of stock management for private industries, the possible use of strategic reserves to smooth price when no high supply disruption has taken, the extension of IEA emergency system to non-OECD countries. The main actions specifically proposed by the European Commission are: an harmonisation of national storage systems, with the institution of public and private agency, a wider co-ordinated use of security stocks, and an increase in the physical amount of oil stocks. Long term measures for enhancing oil supply security can be seen on the demand-side and the supply-side. Main demand-side policies could be the following: energy saving and efficiency, investments in research and technology, and reduction of oil price inelasticity especially for transport sector. Main supply-side policies can be summarized into co-operation and institutional promotion for supply diversification of suppliers/routes. Main factors that could affect described policies could be the liberalization of international trade even in the energy sector and the increasing role of oil demand from developing countries.Oil, Security, Energy

    A Modified Environmental Kuznets Curve for Sustainable Development Assessment Using Panel Data

    Sustainable development is a concept strictly connected with basic needs of the individuals. During the last years a number of empirical studies have tried to discover and quantify the causal relations between economic growth and environmental consumption and degradation. The most widely used empirical model is the so-called Environmental Kuznets Curve (EKC), nowadays applied to different polluting elements. Despite the huge diffusion of EKC studies, this model has been criticised for incompleteness of a sustainable development analysis. The aim of this paper is to build a Modified EKC (MEKC) in order to consider a wider concept of development rather than pure economic growth, including well-being aspects and sustainability of the development process. Using a macroeconomic measure of sustainability such as the World Bank’s Genuine Saving and a measure of well-being such as the United Nations’ Human Development Index, we build a model in order to analyse linkages between higher welfare levels and natural resources consumption, verifying the sustainability of human development. A panel analysis for three years (1990-1995-2000) for a wide range of countries (including developed and developing countries) has been applied in order to respond to criticisms related to conjunctural results linked to pure cross-section studies. Comparisons among alternative pollutants (i.e., CO2, NOX, and SOX) and GS are described, and the robustness of the MEKC clearly emerges. Furthermore, in order to respond to criticisms for the reduced form of the EKC, an Instrumental Variables model has been tested both on CO2 and GS, while a system of equations has been tested considering simultaneously a traditional EKC and a MEKC for a longer time period (1996-2004). Unit root tests for non-stationary series have been computed, showing that the IV model gives satisfactory results. An indicator for technological capabilities has been added at this stage, accounting for diffusion of technical progress and import technology as suggested by Archibugi and Coco (2004). Causal relations identified within a MEKC allow to identify correlation between human development and sustainable development, following the classic inverted U-shaped curve of the EKC. Nonetheless, comparing the turning points of the MEKC and EKC, respectively, it seems that using this alternative specification some useful policy implications apply. The threshold level of human development in the MEKC corresponds to an income per capita level lower than the threshold level for the EKC, confirming the possibility of “tunnelling through the curve” as suggested in Munasinghe (1999). Our results show that human development should be the first objective of international development policies, and an increase in human well-being is necessary to provide a sustainability path.Environmental Kuznets Curve, Sustainable development, Human development, Genuine saving, Panel data

    Measuring human and Sustainable Development: An Integrated Approach for European Countries

    During the last few years, sustainable development has represented one of the most important policy goals at global level and how to design specific policy actions, measuring performance and results continues to present a challenge. Scientific research has explored different analysis directions in order to identify a synthetic indicator to evaluate policy planning and achievements that goes beyond traditional income indicators such as Gross Domestic Product (GDP). In consideration of the social dimension of sustainable development, including health, education and employment, the Human Development Index (HDI) of the United Nations Development Programme represents a widely accepted methodology to be used as a starting point for building a more sustainable-oriented development index. The aim of this paper is to identify a numerical measure of what Amartya Sen defined as “sustainable human development” using a human development framework and adapt it taking into account more specific environmental aspects. For this purpose, building a complex Sustainable Human Development Index (SHDI) may be a difficult task because of data availability and the European countries – especially the European Union - could be a useful pilot area for testing the methodology. The most recent efforts of the EU to standardize statistical information at country level enable us to build more complex indicators, including those with economic, social and environmental dimensions. Long-term sustainability requires the maintenance of capital stock to guarantee constant or growing welfare levels. In a human development perspective, the sustainability condition has been directly analysed on the well-being side, assuming that a constant or growing SHDI could be the result of constant growing capital assets. An SHDI represents the core element of a comparative analysis to assess the effectiveness and the distributional effects of European policies, including environmental actions. Finally, a sensitivity analysis of the results will enable us to underline the key factors of effective sustainable human development and, at the same time test the real meaning of such a modified composite index compared with the existing GDP and HDI.human development, sustainable development, sustainability indicators

    Trade performances and technology in the enlarged European Union

    We analyse the role of the enlargement process of the European Union as a factor fostering international competitiveness of EU Member States. We argue that the economic integration process has partially reduced the technological gap between old and new EU Member States, and this pattern of technological innovation can partially explain the strong impulse on the export dynamics of European countries. We have built an augmented gravity model by including the role of technological innovation, proxied by the stock of knowledge at the sector level. By using a dynamic panel data estimator we find three main empirical evidences. First, the enlargement process has produced an overall larger positive impact on export flows for new members than for old ones, and more importantly that sectors with the higher technological content have received the strongest impulse. Second, the augmented gravity model allows shaping the crucial role of technological innovation in fostering export competitiveness. Third, this impact seems to be stronger for old EU member states than for new ones. The policy implication we derive is that the more the new EU members catch up technologically as a result of the integration process, the more they will benefit in terms of economic development.EU enlargement, gravity model, international trade, economic integration, technological innovation

    Environment, Human Development and Economic Growth

    Over the last few years, environmental issues have entered into policy design, particularly development and growth policies. Natural resources are considered necessary production inputs and environmental quality is considered a welfare determinant. The integration of environmental issues into economic growth and development theories and empirics is currently widely analyzed in the literature. The effects of natural resources endowment on economic growth are mainly analyzed through the so-called Resource Curse Hypothesis (RCH) whereas the effects of economic growth on environmental quality are part of the Environmental Kuznets Curve (EKC). Furthermore, recent contributions on RCH and EKC have shown the important role of institutions and human development dimensions in building a sustainable development path.     Gender disparities in Italy from a Human Development Perspective

    (1) All citizens have equal social dignity and are equal before the law, without distinction of sex, race, language, religion, political opinion, personal and social conditions. (2) It is the duty of the Republic to remove those obstacles of an economic or social nature which constrain the freedom and equality of citizens, thereby impeding the full development of the human person and the effective participation of all workers in the political, economic and social organisation of the country.* Sixty years after the first political election in which women voted in Italy (1946), and considering that the Article 3 of the Italian Constitution reminds the role of the republic to promote formal (art. 3.1) and substantial (art. 3.2) equality of Italian citizens, the aim of this paper is to analyse, which is situation of the gender disparities in Italy and how such disparities are distributed among Italian regions. In order to quantify such disparities a comprehensive framework for assessment is required. First, we will compare at national and regional level traditional indicators as income per capita, employment and educational level. Secondly, adopting a human development perspective, we will build some regional Gender Human Development indices with the aim to catch the disparities in terms of capabilities for men and women. Finally to better understand our results, we will build an index of empowerment using data concerning number of seats in national parliament and regional assemblies, in order to catch such existing disparities from a different point of view. In our opinion, the gender disparities in the empowerment dimension and the gender disparities in the other social dimensions are mutually reinforcing, where lack of equally distributed political power corresponds to less gender-related policy actions, and therefore wider disparities in daily life.Gender disparities, Human Development, Empowerment

    The causality between energy consumption and economic growth: A multi-sectoral analysis using non-stationary cointegrated panel data

    The increasing attention given to global energy issues and the international policies needed to reduce greenhouse gas emissions have given a renewed stimulus to research interest in the linkages between the energy sector and economic performance at country level. In this paper, we analyse the causal relationship between economy and energy by adopting a Vector Error Correction Model for non-stationary and cointegrated panel data with a large sample of developed and developing countries and four distinct energy sectors.     The trade and capital flows across the national borders of developing countries have recently accelerated and produced the conditions for faster transmission of knowledge. While the economic literature has mainly focused on how international technology transfer affects standard economic performance, less attention has been paid to a broader development perspective. This paper fills this gap by addressing two main issues. It investigates whether the technology transfer conveyed by international trade flows has positively influenced the development paths of developing countries.     Social Costs of Energy Disruptions

    The costs of energy supply disruptions for industrialised economies go well beyond the economic measures of national accounts. According to different kinds of risks, physical shortages or price shocks, there are several categories of negative effects. Oil disruptions have both a direct and an indirect impact, (at global and local levels) and have a short- and a medium-term horizon. The economic effects of electricity shortages are also direct and indirect, but the temporal lag is shorter than for oil disruptions. In this paper, we summarise the different ways an economy is affected by an oil shock or a power black-out. Oil crises in the past produced high inflation rates, trade and payments imbalances, high unemployment, and weak business and consumer confidence. The social costs of electricity shortages have immediate negative results, and relatively small, indirect effects – depending on the extension of the disruption, the duration, the availability of advance warning and information. A specific assessment of the social costs of an electricity shortage remains a research task for the future.Social costs, Energy disruption
