This paper aims to analyze and evaluate the reduction plans of government size under the Kim DJ administration. From the standpoint of neeliberalism strategies of government reform, the reduction plans would not be strategically successful. Overall, the reduction had been well implemented in the first half of the administration, but the reduction had been recovered in the second half. In 1998-1999, two huge reorganization plans and deregulation reforms had been implemented, it resulted in substantial reduction in terms of staff and regulation. The analysis shows that severe staff reduction was heavily on periphery positions, including production classification and lower positions. Whereas the staff and organization reduction, there had been substantial increase of budgets and laws. This facts implies the core part of government size was not attacked. Also, the reduction was not strategically effective to reshape government in the line of neo-conservatism. During this periods, it finds that central agencies and executive state apparatus gains administrative means, which is against the decreasing government intervention into the market.
