    Age at Arrival, English Proficiency, and Social Assimilation Among U.S. Immigrants

    Are U.S. immigrants' English proficiency and social outcomes the result of their cultural preferences, or of more fundamental constraints? Using 2000 Census microdata, we relate immigrants' marriage, fertility and residential location variables to their age at arrival in the U.S., and in particular whether that age fell within the "critical period" of language acquisition. We interpret the differences between younger and older arrivers as effects of English-language skills and construct an instrumental variable for English-language skills. Two-stage-least-squares estimates suggest that English proficiency increases the likelihood of divorce and intermarriage. It decreases fertility and, for some groups, ethnic enclave residence.

    We examine the impact of political reservation for disadvantaged minority groups on poverty. To address the concern that political reservation is endogenous in the relationship between poverty and reservation, we take advantage of the state-time variation in reservation in state legislative assemblies in India that arises from national policies that cause reservations to be revised and the time lags with which the revised reservations are implemented due to the timing of state elections. Using data on sixteen major Indian states for the period 1960-1992, we find that increasing the share of seats reserved for Scheduled Tribes significantly reduces poverty while increasing the share of seats reserved for Scheduled Castes has no impact on poverty. Political reservation for Scheduled Tribes has a greater effect on rural poverty than urban poverty, and appears to benefit people near the poverty line as well as those far below it.affirmative action, poverty, minorities, India

    Using a large, individual-level wage data set, we examine the impact of a major technological innovation the steam engine on skill demand and the wage structure in the merchant shipping industry. We find that the technical change created a new demand for skilled workers, the engineers, while destroying demand for workers with skills relevant only to sail. It had a deskilling effect on production work able-bodied seamen (essentially, artisans) were replaced by unskilled engine room operatives. On the other hand, mates and able-bodied seamen employed on steam earned a premium relative to their counterparts on sail. A wholesale switch from sail to steam would increase the 90/10 wage ratio by 40%, with most of the rise in inequality coming from the creation of the engineer occupation.

    Using a large, individual-level wage data set, we examine the impact of a major technological innovation — the development of powerful and economical steam engines — on skill demand and the wage structure among the merchant marine. Our data reveal a complex range of responses to the new technology. The new technology created a new demand for skilled workers, the engineers, while destroying other skills relevant only to sail. There were also contradictory effects among the less skilled. On the one hand, technological innovation may have been deskilling for production work since many experienced able-bodied seamen were replaced by laborers in the engine room. On the other hand, able-bodied seamen employed on steam earned a premium relative to their counterparts on sail. Our data allow us to identify this steam premium as a skill premium rather than a compensating differential. At the managerial level, we identify a skill premium on steam for mates, whose job became more complex on the larger vessels, but not for bosuns whose job did not.     The Returns to English-Language Skills in India

    India's colonial legacy and linguistic diversity give English an important role in its economy, and this role has expanded due to globalization in recent decades. It is widely believed that there are sizable economic returns to English-language skills in India, but the extent of these returns is unknown due to lack of a microdata set containing measures of both earnings and English ability. In this paper, we use a newly available data set - the India Human Development Survey, 2005 to quantify the effects of English- speaking ability on wages. We find that being fluent in English (compared to not speaking any English) increases hourly wages of men by 34%, which is as much as the return to completing secondary school and half as much as the return to completing a Bachelor's degree. Being able to speak a little English significantly increases male hourly wages 13%. There is considerable heterogeneity in returns to English. More experienced and more educated workers receive higher returns to English. The complementarity between English skills and education appears to have strengthened over time.     The Effects of English Proficiency among Childhood Immigrants: Are Hispanics Different?

    We test whether the effect of English proficiency differs between Hispanic and non-Hispanic immigrants. Using 2000 U.S. Census microdata on immigrants who arrived before age 15, we relate labor market, education, marriage, fertility and location of residence variables to their age at arrival in the U.S., and in particular whether that age fell within the "critical period" of language acquisition. We interpret the observed difference in outcomes between childhood immigrants who arrive during the critical period and those who arrive later (adjusted for non-language-related age-at-arrival effects using childhood immigrants from English-speaking countries) as an effect of English- language skills and construct an instrumental variable for English-language skills. We find that both Hispanics and nonHispanics exhibit lower English proficiency if they arrive after the critical period, but this drop in English proficiency is larger for Hispanics. The effect of English proficiency on earnings and education is nevertheless quite similar across groups, while some differences are seen for marriage, fertility, and location of residence outcomes. In particular, although higher English proficiency reduces (for both groups) the number of children and the propensity to be married, marry someone with the same birthplace or origin, and live in an "ethnic enclave," these effects are smaller for Hispanics.

    Does Reducing College Costs Improve Educational Outcomes for Undocumented Immigrants? Evidence from State Laws Permitting Undocumented Immigrants to Pay In-state Tuition at State Colleges and Universities

    Ten states, beginning with Texas and California in 2001, have passed laws permitting undocumented students to pay the in-state tuition rate – rather than the more expensive out-of-state tuition rate – at public universities and colleges. We exploit state-time variation in the passage of the laws to evaluate the effects of these laws on the educational outcomes of Hispanic childhood immigrants who are not U.S. citizens. Specifically, through the use of individual-level data from the 2001-2005 American Community Surveys supplemented by the 2000 U.S. Census, we estimate the effect of the laws on the probability of attending college for 18- to 24-year-olds who have a high school degree and the probability of dropping out of high school for 16- to 17-year-olds. We find some evidence suggestive of a positive effect of the laws on the college attendance of older Mexican men, although estimated effects of the laws in general are not significantly different from zero.

In this study, we use individual-level data from the 2005 India Human Development Survey to quantify the effects of English-language skills on wages. After controlling for age, social group, schooling, geography, and proxies for ability, we find that hourly wages are on average 34% higher for men who speak fluent English and 13% higher for men who speak a little English relative to men who do not speak English. The return to fluent English is as large as the return to completing secondary school and half as large as the return to completing a bachelor's degree. In addition, we find that more experienced and more educated workers receive higher returns to English.
