This research theoretically assumes that the expansion of standing to sue administrative actions in court gives the public easier access to judicial forum to challenge government actions and the judicial branch a chance to take up a good position to assert itself in policy-making against or in competition with the legislative and executive branches. The main argument of this research is that, in the political reality, however, due to the courts fear of the political backlash from various political forces in conflict with itself, the court tends to seek strategic responses mixing judicial activism and restraints to preserve its scope of power and institutional authority
