Agenda 21 Local: de la recogida de datos a la definición de indicadores de sostenibilidad

The methods applied to undertake a Local Agenda 21 (LA21) are based on several procedures like collecting information in order to understand the municipal reality, the management of indicators and the diagnosis of strong and weak points. These procedures allow the establishment of an action plan based on the sustainability development standards. However, the lack of reliable statistical data to reach the main aims during initial stages of the implementation of LA21, transforms this plan of action in a questionable instrument. Analyzing the Spanish statistical system, we aim to reveal the difficulties to implement any LA21 using local statistical data. Local authorities do not dispose of sufficient human and technical resources to carry out this plan of sustainability
