    In a situation where economic inequality in various sectors of society is deepening, educational welfare can be a means to resolve the social gap problem. To confirm this possibility, I tried to verify the effects of budget expansion in educational welfare on students' achievement. In this study, using 16 provincial education offices across the country as the unit of analysis, the effect of the proportion of the budget for educational welfare from 2010 to 2016 on the students' achievement of middle school Korean and mathematics was analyzed through a stepwise regression analysis. Data for analysis were collected from Education Data System(EDS), National Statistics Portal, and education statistics from the Korea Educational Development Institute(KEDI). In addition, an in-depth interview with public officials who had experience in educational welfare work was conducted as an auxiliary to the quantitative research results. Through this mixed-method research, I tried to understand the research problem more completely. As a result of the study, the proportion of educational welfare budget in the total budget of provincial education offices had a positive(+) effect on the ratio of students with above normal achievement, and a negative(-) effect on the ratio of students with below basic achievement. This is a meaningful result confirming the effect of budget expansion in educational welfare. In this regard, the participants of the in-depth interview agreed that the expansion of the budget for educational welfare positively contributes to the improvement of students' achievement in terms of creating a learning environment. It was also confirmed that there is a difference in the effect of budget expansion in educational welfare on the ratio of students' above normal achievement and the ratio of students' below basic achievement. The interview participants agreed that it was a reasonable conclusion, but failed to agree on which level of students were more affected by the educational welfare budget. The implications of this study are first, empirically confirming the effect of educational welfare budget expansion by provincial education offices on students' achievement. Second, the effect of educational welfare budget shows that it is important that provincial education offices make policies to reduce the educational inequality. Third, budget expansion in educational welfare had different effects on each level of students' achievement. This conclusion shows the need for future educational welfare policies to be designed to meet student demand. Fourth, as this study tried, more studies in the future should verify the effect of educational welfare policies. Through this, educational welfare policy should develop into an evidence-based policy.
