    A simplified instrument for recording strong motion earthquakes

    A strong-motion earthquake recorder for the direct measurement of one point on the response spectrum curve is described, and results obtained with the instrument under field conditions are compared with those obtained by a standard spectrum analysis of accelerograph records. The device has the advantages of low initial cost and of low maintenance expense, and can thus be installed in relatively large numbers. A network of such instruments located at points having various local geological conditions is proposed as a supplement to the U. S. Coast and Geodetic Survey strong-motion seismograph system

    Adaptive smartphone-based sensor fusion for estimating competitive rowing kinematic metrics.

    Competitive rowing highly values boat position and velocity data for real-time feedback during training, racing and post-training analysis. The ubiquity of smartphones with embedded position (GPS) and motion (accelerometer) sensors motivates their possible use in these tasks. In this paper, we investigate the use of two real-time digital filters to achieve highly accurate yet reasonably priced measurements of boat speed and distance traveled. Both filters combine acceleration and location data to estimate boat distance and speed; the first using a complementary frequency response-based filter technique, the second with a Kalman filter formalism that includes adaptive, real-time estimates of effective accelerometer bias. The estimates of distance and speed from both filters were validated and compared with accurate reference data from a differential GPS system with better than 1 cm precision and a 5 Hz update rate, in experiments using two subjects (an experienced club-level rower and an elite rower) in two different boats on a 300 m course. Compared with single channel (smartphone GPS only) measures of distance and speed, the complementary filter improved the accuracy and precision of boat speed, boat distance traveled, and distance per stroke by 44%, 42%, and 73%, respectively, while the Kalman filter improved the accuracy and precision of boat speed, boat distance traveled, and distance per stroke by 48%, 22%, and 82%, respectively. Both filters demonstrate promise as general purpose methods to substantially improve estimates of important rowing performance metrics

    Obtaining and examining cell site location records to find a person is a “search” in any normal sense of the word — a search of documents and a search for a person and her personal effects. It is therefore a “search” within the meaning of the Fourth Amendment in that it constitutes “examining,” “exploring,” “looking through,” “inquiring,” “seeking,” or “trying to find.” Nothing about the text of the Fourth Amendment, or the historical backdrop against which it was adopted, suggests that “search” should be construed more narrowly as, for example, intrusions upon subjectively manifested expectations of privacy that society is prepared to recognize as reasonable.Entrusting government agents with unfettered discretion to conduct searches using cell site location information undermines Fourth Amendment rights. The Amendment guarantees “[t]he right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches.” The Framers chose that language deliberately. It reflected the insecurity they suffered at the hands of “writs of assistance,” a form of general warrant that granted state agents broad discretion to search wherever they pleased. Such arbitrary power was “unreasonable” to the Framers, being “against the reason of the common law,” and it was intolerable because of its oppressive impact on “the people” as a whole. As emphasized in one of the seminal English cases that inspired the Amendment, this kind of general power to search was “totally subversive of the liberty of the subject.” James Otis’s famous speech denouncing a colonial writ of assistance similarly condemned those writs as “the worst instrument of arbitrary power,” placing “the liberty of every man in the hands of every petty officer.” Thus, although those who drafted and ratified the Fourth Amendment could not have anticipated cellphone technology, they would have recognized the dangers inherent in any state claim of unlimited authority to conduct searches for evidence of criminal activity. Cell site location information provides insight into where we go and what we do. Because this information is constantly generated and can be retrieved by the government long after the activities it memorializes have taken place, unfettered government access to cell site location information raises the specter of general searches and undermines the security of “the people.

    Identification of Histoplasma-Specific Peptides in Human Urine

    Histoplasmosis is a severe dimorphic fungus infection, which is often difficult to diagnose due to similarity in symptoms to other diseases and lack of specific diagnostic tests. Urine samples from histoplasma-antigen-positive patients and appropriate controls were prepared using various sample preparation strategies including immunoenrichment, ultrafiltration, high-abundant protein depletion, deglycosylation, reverse-phase fractions, and digest using various enzymes. Samples were then analyzed by nanospray tandem mass spectrometry. Accurate mass TOF scans underwent molecular feature extraction and statistical analysis for unique disease makers, and acquired MS/MS data were searched against known human and histoplasma proteins. In human urine, some 52 peptides from 37 Histoplasma proteins were identified with high confidence. This is the first report of identification of a large number of Histoplasma-specific peptides from immunoassay-positive patient samples using tandem mass spectrometry and bioinformatics techniques. These findings may lead to novel diagnostic markers for histoplasmosis in human urine

    Parkfield earthquakes of June 27-29, 1966, Monterey and San Luis Obispo Counties, California—Preliminary report

    Two earthquakes, M = 5.3 and 5.5, shook the Parkfield area in southern Monterey County, California, at 0409:56.5 and 0426:13.8 GMT, 28 June 1966. They were preceded by foreshocks on the same day at 0100 and 0115. A third shock, M = 5.0, occurred in the same area at 1953:26.2 on 29 June. The earthquakes were followed by a heavy sequence of aftershocks with epicenters along the San Andreas fault zone extending for about 15 miles southward beyond Cholame in San Luis Obispo County. A P-wave first-motion fault plane solution shows strike of vertical fault plane is N 33°W, coinciding with a surface zone of en echelon fault fractures in the pattern characteristic of right-lateral, strike-slip movement. The motion appears to have an upward component on the west side, at about 20° from pure strike slip. Extensive instrumentation within a few miles of the epicentral district gave unusually complete records from foreshock to aftershock sequence. A strong-motion instrument in the fault zone near Cholame recorded the unusually high horizontal acceleration of 0.5 g. The epicentral region of the earthquakes is on a known active segment of the San Andreas fault. Earthquakes in 1901, 1922, and 1934 in this region were also accompanied by surface faulting. On the published State geologic map, scale 1:250,000, the San Andreas fault zone shows a braided pattern of several branching en echelon major faults. Topographic forms, typical of the features of rift valleys, testify to the recency of fault movements. Small right-lateral surficial displacements had been recognized prior to the late June earthquakes in at least three places on the Parkfield-Cholame trace of the fault. Similar creep, or slippage, has continued since the earthquakes. Extensive nets of survey markers installed by 30 June across the active fault trace had recorded slippage as great as 0.1 inch per day by 12 July. The fault trace associated with the earthquakes is principally in alluvium of unknown depth in Cholame Valley, apparently a faulted graben within the San Andreas fault zone. Under a blanket of Tertiary and Quaternary sedimentary rocks in this part of the southern Coast Ranges, the great fault separates Jurassic-Cretaceous granitic and metamorphic rocks in the western block from Late Jurassic eugeosynclinal sedimentary and volcanic rocks of the Franciscan Formation in the eastern block. In spite of the large horizontal acceleration recorded near the fault, very little building damage occurred in this sparsely populated region. Small concrete and steel bridges in, and adjacent to the fault trace, did not have their structural strength impaired

    The association between intersystem prison transfers and COVID-19 incidence in a state prison system

    Prisons are the epicenter of the COVID-19 pandemic. Media reports have focused on whether transfers of incarcerated people between prisons have been the source of outbreaks. Our objective was to examine the relationship between intersystem prison transfers and COVID-19 incidence in a state prison system. We assessed the change in the means of the time-series of prison transfers and their cross-correlation with the time-series of COVID-19 tests and cases. Regression with automatic detection of multiple change-points was used to identify important changes to transfers. There were over 20,000 transfers between the state’s prisons from January through October 2020. Most who were transferred (82%), experienced a single transfer. Transfers between prisons are positively related to future COVID-19 case rates but transfers are not reactive to current case rates. To mitigate the spread of COVID-19 in carceral settings, it is crucial for transfers of individuals between facilities to be limited

    COVID-19 in corrections: Quarantine of incarcerated people

    Carceral settings in the United States have been the source of many single site COVID-19 outbreaks. Quarantine is a strategy used to mitigate the spread of COVID-19 in correctional settings, and specific quarantine practices differ state to state. To better understand how states are using quarantine in prisons, we reviewed each state’s definition of quarantine and compared each state’s definition to the Centers for Disease Control’s (CDC) definition and recommendations for quarantine in jails and prisons. Most prison systems, 45 of 53, define quarantine, but definitions vary widely. No state published definitions of quarantine that align with all CDC recommendations, and only 9 states provide quarantine data. In these states, the highest recorded quarantine rate occurred in Ohio in May 2020 at 843 per 1,000. It is necessary for prison systems to standardize their definitions of quarantine and to utilize quarantine practices in accordance with CDC recommendations. In addition, data transparency is needed to better understand the use of quarantine and its effectiveness at mitigating COVID-19 outbreaks in carceral settings
